SUBJECT: Solicitation FA557525B0010 Contractor’s Questions and Answers Project QUUG 10-
1049, CNS Alt Substation
1. Question: Can you provide the geotechnical study report?.
2. Answer: The Geotechnical study report was performed during the design of the project and the conclusions were taken into account for the design of the proposed solution for the substation. It is considered that this document is not needed for Contractors to bid in a fully designed project and therefore, it is not part of the solicitation documents for Contractors.
3. Question: Is it possible to use a self-contained skid for the power transformer instead of the external oil containment tank and associated oil evacuation system?
4. Answer: No, the transformer foundation and liquid spill containment solution proposed in the design is related to other aspects of the Civil and Fire Protection disciplines of the project.
The solution adopted in the project is the option that all Contractors must bid upon.
5. Question: We cannot evaluate the scope of works to be carried out by Endesa, as this information is included in their technical specifications document, which we do not possess. In order to evaluate it, we would need Endesa's technical specifications document.
6. Answer: Please, read carefully Section 01 11 02 SPECIAL CONDITIONS (Amd 1), which describes the works that shall be performed by EDE as per the response to the connection request submitted by Morón AB Civil Engineering to EDE. The description of works to be performed by EDE in the Technical and Economic conditions document from EDE is general, and not fully detailed, and has been incorporated in the abovementioned section. EDE will further develop the scope of their works when the awarded Contractor signs the corresponding agreement with EDE for the execution of the works. The cost estimated by EDE for the execution of the works to be performed by EDE and funded by the awarded Contractor is 160,640.34€, plus IVA tax, for a total of 194,374.81€ (IVA incl.). This price quotation is hereby disclosed only for informational purposes, since EDE states in their Technical and Economic conditions document that this quotation is only illustrative and may be subject to modifications due to authorizations and permits management or material costs changes, and that it shall be updated prior to the execution agreement signature with the awarded Contractor. This cost to be paid to EDE will be included in line item #102 of the Construction Cost Estimate Breakdown BLANK – AMD 1 spreadsheet (Endesa works). Each Offeror shall make an estimation based on the information above regarding the EDE estimated cost and the possible changes (increase/decrease) by the time of the execution of the works and input the cost into line item #102 for their offer, since no price adjustments shall be made after the contract is awarded. The full Technical and Economic Conditions document from EDE shall be made available to the awarded Contractor after contract award.
7. Question: The medium voltage outgoing cabling from the transformer does not comply with Endesa's regulations, as it is copper and not aluminum, as reflected in the technical specifications.
8. Answer: All medium voltage wiring shall be aluminum, as indicated in the table included in Section 33 71 02 UNDERGROUND ELECTRICAL DISTRIBUTION, parag.
2.2.2.5 (see table below), and in the design drawings:
The reference to “copper conductor” that appears in the second paragrapah of the aforementioned Section 2.2.2.5 is a typo.
On the other hand, please refer to Section 01 11 02 SPECIAL CONDITIONS (Amd 1), to identify which part of the utilities shall be rendered to EDE.
9. Question: Should we perform the valuation/pricing according to the technical specifications provided during the tender phase or according to Endesa's regulations, in case of discrepancies?
10. Answer: As indicated in the specifications (AMD 1), the materials of the portion of the installation to be transferred to EDE shall comply with EDE’s technical specifications. Please refer to Section 01 11 02 SPECIAL CONDITIONS (Amd 1), to identify which part of the utilities shall be rendered to EDE.
11. Question: In case of discrepancies between the information contained in the technical specifications, drawings, and bill of quantities, what is the order of precedence for these documents?
12. Answer: In accordance with FAR regulation clauses, English specifications prevail over drawings in case of discrepancy. Cost Estimate Breakdown documents used for bidding purposes are not contractual, only the total firm fixed amount; this document is used to make easier the bidding for Ktors and as a reference during construction for invoicing/negotiations purposes.
13. Question: The building included in the tender drawings is not typical for substations that will be handed over to Endesa. Should we price/evaluate according to the provided drawings?
14. Answer: New Bldg #1282 is not part of the utilities to be rendered to EDE. Bldg #1282 has been designed in accordance with the applicable codes and additional requirements of Morón AB Civil Engineering Department. This building shall be priced in accordance with the design. EDE building is not shown in drawings since it is part of EDE’s scope of work.
15. Question: Clarification regarding the location of the substation control system: it was mentioned during the site visit that only the medium voltage switchgear would be housed in the building and that Endesa would construct a separate building within the existing substation for the control system. However, the drawings show all equipment, including the control system, located within the new building to be constructed.
16. Answer: The control system to be installed in Bldg #1282 corresponds to the part of the utilities that will be owned by USAF. EDE will install the protections and control system for the 66 kV services (from the point of interconnection to the primary terminals of the power transformer) in a separate building. Please refer to Section 01 11 02 SPECIAL CONDITIONS (Amd 1), to identify which part of the utilities shall be rendered to EDE.
17. Question: We kindly request the Government to provide the letter of Technical and Economic Conditions provided by Endesa Distribución Eléctrica (EDE) for the performance of works of the substation.
