SCOPE OF WORK AND DRAWINGS

1 GENERAL

The work covered by this Statement of Work (SOW) consists in the construction of the project, performing all necessary travels and furnishing all professional services, facilities, labor, equipment, materials, transportation, detailed drawings to construct a complete and usable facility under a firm fixed price contract. Any design change suggested by the Contractor to the SOW requires the approval of the Contracting Officer before its acceptance is given. The Contractor shall be responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris controllers during the work hours.

2 WORK DESCRIPTION

The construction works included in this specification set corresponds to the work required to expand the existing and provide a new alternate main electrical substation at Morón Air Base (Spain).

The expansion will consist of a new steel H-frame and the expansion of the substation by installing a new Air Insulated Substation (AIS) equipped with a new 5 MVA transformer, that will be connected in parallel with the existing US Air Force transformer, which will remain as a back-up.

The two transformers (new and existing) will not operate simultaneously, so the project will include the necessary electrical interlocking switchgear so that only one of the transformers is connected to the output high voltage power feeder to the US Air Force facility.

Electrical distribution system coming to Morón Air Base is a 66 kV High-voltage line, owned by Endesa Distribución Eléctrica S.L.U. with a pole installed inside the base perimeter fence that is connected to the H-frame busbar of the sub-station yard.

Additionally, the project will install associated control building and high voltage infrastructure.

Also, design includes some additives:

Additive #1: Redundant batteries rectifier system.

Additive #2: Existing HV yard security fence.

Works include but are not limited to electrical, civil, structural, architectural, HVAC, sewer, telecom, control and cybersecurity.

The work under this project includes furnishing all labor, equipment, and material and performing all operations required to design (when apply), manufacture, assemble, factory test, prepare for shipment and storage, deliver, site installation and assembly of all new required equipment, including all required auxiliary services, materials, machinery and logistic. Provide equipment complete with all accessories, spare parts and tools. Provide equipment complete and totally functional.

The construction works consist of, but are not limited to, the items indicated below, including the testing to be performed by independent laboratories for quality control. All items do not limit or reduce the Contractor’s responsibility to perform all works as required by the project in order to provide a complete, operational and low-maintenance facility.

2.1 Civil Works

Perform demolition works as required for civil works.

Perform the earthwork of the site, including clearing, grading and finishing.
