About this file
This memorandum provides safety guidance for construction projects involving ground disturbance at Andersen Air Force Base in Guam, specifically addressing Munitions and Explosives of Concern (MEC) requirements. The document outlines two critical requirements for contractors: (1) mandatory DoD 3R UXO Safety Awareness Training, which must be completed annually and documented via online certification or in-person training with the 36 Civil Engineer Squadron MEC Program Manager, and (2) on-call construction support protocols for potential MEC discoveries during ground disturbance activities. Contractors must submit construction schedules to the Contracting Officer's Representative/Project Manager prior to ground work, and if MEC is suspected, all site activities must immediately stop, with emergency contacts provided for life-threatening situations (36 SFS BDOC at (315) 366-2910 or 911).

1. All projects determined by 36 Civil Engineer Squadron (CES) to utilize Reference (b) with regards to Munitions and Explosives of Concern (MEC) requirements will be provided with this memorandum for use prior to ground disturbance activities on Andersen Air Force Base and its properties. Requirements include DoD 3R UXO Safety Awareness Training and On-Call Construction Support.

3. On-Call Construction Support: If during ground disturbance activities a contractor discovers a suspected MEC all site activities will stop and 3R principles will be followed.
Specific support elements will be formally addressed per project once an approximate construction schedule is provided. If there is an immediate, life-threatening concern, personnel must contact 36 SFS BDOC at (315) 366-2910 or dial 911.
