AIRFIELD MANAGEMENT
DESCRIPTION OF SERVICES
H1. AIRFIELD MANAGEMENT SERVICES (AMS)
H1.1. DESCRIPTION OF SERVICES
H1.1.1. AMS Mission Statement. Airfield Management (AM) is a functional capability that enables both the projection and sustainment of aviation capability. The ability to provide assured AMS to aircraft is vital. The mission of Air Force AM is to facilitate the safe, orderly, and expeditious launch and recovery of tactical and strategic aircraft and to assist in enhancing the war fighter capabilities. To support national objectives, the Air Force provides AMS to U.S. and allied aircraft with experienced AM personnel to oversee the management and operations of the airfield and its various infrastructures and to provide and facilitate flight data information through the national and international airspace systems. AM personnel provide oversight and management of airfields, aircraft flight following, flight information transference and flight planning are an integral part of the airfield operations and support functional area.
H1.1.2. AMS Description. For Air Force airfields, overall management is primarily the responsibility of the Airfield Manager (AFM). The AFM accomplishes this responsibility with the help of personnel identified as Assistant Airfield Manager (AAFM), Airfield Management Operations Manager (AMOM), Airfield Management Training Manager (AMTM), Airfield Management Shift Lead (AMSL) and Airfield Management Operations (AMOPS) personnel. The AM function, by its very nature, requires knowledge of, and interaction with many different functional areas that are essential to performing their duties within the airfield environment.
To maintain a safe, efficient and effective airfield, AM must assure precise synergy of all airfield operations, maintenance and service support efforts. A major requirement is complete understanding of the flying mission, aircraft characteristics, airfield criteria/standards, civil engineer/safety AF Instructions, aircraft maintenance support, impact of weather on operations and the effect of various support activities on flight operations.
H1.1.3. AMS at Westover ARB. Airfield Support is a service dedicated to providing safe, effective airfield operations supporting the 439th Airlift Wing, and numerous Department of Defense organizations. Aircrews and their aircraft are valuable customers, and the airfield and airfield management operations are the first impression of the base for many visitors. Customer quality feedback questionnaires will be available to all aircrew. It is critical that the airfield be kept at a very high state of readiness at all times and presents a neat and orderly appearance. Conduct airfield support activities in strict compliance with DoD, Air Force, and Federal Aviation Administration (FAA) standards mandating safety requirements for military air operations.
Periodically accommodate priority airfield operations by opening the airfield early and/or closing the airfield late. Ensure within 6 months of assuming position, all Ktr personnel performing AM duties complete local qualification training requirements, and conduct and document a review of the most current USAF PCG for the duty position being filled. Airfield Management personnel must possess required knowledge, skills, and abilities to effectively manage and inspect the airfield environment for safety and compliance with established Air Force, Federal Aviation Administration (FAA), International Civil Aviation Organization (lCAO), or North Atlantic Treaty Organization (NATO) airfield planning and design criteria. Provide all services in accordance with applicable directives as listed in H-TE-5.
H1.2. SERVICES TO BE PROVIDED:
H1.2.1. Summary of Expectations.
H1.2.1.1. Adherence to Directives. The Contractor (Ktr) shall perform the duties of this contract and meet the requirements in accordance with the existing governing Air Force Instructions (AFI), MAJCOM Supplements, policies, orders, procedures and regulations regarding the delivery of AMS. AFI 13-204 V1-3, and AFI 13-213 are mandatory directives the Ktr shall utilize because they contain detailed procedures for administering AMS.
Also, the Ktr shall receive Air Force Inspection System (AFIS) directed Unit Effectiveness Inspections (UEI) approximately every two years in accordance with AFI 13-204 V2 and AFI 90-201, utilizing the applicable Management Internal Control Toolset (MICT) checklists and Wing Inspection Team requirements.

H1.2.1.2. Provision of Airfield Management Services.
