STATEMENT OF WORK
FOR
IDIQ- Repair Interior & Exterior Paint, Various Building, Torii Station, Kuwae and Chimuwan Tank Farm, Naha Port, Bolo Point, Hill 450 and
Buckner Communication Site, Okinawa, Japan.
GENERAL: This Statement of Work supplements the General Statement work for above mentioned project and more specifically defines the subject project.
GENERAL SCOPE: The contractor shall repaint of all exterior surfaces including surface preparation & partial area of interior paint, verification of all actual measurements and conduct field surveys and investigations include ACM & LBP sampling & abatement work. The contractor shall also provide all labor, materials, and equipment necessary to complete this delivery order of contract documents. Refer to detailed scope of work per building below.
I. GENERAL PROJECT SCOPE: IDIQ- Repair Interior & Exterior Paint, Army
Facilities, Okinawa, Japan.
II. STATEMENT OF WORK:
A. REPAIR WORK (K); Work shall include but not limited to:
GENERAL
1. Restoration work must be conducted on the site affected by this project.
2. Temporary barricade shall be provided by the contractor during the construction to prevent other occupancy area from construction dust and security. per accepted Accident Hazard Analysis.
3. Provide weather prevention work for exterior opening area during the construction.
4. The Contractor shall protect the government equipment, furniture, carpet and other items. For the items that will be kept in work areas must be protected with approved materials during construction.
5. Clean-up all room affected by this project throughout the whole building prior to final inspection.
ARCHITECTURAL
The project shall include as a minimum but not be limited to the following work.
Interior & Exterior Paint:
1. Provide shop drawings & Material Submittal must be coordinated with the using agency and other agencies involved in Exterior & Interior paint project review.

2. Conduct Asbestos (ACM) & Lead Base Paint (LBP) sampling & testing.
3. Conduct ACM & LBP abatement work.
4. Remove and dispose the exterior surface peeling paint and prepare or repair surface prior to repainting.
5. Remove and dispose corrosion on exposed structural beams and prepare surface prior to repainting.
6. Remove and dispose corrosion on pipes, junction boxes and prepare surface prior to repainting.
7. Remove and dispose existing sealant w/ Back-up material and Bond breakers.
8. Repair existing defective cracks with epoxy mortar to much existing condition.
9. Repaint existing exterior concrete building walls, roof eaves, various piping and roof parapet.
10. Provide new sealant work with Back-up material and Bond breakers.
11. Repaint building number with paint year/month, signage to match existing.
12. Repaint interior ceilings, walls, floors or other area.
Note:
- Follow Installation Design Guide (IDG) for Army facilities.
- Exterior paint material (water based) should be over 10 year’s durability.

IV. GOVERNMENT FURNISHED MATERIALS (GFM): No.
V. DESIGN REQUIREMENTS: The contractor shall be responsible to obtain As-built drawings from the government. The drawings information is for contractor reference only. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information from the contractor.
A. Design must conform, as applicable, to the latest UFC (Unified Facility Criteria), IBC
(International Building Code), NFPA (National Fire Protection Association) regulations, NESC (National Electrical Safety Cord), IESNA (Illuminating Engineering Society of North America), OSHA (Occupational Safety & Health Administration) standards, UL (Underwriters Laboratories), TI (Technical Instructions), Unified Facilities Guide Specifications (UFGS), AR (Army Regulation), JEGS (Japan Environmental Governing Standards), JIS(Japanese Industrial Standards), JASS (Japanese Architectural Standard Specification), Military Construction Guide Specifications, Torii Standard and all applicable Act, policies, regulations and publications.
B. Actual field investigation and survey must be conducted to ascertain existing conditions (locations) and work scope. All obstructions and known utilities must be shown on the drawings. These must be considered when creating the design. The contractor should not assume the existing facility is built per regulation.
C. Project design must be coordinated with the using agency and other agencies
(including the Japan Self Defense Force Agency, Related municipalities and Local Police..etc) involved in project reviews for approval and to obtain construction permission before start of actual site work due to this project site is the local area at outside the fence of controlled by U.S. Army.
- Permits, licenses, or other forms of official approvals may, however, be required under GOJ law for certain contracted activities specified herein. When required, all such permits, licenses and other forms of official approval must be obtained by the contractor from the appropriate governmental authority. DoD Service Components will assist contractors when they are applying for a required permit, license or other form of official approval by providing necessary information only.
D. Site Visit: Upon issuance of a RFP to the Contractors, and within lead time specified, the Government will notify Contractors that the job site shall be inspected with the Government and shall thoroughly discuss all conditions and details of the work, including, but not limited to, customer requirements, safety, material quantity and quality, methods of construction, phasing, and the type of trades required. Any deficiencies, omissions, problems, conflicts, or other adverse conditions that may exist in the scope of work, or that may be encountered during the site visit, shall be immediately brought to the attention of the Contracting Officer via a Request For Information (RFI).
