About this file
This is a Questions and Answers document for federal contract FA568226Q0012 addressing household goods transportation services for OCONUS (Outside Continental United States) operations in the Pacific and Europe regions, specifically referencing Aviano Air Base.
The document clarifies contractor responsibilities for both inbound and outbound shipment procedures outlined in Attachment A-E2. Key clarifications include: the contractor must transport shipments in standard wooden crates from their facility directly to Government-designated terminals (specifically Livorno for European operations), with final containerization into SEAVAN containers performed by designated port contractors at the port, not by the contractor; the contractor is not required to book empty containers or handle container retrieval; the 50-mile radius area of performance applies only to pickup and delivery of household goods within the Aviano Air Base vicinity, while drayage services to ports and terminals fall outside this radius; and the contractor's coordination responsibilities with origin and destination seaports are limited to procedures specified in revised Attachment A-E2 paragraphs 3.2.5 and 4.1. The pricing worksheet Item 1A-E2I has been revised to reflect unit pricing per net container weight (NCWT) and applies to inbound/outbound transportation between the Aviano area and designated sea and air terminals. Inbound procedures, including customs clearance using AE 302 forms, are addressed in paragraph 4 of the revised attachment.

Please clarify if the Contractor would also be responsible for booking the empty containers, retrieving them to the Port/Terminal (which one?), transporting them to its Facility.

"Quotation Organization" "[ ...]: The designateci area of performance indicates Aviano Air Base, defined as a radius of 50 miles / 80 kilometers. Furthermore, careful consideration should be given, in accordance with Attachment A-E2 [...], to the established order of precedence [...]". Please define the "area of performance" meaning: is it only for pick-ups and deliveries of the packed goods at the Customer's residences, not to include the drayage of the SEAVAN containers I wooden Liftvans to/from the seaports indicated in your schedules? We would recommend to make a distinction between the 50 miles radius (utilized for services to the Service Members/Civilian houses) and the drayage services to the Ports / Terminal.
The sentence “Quotation Organization" "[ ...] the designateci area of performance indicates Aviano Air Base, defined as a radius of 50 miles / 80 kilometers” is referred to the pick up and delivery phase of household goods in the Avaino AB radius area.
The sentence “Furthermore, careful consideration should be given, in accordance with Attachment A-E2 [...], to the established order of precedence [...]” is referred to the phase/activity of inbound/outbound transportation of household goods between the Aviano area and the designated sea and air terminals.
3. Reference Att. Price Worksheet Item 1A-E2I: Please clarify what the "unit price" / "unit per loaded miles" stands for. Also, please confirm this is not relateci to area of performance and / or "beyond miles" stands for. Also, please confirm this is not relateci to area of performance and / or "beyond area of performance". To our opinion this schedule should not be calculated considering the 50 miles radius. Also, as mentioned above, the prices and processes for transporting Seavans rather than Liftvans are completely different. lf there is the need to have both services and prices, please consider making a distinction between the two situations, but not to include them on the 50 miles radius, nor "Drayage beyond area of performance" as per above.
Unit Price has been revised. The Rev.1 now shows under Item 1A-E2I the unit priced referred to the Unit NCWT. Furthermore, this item is referred to the phase/activity of inbound/outbound transportation of household goods between the Aviano area and the designated sea and air terminals.