H1.2.1.2.1. Hours of Operations. The Ktr shall provide AMS as follows: Sunday-Saturday 0700L-2300L (including federal holidays, unless the airfield is closed by the authority of the 439 AW/CC). One Airfield Management Operations personnel shall be on-duty one hour prior to official airfield operating hours to provide services as needed. Either the AFM or AAFM shall be readily available (within 15 minutes) during normal business hours (0730 – 1630) Monday through Friday. The Contracting Officer (CO) or designated representative may authorize exceptions. The Ktr shall provide AMS, specified in this contract, with adequate staffing to ensure the Airfield Management Operations section is staffed with a minimum of two qualified personnel during normal airfield operating hours, with at least one qualified AMSL on each shift. The AFM and AAFM shall not be assigned duties that interfere with their capacity to manage and provide oversight to AM, nor shall they work at any time as the AMSL/AMOC (exception: during an illness or personal emergency the AFM or AAFM shall assist in AMOPs until another AMSL/AMOC is able to arrive to cover the shift).
H1.2.1.2.2. After Hours Support. The Ktr shall support after hours operations as required. When the Ktr is notified by the CO or designated representative to remain open past normal closing hours, the Ktr shall respond to this requirement immediately. The Ktr shall make every effort to contact the Contracting Officer’s Representative (COR) for coordination. If unable to contact the COR within a reasonable amount of time, contact the AOM, Operations Support Squadron Commander, Operations Group Deputy Commander or the Operations Group Commander, in that order, until coordination is complete. If the airfield is closed the Ktr shall begin the opening checklist within one hour of notification and shall provide at least one qualified AMSL. The Ktr shall accurately document all after hour support activities with actual start and end times on the daily events log (AF Form 3616) and furnish the data to the COR. The airfield shall be considered open after the completion of the inspection of runway and the primary supporting taxiways. The remaining supporting taxiways must be inspected prior to any scheduled flight operations.
H1.2.1.2.3. Standby Procedures For After Duty Hours. After hours notifications may be received from the COR or designated representative. The AFM or AAFM shall be on site at Westover ARB within two hours of notification, weather permitting. Following initial notification for after hour support, the AFM or AAFM shall immediately perform an airfield check of Westover ARB‘s runway and any other required AM tasks.
H1.2.1.2.4. Special Events and Contingencies. The Ktr shall support all Westover ARB special events and contingencies. The Ktr shall coordinate with the base project officer and give recommendations on planning, coordinating, finalizing and implementing special base events. The Ktr shall attend planning meetings for special events and/or contingencies and create parking plans for such events. NOTE: Ktr Airfield Management personnel shall not participate in Temporary Duty (TDY) to support real world contingencies or base exercises.
H1.2.1.3. Personnel Prerequisites. The Ktr AFM, AAFM, or AMOM, AMTM, AMSL, and AMOC must meet the training and experience qualifications outlined in AFI 13-204 V1 and V3. All AM Ktr personnel shall be able to complete and maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing requirements in order to operate a vehicle in the CMA. The Ktr shall have the ability to use wildlife control devices, including firearm, as well as any other necessary equipment.
H1.2.1.3.1. Hiring New Personnel. The Ktr shall submit the official resume of all prospective airfield management personnel to the CO prior to making any final commitment of employment. Only personnel meeting the qualification outlined in AFI 13-204 V1 and V3 will be considered for the duty position being applied for. The CO is to forward all official resumes to HQ AFRC/A3VA for approval prior to offering employment to applicants.
H1.2.2. Specific Tasks. The essential functions of the AFM, AAFM, AMOM, AMTM, AMSL, AMOPS personnel, Facilities and Equipment, Flight Planning Room, Airfield Driving Program, Determining and Reporting Runway Surface Condition (RSC), Airfield Restrictions and Closure Procedures, and Training shall be met IAW AFI 13-204 V1-3 and AFI 13-213 and all applicable MAJCOM Supplements. All services are currently performed at existing AMS facilities.

