About this file
This document is a Questions and Answers (Q&A) file for the federal contract opportunity FA524025R0002 for AJJY 25-1072M Repair Palau Dorm B25016. The document contains 110 questions and corresponding government responses covering multiple aspects of the project, including electrical, mechanical, plumbing, architectural, and telecommunications work for a dormitory renovation. Key clarifications include a full replacement of the roof, complete HVAC system replacement, electrical distribution system updates, bathroom layout selection (Option A), and confirmation that the building will be entirely vacated during construction. The project involves comprehensive renovation of a dormitory building, with specific details about scope, materials, and requirements addressed through contractor inquiries. The proposal is due on 23 June 2025 at 4:00 PM, with the government maintaining the original submission deadline despite requests for extension.
The Q&A document provides extensive technical guidance, such as specifying that contractors should submit pricing for Alerton DDCs, confirming GFCI receptacle requirements, addressing ventilation system replacement, and clarifying various architectural and structural elements. The government responses indicate a thorough renovation that includes replacing chillers, pumps, electrical systems, roofing, doors, windows, and interior finishes. Notably, the project will remove the building from an existing central chiller plant and install a new standalone chiller. The document also addresses specialized personnel requirements, bonding specifications, and confirms compliance with various standards like NEC and ABA accessibility requirements.

Question # Question/Comment Government Response
1 Can we only bid on the electrical part of this project?
The Government will award ONE contract to the responsible offeror most capable of fulfilling the Government's requirements in accordance with the terms of the solicitation. Subcontracting opportunities should be sought independently through potential prime contractors.
Document: Solicitation - FA524025R0002 Page 40 of 48, PART III
- Past Performance Questionnaire (PPQ) – b. A completed PPQ must be submitted directly to the Government not later than the date and time established in the solicitation for receipt of proposals.”
Att. 04_Past Performance Questionnaire (PPQ): Our areas of interest regarding the offeror are summarized in the enclosed questionnaire. To meet the acquisition milestones, we request your written response no later than Friday, 13 June 2025 by 1600 hours (ChST).
Question: Please confirm whether the PPQ must be submitted by the proposal due date (23 June 2025), or if the due date for submission of the PPQ is as stated in Attachment 04—13 June 2025.
PPQs are due as of the proposal due date - 23 June 2025. Att. 04 has been updated. Refer to Solicitation Amendment 0001 on
SAM.
Document: Solicitation - FA524025R0002 Page 40 of 48, PART III
- Past Performance Questionnaire (PPQ) – a. Each single project referenced in the Past Performance Fact Sheet shall have a corresponding PPQ and/or a finalized CPARS and is limited to the completed past performance questionnaire per project.
Question: If the offeror is submitting CPARS in lieu of PPQs, should the CPARS documents be submitted with the bid?
Prospective offerors who wish to submit CPARS can just attach to the Performance Fact Sheet (PFS) as part of its proposal package. If the project cited on the PFS is a federal project subject to CPARS and a CPARS is not submitted on behalf of the prospective offeror, the Government may option to retrieve off the Contractor Performance Assessment Reporting System. As offerors are to provide completed projects as of the Solicitation issue date, CPARS are to be those designated as Final and/or 100pct contract completion.
Any project not subject to CPARS (e.g. non-federal, etc.) cited on the PFS should have a corresponding PPQ submitted as a CPARS will be N/A. PPQ submissions need to come from the end user POCs and not the offeror.
We respectfully request a 4-week extension to the bid deadline to allow vendors and subcontractors sufficient time to provide accurate and competitive proposals.
Proposals continue to be due on 23June25 by 04:00pm

However, clause 52.228-15 Performance and Payment Bonds—Construction (Deviation 2020-O0016) requires both Performance Bonds and Payment Bonds at 100% of the original contract price, which would imply a total bonding requirement of 200% of the contract price.
a) Please clarify the actual bonding requirement for this solicitation—is it 100% or 200% of the contract price.
This paragraph states that “To be considered, the contractor must have a letter from an approved surety that states the contractor has a relationship with the company and required bonding capacity has been obtained or will be obtained upon award”. List of certified sureties:

a) Performance and Payment Bonds are separate types of bonds. The requirement for each type of bond is 100pct of the contract price. Reference FAR 28.102-2. Note: Clause 52.228-15 in the Soicitation is not a deviation clause.
b) FAR 28.102-1 requires performance and payment bonds for any contract exceeding $150,000. As covered in the solicitation, the magnitude of this project is between $25M - $100M. The other forms of security referenced in this question are considered alternative payment protections and apply to construction contracts greater than $35k but not greater than $150k. As clauses 52.228- 1 and 52.228-15 covers all types of applicable construction contracts and magnitude, the alternative payment protections are included in the event any particular solicitation falls between the $35k - $150k threshold.
