About this file
This is Amendment 0007 to Solicitation FA568226Q0012, issued by the United States Air Force (FA5682 31 CONS, Unit 6102) and effective September 17, 2026. The amendment modifies the solicitation for household goods transportation services at a U.S. military installation in APO, AE. The contracting officer is Gualtiero Casadio.
The amendment adds FAR Clause 52.216-4 (Economic Price Adjustment–Labor and Material) to address fuel cost variability. Special contract requirements include a one-month phase-in period during which the contractor must mobilize operations and register in Syncada (the third-party payment system); this phase-in period pricing is reflected in CLIN 0002 and included in the Total Evaluated Price. The contractor must submit a comprehensive quality control plan documenting monthly surveillance methods to measure Performance Thresholds, data compilation procedures, procedures for handling crew no-shows and workload surges, and identification of all subcontractors. The amendment establishes an Organizational Conflict of Interest (OCI) restriction prohibiting employment of U.S. Government or Department of Defense personnel that could create actual or potential conflicts under RFO Subpart 9.5, with contractors required to immediately notify the Contracting Officer of any potential OCI and submit mitigation plans for approval. Economic Price Adjustment requests may be issued by the Government or submitted by the contractor and will reference fuel price tracking data published by the Italian Ministry of Environment and Energy Security.

Special Contract Requirements
Header Miscellaneous Text (Modified):
PHASE IN PERIOD
This requirement will have a one-month phase-in period. During this time, the contractor will be expected, if necessary, to mobilize and make all necessary preparations, in order to support transportation services for household goods. Additionally, the contractor will be required to register in Syncada, if not already compliant. This is the third party system the contractor will be using in order to receive payment. Assistance will be provided by the mission owner to the contractor to accomplish this. The contractor, if not compliant with the above, shall ensure that the Price Schedule SF 1449, CLIN 0002 (PHASE-IN PERIOD. Household Goods Packaging. Firm Fixed Price) reflects this one-month phase-in period. This price will also be part of the Total Evaluated Price (TEP), as referenced in Addendum to RFO 52.212-2 Evaluation - Commercial Items.
QUALITY CONTROL AND ASSURANCE
IAW Appendix A-G Performance Work Statement (PWS), PART III, Section 5, Page IV-G-16, the contractor will establish a complete quality control program to assure the requirements of the contract are provided as specified. One copy of the contractor's quality control plan will be provided to the contracting officer as part of the proposal submission (see Attachment G-3 Contractor Documents Requirement Listing - Contract Data Requirements List CDRL0001). The quality control plan shall demonstrate how the contractor will effectively provide all services stated within the PWS in delivering the level of service quality required by the contract and shall include at least the following:
1) Detailed description of surveillance methods (metrics) to be applied on a monthly basis to measure the Performance Thresholds of the Service Delivery Summary identified in Table G-2 on page IV-G-21 of the PWS;
2) Detailed description of how the resultant data shall be compiled, maintained, and used on a monthly basis as required in Attachment G3 - Monthly SDS Metrics Report (see CDRL 0012) and referenced in PWS Part III paragraph 5.b (page IV-G-16);
3) Explanation about how the contractor will handle crew no-shows and surges in workload during peak times of the year, including personnel for possible additional services as per paragraph 18 of the PWS, Part I, page IVG-15;
4) List all subcontractors needed to perform the service, if applicable.
ORGANIZATIONAL CONFLICT OF INTEREST
The contractor shall not employ any employees of the United States Government or of the Department of Defense, either military or civilian, if such employment may create a current or subsequent Organizational Conflict of Interest (OCI), as defined in Revolutionary Federal Acquisition Regulation Overhaul (RFO) Subpart 9.5. The contractor shall notify the Contracting Officer immediately whenever it becomes aware that participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor's mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary.
GOVERNMENT AND CONTRACTOR POSTURE IN CASE OF EXCESSIVE FUEL COSTS VARIABILITY
The Government may issue to the Contractor a notice or request for information/proposal supporting an Economic Price Adjustment (EPA) or the Contractor may submit to the Government a Request for Economic Price Adjustment (EPA) in accordance with clause RFO 52.216-4. The Government or the Contractor will evaluate the request referencing the fuel price tracking data published by the Italian Ministry of Environment and Energy Security (Ministero dell'Ambiente e della Sicurezza Energetica - MASE), as reported at the following link: https://sisen.mase.gov.it/dgsaie/.