H1.2.2.1. Essential Functions of the Airfield Manager. The AFM must possess USAF AFM certification, or have equivalent education, and at least 3 years management experience executing AM duties that correlate to tasks in the AFM PCG and duties described in AFI 13-204 V3 at a military or civil airport. The AFM shall provide AMS in order to ensure a safe, efficient and effective airfield environment for aircraft operations. The magnitude of service requirements is based on the base flying missions, airfield, reoccurring transient aircraft operations, and frequent distinguished visitor support. The AFM shall ensure the minimum daily inspections and checks of Westover ARB are conducted as required. Timely and effective coordination, as a minimum, with airfield support agencies such as civil engineering, safety, maintenance, transportation, command and control, air traffic control and emergency response agencies, is required in order to support aircraft operations and correct deficiencies on the airfield. The AFM shall provide input, guidance and solutions at meetings concerning Westover ARB airfield facilities, air operations, and airfield construction projects. The AFM will advise the COR on airfield conditions and deficiencies which impact, or have the potential to impact, flying operations at Westover ARB. The AFM will coordinate through the COR on all issues involving agencies above the AFM level. The AFM will coordinate directly with civil engineering, safety and other airfield support agencies for airfield infrastructure and facility requirements to support aircraft operations. The AFM shall participate with other base agencies to ensure an accurate airfield waiver program is maintained. The AFM shall maintain copies of MAJCOM approved airfield waiver packages and other airfield related waivers. The AFM will review, coordinate and maintain aircraft parking plans for compliance with planning and design criteria. The AFM will review airfield restriction data published in the AMC Airfield Suitability and Restriction Report (ASRR) for currency and accuracy at least semiannually. The AFM shall be a member of all Working Group outlined in AFI 13-204 V3. Other requirements are to perform Bird Aircraft Strike Hazard (BASH)/Wildlife responses, RSC/RCR determinations, NOTAM determination, review of events logs, serving on boards and other airfield-related forums and briefing AMS as required. For specific duty position responsibilities, refer to AFI 13-204 V3, and applicable MAJCOM Supplements. The Advanced Airfield Managers course; if not previously completed, must be completed within 6 months of appointment (at the Ktr’s expense). (See H-TE-01, SDSH05, SDSH07, See H-TE-3, H10, H14)
H1.2.2.1.1. Managerial, Assessment, and Documentation Services. The Ktr shall provide managerial services as it relates to maintaining appropriate documentation and capabilities to performing and receiving self-assessments in accordance with AFI 13-204 V2 and AFI 90-201. The Ktr shall conduct and document an annual self-assessment using the MICT checklists. Results of the annual self-inspection shall be uploaded onto the Management Internal Control Toolset (MICT) and reported in the appropriate Airfield Operations Board. (See
H-TE-3, H09)
H1.2.2.2. Essential Functions of the Assistant Airfield Manager. The AAFM must possess USAF AFM certification, or have equivalent education, and at least 3 years management experience executing AM duties that correlate to tasks in the AFM PCG and duties described in AFI 13-204 V3 at a military or civil airport. The AAFM shall provide AMS to customers by supervising airfield operations and airfield maintenance services to ensure safe, effective, and efficient airfield environment. In addition, the AAFM serves as the Wing Airfield Driving Program Manager. The AAFM shall conduct five random spot checks per month for enforcement and compliance on airfield drivers and keep an electronic log of all spot checks. Report violations detected during spot checks to the COR, individual’s Unit Commander and ADPM. The AAFM shall comply with the duties and responsibilities listed in AFI 13-204 V3, AFI 13-213, and applicable MAJCOM Supplements. The Advanced Airfield Managers course; if not previously completed, must be completed within 6 months of appointment (at the Ktr’s expense). (See H-TE-1, SDSH06, SDSH12)
H1.2.2.3. Essential Functions of the Airfield Management Operations Manager. The AMOM shall possess USAF NAMO certification, or have equivalent education, and at least 3 years supervisory experience executing AM duties that correlate to tasks in the NAMO PCG and duties described in AFI 13-204 V3 at a military or civil airport. The AMOM shall provide AMS by establishing performance standards, procedures and work priorities for personnel working in the AMOPS section in order to support aircrew and airfield management activities to ensure safe, effective and efficient airfield environment. The AMOM shall comply with the duties and responsibilities listed in AFI 13-204 V3 and applicable MAJCOM Supplements. AMOM duties shall be an additional duty for the AAFM or AMSL and not a stand-alone position within AM.