E. Responsibility of the Contractor for Construction:
1. The contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other non-construction services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiency in its designs, drawings, specifications, and other non-construction services and perform any necessary rework or modifications, including any damage to real or personal property, resulting from the design error or omission. It is the contractor’s responsibility to notify the Government representative of any errors, omissions, or code violations upon discovery either on the construction documents or upon discovery in the process of construction.
2. The standard for all design services performed under this contract shall be the standards that are ordinarily used by members of the architectural or engineering professions practicing under similar conditions at the time and locally.
Notwithstanding the above, in the event that the contract specifies that portions of the work be performed in accordance with a performance standard, the design services shall be performed so as to achieve such standards. All architectural and engineering professionals shall provide certification and proof of licensure.
3. The Governments’ review, approval, acceptance, or payment for the services required under this contract shall not be constructed as a waiver of any responsibility and liability of the Contractor under this contract or any cause of action arising out of the performance of this contract. The Contractor shall be and remain liable to the Government in accordance with applicable law for all damages to the Government caused by the Contractor’s negligent performance (include but not limited to construction) of any of these services furnished under this contract.
4. The contractor must submit submittal documents accompanied by KTR’s technical justification and documented approval to the DPW before construction work can commence. The construction work will not be permitted to proceed without the submission of construction shop drawings in advance.
5. If any other problems arise due to any method changes, the Contractor will immediately coordinate with Contractor’s designer (DOR) and make further method changes to ensure the overall project is successful. The Contractor shall be liable to the Government in accordance with applicable law for all damages caused to the Government by design changes provided under this contract. Whether or not Government documented approves the method, the contractor is responsible, and Government does not pay any fees.
6. Site survey request must be notified 2 weeks before requesting dates to the DPW.
F. Construction Time: The contractor shall be allowed to work 0800 to 1700 hours, Monday through Friday, except the US Legal holidays.
Schedule Shall Be Completed Within
Material/Shop Drawings Submittal: 14 calendar days Material/Shop Drawings Review: 14 calendar days Procurement of materials: 90 calendar days Construction Time: 180 calendar days Inclement weather: 14 calendar days
Total Construction performance time 312 calendar days
G. Contractor shall restore to the original condition all facilities damaged or temporarily removed during construction.
H. All exterior materials, equipment and the system shall be corrosion resistant, and be able to structurally withstand winds and earthquake load required in accordance with UFC 3-301-01. All exterior materials and materials to be used in wet, moisture location shall be corrosion, rust, and mold resistant.
I. After fabrication work, all metal materials shall be hot dip zinc coated in accordance with JIS H 8641.
J. Exterior paint material (water based) should be over 10 year’s durability.
- Exterior and interior color selections shall be in conformance with Army color schemes and standards.
- Paint new exposed surfaces of all pipes, fittings, brackets, supports, hangers, metal surfaces and other accessories
K. All damages affected by the project shall be restored to match with existing adjacent condition.
L. Temporary barricade shall be provided by the contractor during the construction to prevent other occupancy area from construction dust and for security.
M. Power outages shall be coordinate with DPW and submitted, in writing, to the COR at least 45 calendar days in advance.
N. All 3-week detail schedules must be submitted on or before 1 week the scheduled start date to COR. Quality assurance inspection must be coordinated before schedule starts.
O. All boxes and enclosures for outdoor installations shall be weatherproof stainless steel material.
P. Provide reinforced concrete encasement of new underground utility lines consists of generally leveling concrete, base course and formwork systems (Including anchoring and bracing to control upward and lateral movement as required).
Q. Outside air intake shall be located no less than 3.0 meters (10 feet) aboveground and install a screen in accordance with the UFC 4-010-01.
VI. Asbestos Containing Material (ACM) and Lead Base Paint (LBP)
A. The contractor shall be responsible to identify & test of any asbestos and LBP associated with the work performed in accordance with EPA, OSHA, JEGS and applicable regulations and specification and Army Environmental Protection Section 01560 (Latest Version). The contractor’s asbestos and LBP inspector shall conduct survey for the project work area to identify homogeneous materials. If sampling is deemed necessary for ACM & LBP test results other than those provided by DPW or no information, the contractor shall submit the additional/ new sampling plan with CD, obtain the government safety and environmental approval and coordinate the sampling schedule with the government prior to taking any samples.
B. The contractor shall be provide ACM & LBP test result with information of ACM &
LBP abatement work plan.
