Overview Solicitation FA527023R0018 has been reissued beginning with
Amendment 02.
The Okinawa Interior/Exterior Paint program is intended to be a multiple-award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) for execution of interior and exterior painting along with surface preparation/repairs required prior to painting.
The Government intends to award no more than four Indefinite Delivery/Indefinite Quantity (IDIQ) awards to offerors with the lowest total evaluated prices that can also be determined fair & reasonable, price realistic (if applicable), and balanced in accordance with the instructions provided in Section L of this solicitation
The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation.
Overview This is a competitive, price only acquisition, conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS).
Offerors must complete the spreadsheet found in Section J, Attachment 10.0; Price Schedule by inputting their proposed unit price for each line item listed in each category across the projected 60-month base ordering period, and one, 24-month option ordering period.
The unit pricing provided must represent a fully burdened amount and priced on a "Not-to-Exceed" basis; wherein the unit price provided may at no point exceed the amount proposed by an offeror but allows an offeror the latitude to propose a lower unit price in response to any Task Order proposal requests during the life of their contract

Licensing / Financial Statement Requirement
Offerors must be registered to do business in Japan and possess a construction license (Kensetsu-Gyo Kyokasho) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. As such, offerors must submit a copy of their Japanese Business License and Japanese Construction License in their proposal in order to be determined responsible.
Offeror must provide the most recent 3 years of Company Financial Balance Sheet or Taishaku-Taisho-hyo. These should be certified by an independent public accountant or by an appropriate officer of the firm.
Failure to submit the necessary documents may result in the Contractor being deemed non-responsible in accordance with FAR 9.104-1, and subsequently removed from consideration for award.
Joint Venture
If the offeror is a joint venture, the offeror must provide all required solicitation information for all parties including a copy of the joint venture agreement. The agreement must include information which identifies the responsibilities for each entity under any contract derived from this solicitation. The agreement must demonstrate the relationship between firms and identify contractual relationships and authorities to bind each entity of the joint venture.
Price Proposal The offeror's Price Proposal will be evaluated, for award purposes, based upon the unit pricing proposed for the ordering period in Attachment 10.0
The total evaluated price will be generated by factoring the unit pricing proposed by offerors against notional quantities predetermined by the Government using a combination of historical information and projected work. These notional quantities will be used for evaluation purposes only. Offers are advised that the Government is not committed beyond the minimum guarantee, and any notional quantities will not be disclosed outside the Government.
Based on the Offeror's price proposal, the proposed total evaluated price will be evaluated for reasonableness, and balanced pricing.
Price Analysis Reasonable: Price analysis will be used to evaluate the reasonableness of the proposed price, in accordance with FAR 15.404-1, and other agency supplements.
Realistic (If Applicable): For the purposes of this evaluation, price realism can be defined as either a too low price that reflects a lack of understanding on the contract requirement, or a too low price that displays an undue risk inherent to the offeror's approach, that the Government believes could realistically threaten the viability of any contract award.
Balanced: In accordance with FAR 15.404-1(g), the Government will evaluate Attachment 10.0; Price Schedule to determine if any proposed pricing of one or more of the line items is significantly over or understated as indicated by application of price analysis techniques.