H1.2.2.4. Essential Functions of the Airfield Management Training Manager. The AMTM shall possess USAF NAMT certification, or have equivalent education, and at least 3 years supervisory experience executing AM duties that correlate to tasks in the NAMT PCG and duties described in AFI 13-204 V3 at a military or civil airport. The AMTM will be designated in writing and shall provide AMS by developing and managing a training program that meets the specifics of initial, recurring and refresher training in order to support aircrew and airfield management activity to ensure safe, effective and efficient airfield environment. Training received or provided by the AMTM shall be accomplished and/or performed IAW Air Force standards. The AMTM shall comply with the training program requirements, duties, and responsibilities listed in AFI 13-204 V3, applicable MAJCOM Supplements and the PWS. AMTM duties shall be an additional duty for the AAFM or AMSL and not a stand-alone position within AM.
H1.2.2.5. Essential Functions of Airfield Management Shift Lead/Airfield Management Operations Coordinator. The AMSL/AMOC shall possess USAF AMOS/AMOC certification or have equivalent education and experience executing AM duties that correlate to tasks in the AMOC and AMOS PCGs, and duties described in AFI 13-204 V3 at a military or civil airport. The AMSL/AMOC shall provide AMS by maintaining situational awareness of airfield activities, proficiency in the use of AM related equipment, and overall responsibility for the AMOPS section while on duty to ensure safe, effective, and efficient airfield environment.
The AMSL/AMOC shall comply with the duties and responsibilities listed in AFI 13-204 V3 and applicable MAJCOM Supplements.
H1.2.2.6. Facilities and Equipment Requirements. The Ktr shall maintain and utilize government provided facilities and equipment to effectively manage the airfield and provide quality aircrew support. NOTE:
Equipment funded and provided by the Ktr will be maintained by the Ktr. The facilities the Ktr shall use and occupy include the AMOPS section, flight planning room, and publication rooms IAW AFI 13-204 V3. The Ktr shall also maintain and utilize other designated rooms or areas to support aircrew and airfield unique requirements based on the designated use. The Ktr shall also meet customer requirements in other areas to include but not limited to vehicles, operations section, communications devices and flight plan filing process.
H1.2.2.6.1. AMS Vehicle Support. The Government shall provide a vehicle to support AMS in order to execute action to include, but not limited to, airfield inspections, emergency response, aircraft mishaps, runway surface condition, airfield construction, Bird/Wildlife Aircraft Strike Response, and aircrew support related situations. Vehicle support must be provided during simultaneous airfield responses. The Ktr shall ensure the vehicle support is dedicated exclusively to AMS.
At a minimum, all Ktr vehicles will meet the following requirements:
4x4 capable to allow for year-round (snow/rain) inspection and response to infield and perimeter airfield areas.
Capable of carrying additional passengers for monthly inspections, waiver reviews, etc.
Equipped with a land mobile radio and/or a tunable multi-channel UHF/VHF radio to conduct two-way communications with other agencies and monitor aircraft operations such as in-flight/ground emergencies.
Marked and lighted as specified in T.O. 36-1-191, Technical and Managerial Reference for Motor Vehicle Maintenance.
