This requirement is to manage and operate multiple functions at Westover ARB, MA. Functions include Base Supply, Vehicle Operations and Maintenance, Traffic Management Office (TMO), Transient Aircraft Services, Real Property Maintenance, Recurring Real Property Services (Pavement Clearance, Pest Control, and Grounds Maintenance), Fuels Management, and Airfield Management. This contract will be subject to the Service Contract Act and the Davis Bacon Act. The solicitation will result in a contract being issued on an all or none basis to a single contractor.


Evaluation of offers will utilize Low Price Technically Acceptable (LPTA) procedures IAW FAR 15.101-2. Projected date of issuance of the solicitation is on or about 12 Feb 2015 and an anticipated award date of on or before 30 Jun 2015.


The resulting contract will consist of an orientation period, ten month basic period, four one-year options, and a 6 month short option which may be exercised after any contract period. This effort is a service disabled veteran owned small business (SDVOSB) set-aside. Contractors under Foreign Ownership, Control or Influence (FOCI) will not be permitted to submit proposals for this effort. The solicitation will be posted on FedBizOps. All Amendments, Pre-proposal Conference Minutes, Questions and Answers, etc. to the solicitation will also be issued via FedBizOps. Any proposal submitted by a business that is not classified as a service disabled veteran owned small business by the Small Business Administration will not be evaluated.


A pre-proposal conference will be conducted at Westover ARB, MA on 26 Feb 2015. A maximum of two individuals per company will be permitted to attend. Please provide the names, title and contact information of all attendees via email prior to 11 Feb 2015 at 1600 EST to Mr Joseph Hannigan, joesph.hannigan.1@us.af.mil James McLaughlin, james.mclaughlin.2@us.af.mil and Monica Meadows, monica.meadows@us.af.mil. This information must be provided in advance to ensure access to the base/conference site. PLEASE SEE ATTACHED CLAUSE 5352.215-9001 "NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE"  FOR REQUIRED INFORMATION FOR ACCESSING WESTOVER ARB, MA.  If you have not pre-registered, you will not be granted admission to the bus/pre-proposal conference.
