(End of Addendum to 52.212-1)

Addendum to FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014)

This is a commercial service acquisition under the authority of RFO Part 12.201-1, Simplified Procedures. RFO Parts 14 and 15 are not being used. In accordance with RFO Part 12 procedures, the solicitation identifies each evaluation factor but does not assign relative importance to each factor. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Since the Contracting Officer is considering price and other factors, the CO may award to other than the lowest-priced quotation.

The information below explains the evaluation approach: All quotation packages will be comparatively evaluated. Hence, an award will be made to the Contractor whose quotation provides the best overall benefit to the government.

(Note: Please review the Quotation Organization Section as to what must be included in quotation package).

The following factors shall be used to evaluate each quotation:

1) Price:

The Government will evaluate prices that are submitted in the Price Schedule of the completed SF 1449 Section B. Attachment A_Price Worksheet Rev.1 should be completed and submitted as a substantiation of the costs proposed in Section entitled Supplies or Services and Prices/Cost. Failure to propose on all CLINs will render the offer FA568226Q0012 nonresponsive. Offerors' Total Evaluated Price (TEP) will be determined by multiplying the quantities identified in Attachment A_Price Worksheet Rev.1 by the proposed unit price for each ITEM. The reasonableness of the quotation will be determined on the total evaluated price (TEP) as hereinafter calculated. Prices quoted will be determined by multiplying the price list estimated quantities by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount and the total amount. The total evaluated price (TEP) will include all line items (CLINs) plus the 50% of the final option period price to reflect the price of a maximum six-month extension. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

2) Prior Experience in providing Household Goods Packaging services:

In evaluating this factor, offerors' individual track record will be considered provided that it gives evidence of two (2) but no more than three (3) contracts within the last five

(5) years through the issue date of subject solicitation, showing that the offeror provided services comparable to those required in the PWS. Comparable performance includes effort involving similar scope or greater in scope, magnitude and complexity than the effort described in this solicitation. Important note: The listing above is not in any order of importance.