H1.2.2.7. Airfield Driving Program. The AAFM will act as the Wing ADPM and shall develop, revise, and maintain an airfield driving program critical to the safe operations of vehicles, aircraft, and pedestrian movement on and around the airfield environment IAW AFI 13-213, Airfield Driving Program. The Ktr shall ensure all airfield driving related items are briefed at the AOB IAW AFI 13-204 V3. (See H-TE-01, SDSH06)
H1.2.2.8. Determining and Reporting Runway Surface Condition (RSC) and Runway Condition Reading (RCR). The Ktr shall be responsible for determining and reporting RSC/RCR as outlined in AFI 13-204 V3.
The Ktr shall be responsible for disseminating RSC/RCR information to the appropriate base flying and support agencies. The Ktr shall engage in the process of determining and reporting RSC/RCR in the interest of safe flight operations at affected airfield. The Ktr shall ensure additional airfield checks are conducted during/after severe weather and conditions are reported to appropriate agencies.

H1.2.2.9. Airfield Restriction, Closures, and NOTAM Procedures. The Ktr shall be responsible for imposing restrictions, closures, and suspensions as situations dictate, where it relates to runways, taxiways, ramps, and other parking surfaces in strict compliance with provisions outlined in AFI 13-204 V3. These actions must be taken in collaboration with the OG/CC, installation flying community, other airfield support agencies, and Wing OI’s. The Ktr shall ensure appropriate NOTAMs are published as required IAW AFI 11-208 for restrictions, closures and outages as needed. The Ktr will also be responsible for determining when operations may resume on these surfaces and ensure actions and procedures for imposing and resuming airfield restrictions are published in appropriate local guidance and other media for the widest possible dissemination.
H1.2.2.10. Airfield Inspections and Checks. The Ktr shall be responsible for conducting airfield inspections and checks IAW AFI 13-204 V3. All Ktr personnel will be fully trained and task certified in accordance with the Ktr’s training plan and AFI 13-204 V1 and V3 prior to performing airfield inspections and checks.
Inspection results will be documented on the locally developed airfield inspection form and on the AF Form 3616, events log. The Ktr will identify all airfield safety hazards and non-compliance with UFC 3-260-01, Airfield Design Criteria, and applicable runway, taxiway, and apron markings, lighting, signage instructions (AFI 32-1042, ETL 04-02, UFC 3-535-01). In addition, all airfield pavement problems will be identified. The Ktr will report all discrepancies needing Civil Engineering Support to CE immediately. The Ktr shall conduct a daily inspection of all construction areas and the AFM shall conduct a final inspection of construction areas prior to accepting project completion IAW AFI 13-204 V3. The Ktr will ensure discrepancies identified during inspections are tracked and monitored on a continuous basis until corrected. Airfield checks shall be conducted by the Ktr for situations including, but not limited to, Emergency Responses and BASH support when conditions dictate and other times as requested by the Tower Watch Supervisor or Supervisor of Flying (SOF). Routine daily airfield checks include but are not limited to, Foreign Object Damage (FOD) checks, Airfield Lighting Serviceability and Marking Reflectivity checks and Aircraft Arresting System checks. During the months of October – March, due to fog, the Ktr shall conduct an airfield check to examine the primary takeoff, landing and taxi surfaces ensuring that FOD is not present and to report current BASH and RSC status with follow-up of a full-field airfield inspection conducted NLT 0800L. The Ktr AFM shall conduct a quarterly joint airfield inspection and an annual certification and safety inspection IAW AFI 13-204 V2 and V3. NOTE: An airfield check may be conducted in lieu of an airfield inspection when Ktr personnel are required to reopen the runway in support of in-flight/ground emergencies or to launch/recover aircraft on an unscheduled mission. (See H-TE-1, SDSH03, SDSH07, SDSH08, SHSH11, SDSH12. See H-TE-3, H02, H12, H13, H14)