C. The contractor is required to conduct Toxicity Characteristics Leaching Procedure (TCLP) analysis of LBP for disposal criteria the TCLP test shall be included in the proposal and submit the report. If the LBP test results does not contain lead, TCLP test shall not be conducted. The amount proposed for TCLP test shall be returned to the Government. The manifest for the asbestos and LBP shall be submitted to the government immediately after disposal.
D. Description of work:
The specifications for asbestos & LBP sampling plan (include sampling location pictures, condition), abatement plan/ work and pictures of after ACM/LBP repair work area shall be provided by the contractor.
Note-1: Make sure the area will not be disturbed during air sampling prior to asbestos/LBP work. The area should prohibit personal entering for 2 hours prior and during the sampling in order to established proper background for Asbestos/LBP work.
Note-2: Air sampling- The contractor hires the one independent Private Qualified Person (the PQP) to perform all required functions. PQP has successfully completed training in and is accredited and where required is certified as, a Building Inspector, Contractor/Supervisor Abatement Worker, and Asbestos Project Designer as described by 40 CFR 763 and has successfully completed the National Institute of Occupational Safety and Health (NIOSH) 582 course “Sampling and Evaluating Airborne Asbestos Dust” or equivalent.
E. All bulk asbestos & LBP sampling taken from the existing wall & other interior & exterior architectural & structural components shall be permanently repair by the contractor.
F. The manifest for the asbestos and LBP shall be submitted to the government immediately after disposal.
VII. DOCUMENTS REQUIRED: All documents required under this Contract, including but not limited to, safety hazard analysis plans, all correspondence of any nature whatsoever and all other written communications, documents, drawings, reports, etc.
of every description shall be written in English or translated in English before being provided to the Government by the Contractor. Delays encountered because a translated copy was not submitted shall be the Contractor’s expense.
A. AF Form 66, Material submittal Log: The contractor shall provide and responsible for
AF Form 66, Material submittal Log.
B. Acetate cellulose long-life reproducible originals of all as-built drawing with CAD data are required before final payment, as required by FAR 52.236-21 Specifications and Drawings for Construction (APR 1984). Contractor shall also provide Windows compatible copies on disk of all drawings and documents in Adobe Acrobat (.pdf), Microstation (.dgn) and AutoCAD (.dwg) Format. Other software programs or systems or system formats will only be acceptable if approved by the government.
C. Require the KTR to submit AF Form 3064 and 3065. (14 calendar days after the acceptance of the final 95% design)
D. Warranty Management Plan must be submitted per the UFGS 01 78 00 General Requirements Closeout submittals.
VIII. GOVERNMENT FURNISHED UTILITY: Government Furnished Utilities will be provided where available at no cost to the contractor.
IX. AVAILABILITY OF LATRINE: The contractor shall coordinate with the government for the availability of latrine.
X. FACILITY AVAILABILITY: Facility is available during the construction. The impact caused by this project shall be at minimum. The contractor shall coordinate the construction schedule with the government prior to the construction start. All rooms and the utility system except for the construction floor/phase shall be kept in useable condition during the construction. The contractor shall establish work procedures and methods to avoid interference with the business operations or adjacent to the construction area.
XI. ENVIRONMENTAL REQUIREMENTS:
A. The contractor shall provide construction and demolition waste information including the costs to the Government immediately after the disposal.
a) Solid Waste manifests (Page A and E) shall be submitted to Environmental Office within 30 days or sooner of each disposal if solid waste disposal would be conducted for this project.
b) Hazardous Waste manifests (Page A and E) shall be submitted to Environmental
Office within 30 days or sooner of each disposal if hazardous waste disposal would be conducted for this project.
B. For new constructions materials, ensure all are free of asbestos and lead-based paint (LBP) in accordance with the Japan Environmental Governing Standards (JEGS) or other laws and regulations. The contractor shall provide manufacture’s certification that materials contain no asbestos (≦ 0.1%) and no lead. If certification is not available, the contractor shall conduct sampling and analysis of the materials.
The analysis results must show no asbestos and no lead.
C. Portable water system
a) All portable water system material and equipment, (pipes, fixtures, solder, etc…) shall be lead and copper free. Before connection to the existing portable water system, the contractor shall conduct lead and copper sampling and testing for the materials to be used IAW JEGS.
b) Flushing, disinfection, and testing of coliforms shall be conducted for new portable water systems before connection to the existing potable water system.
Reference AWWA C 651 for flushing, disinfection, and testing procedures.
c) Conduct potable water quality test for total coliforms if a water outage or depressurization of the portable water system is required.
D. Refrigerant.
a) Refrigerant Recovery/Recycling. All repairs, including leak repairs or services to appliances, industrial process refrigeration units, air conditioning units, or motor vehicle air conditioners, must be performed using commercially available refrigerant recovery/recycling equipment operated by trained personnel.
