About this file

This document contains questions and answers regarding a performance work statement for painting UH-60L Black Hawk helicopters. The contractor will be responsible for chemical agent resistant coating and painting of aircraft for the U.S. Army Aviation Battalion Japan stationed at Camp Zama, Japan. The contractor's employees must have valid Japanese certifications as first-class paint technicians or spraying technicians. The performance work statement references Department of Defense specifications and technical manuals that will be provided to offerors by the contracting officer for guidance on painting and marking of Army aircraft and general aircraft maintenance. Clarification was provided that a covered wash rack is needed to protect bare metal from weather once paint is removed, and the proper temperature range for an alodine product is important for rinsing off chemical stripper. Details will be discussed further at a post-award meeting.

No PWS para Question Answer

A small amount of "Cee-Bee-R256" paint remover is required to remove the paint residue, so could you provide about 4GL per aircraft? The UOM on the GFM list is drums.

I will have to find a way tto re package the paint stripper for movement to the contractor facility, but should be able to provide 4 to 5 GL per aircraft without issue.

Cee-Bee-

It seems that "ALODINE600BT" on the GFM list No. 6 cannot treat waste water, so please let me use "AlODINE1201" which can be used.

Please also let us know if you can provide GFM for "ALODINE1201".

If you can't provide it, please let us propose to procure it at our company in the same way as the paint remover.

I have attached the document posted on the internet for reference.

I can substitute the alodine on the list with the MIL spec MIL-DTL-81706, we have it onhand and will order additional for the paint contract. We use the same MIL spec item

What kind of facility is Covered wash rack? I understand that it is a facility where aircraft can be washed.

When using "ALODINE1201", the technical data sheet 2.Operation Summary states that the water temperature is 100°F from the ambient temperature, so is it okay to use it at the ambient temperature? Para 7.1.1 states that the temperature should be maintained at 130℉±10℉, so I checked.

We ask for covered to protect the bare metal from the elements once the primer and paint is stripped. The temperature stated in 7.1.1 is referencing the rinsing off of the chemical stripper and not the alodine. The temperature range is important to be maintained.

We asked the question, but we would like to make detailed adjustments at the meeting described in para 5.10, which will be held when the contract is awarded.

Post Award Conference /Periodic Progress Meetings will be held to discuss detailed adjustment as necessary.