H1.2.2.11. Coordination/Maintenance/Documentation of Written Policies, Procedures and Historical Data. The Ktr shall develop and maintain all local letters, policies, procedures, plans, instructions, directives, and supplements pertaining to AMS IAW AFI 13-204 V1-3. NOTE: Instruction, plans, directives, etc. will be coordinated through the COR and AOM for publication. Additionally, the Ktr shall track, maintain, and file AM forms, events logs, discrepancy logs, spreadsheets and questionnaires which record airfield operations, historical data and customer feedback IAW AFI 33-322. No historical records, workload data, or customer feedback will be discarded without prior consent from the government COR or the Contracting Officer. All daily events logs shall be maintained and annotated in accordance with AFI 13-204 V3. All daily events logs shall be maintained on the share drive for the COR to review. The Ktr shall complete all required AM portions on Hazard Reports and/or Hazardous Air Traffic Reports (HATR). The AM Ktr’s staff or employees shall produce any historical data or written documentation at the request of government COR or the Contracting Officer. (See H-TE-1, SDSH01, SDSH06, SDSH10. H1.2.2.12. Training. The Ktr shall develop a comprehensive training program and perform training activities to ensure qualification, proficiency, and recurring training requirements are met IAW AFI 13-204 V3, and applicable MAJCOM Supplements. The AM Ktr shall maintain detailed training records IAW AFI 13-204 V3, on each individual and present training records to appropriate government personnel upon request. The Ktr may substitute equivalent corporate forms for specified Air Force forms in master or individual training records, if coordinated through COR/CO and approved by the HQ AFRC/A3VA AM functional area manager. The COR will coordinate all training with the Airfield Manager to minimize mission impact.
H1.2.2.13. Airfield Operations Unit Effectiveness Inspection. UEIs will be conducted IAW AFI 13-204 and AFI 90-201 Attachment 3, Air Force Inspection Requirements. Inspection deficiencies will be identified, H - 5 reported and tracked IAW AFI 90-201. All inspection deficiency closures are facilitated by the Wing Commander or designated representative to the AFRC/IG office. (See H-TE-1, SDSH02)
H1.2.2.14. Flight Information Publications (FLIP). The Ktr shall determine requirements for FLIP products, requisition, inventory, distribution, and maintenance of FLIPs IAW pre-existing locally established procedures. The Ktr shall review new FLIPs for accuracy and consistency and notify NIMA of any errors immediately. The Ktr shall coordinate FLIP changes with appropriate local agencies, including the AOM, TERPs, and ATM. Changes to FLIPs shall be done IAW AFI 11-201. The Ktr shall pick-up, inventory, and distribute FLIP materials at least 24 hours before FLIP effective date. The Ktr shall notify flying unit POCs when FLIP products are ready for pick-up. The Ktr shall build, receive, issue and maintain FLIP kit bags required to support host flight and tenant crews supported by the 439AW for local, CONUS and worldwide missions IAW locally developed procedures and checklists. The Ktr shall maintain the flight planning room IAW AFI 13-204 V3 with the appropriate FLIP displays and required stock levels.
The Ktr shall obtain access to all applicable websites needed to maintain FLIPs. (See H-TE-1, SDSH04. See H-TE-3 H01, H11).
H1.2.2.15. Bird Aircraft Strike Hazard (BASH). The Ktr shall perform and manage the duties and requirements outlined IAW the 439 WARB BASH PLAN 91-212, AFI 91-202, The USAF Mishap Prevention Program, AFPAM 91-212, Bird Aircraft Strike Hazard (BASH) Management Techniques and AFI 13-204 V3. The Ktr shall document all incidents and reporting findings to the base Bird Hazard Working Group (BHWG) for tracking and information purposes.
The Ktr shall notify flying units, aircrew, and ATC of all changes to the BWC, significant bird activity, and potential hazards that affect the airfield environment. The Ktr shall designate, in writing, the munitions account custodian that shall maintain dispersal equipment such as bioacoustics, 6mm Rohm Signal Pistol, Bird wailer, Scare-Away Cannons and other pyrotechnics necessary for control and dispersal. Additionally, Ktr shall ensure proper weapons training on all dispersal equipment, including coordination for the storage and handling of said equipment and ammo cache with Security Forces, Safety, and Munitions Storage personnel. The Ktr shall ensure access to the Air Force Safety Center’s web site and post current BASH and BAM forecast graphics in the flight planning area. (See H-TE-01, SDSH11. See H-TE-3, H05)
H1.2.2.16. Civil Aircraft. The AFM shall review Civil Aircraft Landing Permit (CALP) requests IAW AFI 10-1001.