Refrigerant technicians shall be trained in proper recovery/recycling procedures, leak detection, safety, shipping, and disposal in accordance with recognized industry standards or Japanese equivalent.
b) Refrigerant Venting Prohibition. Any class I or class II ODS, HFC, and PFC refrigerant shall not be intentionally released in the course of maintaining, servicing, repairing, or disposing of appliances, industrial process refrigeration units, air conditioning units, or motor vehicle air conditioners.
c) Provide manifests of removed refrigerants to Environmental office.
d) Provide types and weights of refrigerants for new A/C to Environmental office.
XII. ENERGY EFFICIENT PRODUCTS: The contractor shall comply with the following requirement.
52.223-15 – Energy Efficiency in Energy-Consuming Products (Applies to products delivered, used in the performance of the work, furnished for government use, or specified in the design of a building or work.)
XIII. SAFETY REQUIREMENT:
A. The contractor shall provide and submit a site-specific safety plan prior to start work for approval from the government. The contractor shall be responsible to obtain the approval in timely manner considering the government’s review time and the contractor’s review time.
B. The contract location is a multi-employer workplace. The contractor is required to provide information regarding hazardous materials being brought to this workplace and hazardous conditions produced by construction activities, and to provide information to the US Government how Human Health will be protected.
C. The contractor shall submit Safety Data Sheets and other information from contractor regarding protecting Human Health of US Government personnel. Since 1
June 2015, 29 CFR 1910.1200 (OSHA) requires that a Safety Data Sheet (SDS) be provided for each hazardous material used in the workplace.
D. Provide rope off/barricade at disturbed area in accordance with standard construction procedures, to include Japanese and English Bilingual hazardous/warning signs.
E. Perform traffic and pedestrian control with watchman as required at daytime and provide lighting system at night time.
F. Provide the steel plate across the board for secure to safety access existing parking lots, roadways as required.
G. Provide scaffolding and shoring including, sheet piling to protect workmen, banks, adjacent paving, structures, in accordance with Corps of Engineers manual EM 385- 1-1 as required.
XIV. FIRE SAFETY REGULATION:
The Contractor shall obtain a permit from the USAG-O Fire Chief prior to conducting any welding or soldering or whenever the use of open flame is necessary during the construction phase. The Contractor and his employees will be required to adhere to AR 420-1, dated 12 February 2008.
XV. OPERATION SECURITY (OPSEC) AND SOCIAL NETWORKING:
A. The contractor personnel that will work under this contract shall review and sign the
Contractor OPSEC Training Completion Verification Sheet within 30 calendar days after contract awarded. The DPW will provide the OPSEC Training slides to the contractor to take this training. Once the contractor’s training is completed the DPW shall file the signed Contractor OPSEC Training Completion Verification Sheet in the contract file.
B. Upon completion of contract, the contractor shall return any photos taken, along with all maps, sketched, other images to DPW.
C. The contractor shall not discuss and provide any information, documents, photos, maps, sketched and other images to any outside agency.
D. The contractor will not require access to US Government computers.
E. AT/OP SEC requirement
a) Antiterrorism (AT) Level I Training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training before contract start date. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to DPW or the COR or to the contracting officer, if a COR is not assigned, after completion of training by all employees and subcontractor personnel. The AT Level I training will be completed either on the Joint Knowledge Online at http://jko.jten.mil (CAC Required) or contractor employees will complete the locally developed AT Level I training translated into Japanese. The contractor personnel that will work under this contract shall review and sign the Contractor AT- iWATCH-OPSEC Training Roster. Provide the training roster to DPTMS.
b) iWATCH Army Training. DPW or the COR or the contracting officer will brief the contractor and all associated subcontractors on the local iWATCH Army program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed, and the results reported to the COR before the start date of the contract. The locally developed training is translated into Japanese. The contractor personnel that will work under this contract shall review and sign the Contractor AT-iWATCH-OPSEC Training Roster. Provide the training roster to DPTMS.
c) Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9 or NAF Clause BI.142, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
d) For contractors that do not require CAC but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
e) Contractors will receive AT Level 1 and iWATCH training using the locally developed training translated into Japanese. Training will be updated on the
AT/iWATCH/OPSEC Training Roster and provided to DPTMS when training is completed. All new construction must be in accordance with the Unified Facilities Code 4-010-01 Minimum Antiterrorism Standards for Buildings.
f) Contractors are not authorized the use of any small UAS/UAVs during this project. Ensure all OPSEC training is completed, and contractors sign the AT/IWATCH/OPSEC training roster, which is subject to inspection at any time during the contract.
