About this file
This is a local instruction document for Direct Procurement Movement (DPM) shipments at Aviano Air Base, establishing transportation procedures and drop-off/pick-up location precedence for OCONUS Pacific/Europe operations.
Outbound Transportation (Section A): The document specifies a three-tier hierarchy for DPM shipment deliveries. The primary destination is Port of Livorno, the preferred seaport for onward ocean movement to long-term storage facilities in the continental United States. Port of Genoa serves as the secondary option and requires prior Installation Transportation Officer (ITO) approval. Aviano Air Base (AMS) is designated as a tertiary air terminal option for emergency use only and also requires ITO approval. For all outbound shipments, contractors must coordinate with origin and destination seaports, ensure SEAVAN containers are properly prepared and seaworthy, and schedule deliveries per port requirements. Normal transportation costs are contractor-paid and billed to the Government; additional charges due to contractor fault are the contractor's responsibility. All invoices and supporting documentation must be submitted as direct email attachments to the Transportation Office QA organizational email box (31lrs.tmo.qa@us.af.mil), with final invoices formally submitted through the Syncada payment system. External links and third-party file-sharing services are explicitly prohibited. Contractors must coordinate with the Joint Personal Property Shipping Office (JPPSO) overseeing the storage facility and keep the Aviano Personal Property Shipping Office (PPSO) informed throughout movement. Customs clearance requires completing DD Form 302 through the Community Liaison Office (CLO).
Inbound Transportation (Section B): The pick-up precedence mirrors the outbound hierarchy: Port of Livorno (primary), Port of Genoa (secondary), and Aviano Air Base (tertiary). Contractors must coordinate pick-up of shipments from designated terminals and conduct self-movement of personal property crates to an agent warehouse for customs clearance before customer delivery. All sea and air terminal instructions must be followed, pick-up times scheduled as required, and required documentation submitted on time. Billing procedures and payment submission requirements are identical to outbound operations. Contractors must coordinate with origin and destination terminals and maintain communication with Aviano PPSO regarding shipment status. For inbound customs clearance, contractors must deliver DD Form 302 to the CLO within four business days of receipt and comply with CLO instructions.