Ensure all paperwork is correctly filled out, to include the DD Form 2400, 2401 and 2402. Send approval/disapproval recommendation, along with applicable forms, to the 439 AW/CC for final approval/signature. Upon approval from the 439 AW/CC, issue a CALP number and forward paperwork to HQ USAF/XOOBC. Disapproved requests shall be processed IAW AFI 10-1001. The Ktr shall maintain a civil aircraft landing permit log. The Ktr shall receive the monthly CALP Report from HQ USAF/XOOBC and ensure all AMOPs have access to the report. Unauthorized civil aircraft landings shall be handled IAW AFI 10-1001. (See H-TE-3, H06, H07)
H1.2.2.17. Airfield Operations Board. The AFM shall attend quarterly AOB’s and provide information as a member of the AOB as related to airfield activities.
H1.2.2.18. COMSEC. The Ktr shall perform and manage COMSEC material IAW AFI 33-201, Volume 1, COMSEC, AFI 33-201, Volume 2, Communications Security (COMSEC) User Requirements, AFI 33-201, Volume 4, Cryptographic Access Program, AFI 33-201, Volume 5, Controlled Cryptographic Items (CCI), AFSSI 4212 (FOUO), Reporting COMSEC Deviations, AFSSI 3041(FOUO) Operational System Instructions for the AN/PYQ-10 (C) Simple Key Loader (SKL) with the Embedded KOV-21 Cryptographic Card , AFI 31- 401, Information Security Program Management, and DoD 5200.1-R, DoD Information Security Program, as well as all AF, AFRC and 439 AW supplements to these publications. The requirements letter submitted to the Ktr by the COMSEC users will provide sufficient COMSEC material to cover their requirements. The Ktr will take responsibility for the proper management, use and safeguarding of all COMSEC material received until it is destroyed or returned to the COMSEC account. The Ktr will ensure all users of the material under their control are properly authorized, to include current annual and semi-annual training before issuing any material. The Ktr shall perform semi-annual COMSEC Self-Inspections. The Ktr shall ensure all records, forms, operating instructions, and emergency action plans (EAPs) are current and accurate. Additionally, the Ktr shall coordinate storage of transient aircrew COMSEC when necessary. Transient aircrew COMSEC is normally stored in the 439AW /CP. The base COMSEC Manager will inspect these items at least every 6 months. The Ktr shall perform a semi-annual security COMSEC safe inspection and will initiate the coordination with appropriate base personnel to ensure that the COMSEC safe is inspected by a qualified technician every five years. (See H-TE-1, SDSH09)

H1.2.2.19. Prior Permission Required (PPR) Requests. The Ktr shall receive PPR requests from transient pilots and coordinate with appropriate base support agencies. The Ktr shall develop procedures to issue and track PPR requests.
When there is a conflict, the Operations Group Commander (OG/CC) will have the final approval or disapproval authority. The Ktr shall keep PPR logs on file for 3 months. All requests for tenant unit deployment PPRs and other special requests shall be coordinated through 439 LRS/LGRR for approval. (See H-TE-1, SDSH10)
H1.2.2.20. Customer Quality Feedback Questionnaire. The Ktr shall forward all unsatisfactory customer feedback to the COR for validation and review of corrective action taken. (See H-TE-3, Item H08)
H1.2.2.21. Land and Mobile Radio (LMR) NET Manager. The Ktr AFM shall serve as the LMR Net Manager for the Ramp Net frequency. The Ktr LMR Net Manager shall identify users, receive requests and provide recommendations for approval and disapproval to the Wing Frequency Manager. The LMR Net Manager shall notify requesting agency when request is approved or disapproved.
