About this file

This document contains questions and answers regarding a solicitation for inspection, maintenance, and repair services of underground storage tanks and auxiliary equipment located at Camp Zama, Sagamihara Family Housing Area, and Akasaka Press Center in Japan. The solicitation seeks a contractor to provide all necessary personnel, equipment, materials, and services to conduct regular inspections, testing, and maintenance in accordance with regulatory standards. Key requirements include cleaning fuel transfer lines using pigging methods, testing level alarms, adjusting and providing lubricating oils, and performing vacuum, pressure, or liquid tightness tests on transition sumps. The document clarifies that cleaning of fuel lines will be removed as a requirement and performed under separate task orders, defines symbols used in equipment listings, and provides photos of transition sump configurations.

QUESTIONS AND ANSWERS

RFQ No. FA5209-20-Q017A

Query No.

Required Work Elements

Paragraph A.2.3.3

The Government issued Minimum Required Work Elements (paragraph A.2.3.3) clearly defines cleaning inside fuel transfer line with pigging method when the Contractor identifies decreased fuel supply pressure and/or presence of dirt, rust, or particulate in basket strainers; and/or shortened filter life through the designated inspection work.

However, our given field information prepared by the Government does not include detailed configurations, size, and length of those existing fuel supply lines.

Unless obtaining such detailed information, we (a bidder) are unable to submit reliable cost quotation for such required cleaning work.

Furthermore, it is technically very difficult to execute pipeline cleaning work with pigging method when encountering more than two (2) bends (fittings) in its entire pipeline.

We would, therefore, appreciate the Government for providing more detailed pipeline information, or altering content of work elements for the pipeline cleaning work with pigging method from prerequisite item to task order one.

Cleaning inside fuel transfer line with pigging method shall be removed from the maintenance elements.

This requirement shall be accomplished as repair works when it will be needed.

However inspection and cleaning of strainers are still remain as the maintenance elements.

Appendix A.2 Minimum Required Work elements will be revised to delete “Cleaning” from Paragraph A.2.3. by subsequent Amendment.

Gov’t Response/Clarification

Work Elements PWS A.2.2.8 Per PWS, testing of level alarms may require adjustment of fuel level in a tank. Is the contractor responsible to provide this fuel?

It depends on which method you use. Some testing methods are specified at A.2.2.8. If you use the actually fill‐up fuel as a testing method, you shall provide fuel for testing.

3 Work Elements PWS A.2.4.1 Per PWS, oil level adjustments and oil changes are required. Is the contractor responsible to provide this oil?

PWS A.2.4.1, “If equipped with lubricating oil charge, check oil level and adjust as necessary.”

(not changes) Oil level adjustments is required, but oil changes are not required.

It is a lubrication oil for centrifugal pumps.

Yes, the contractor shall provide lub‐oil as an expendable material for maintenance.

4 Furnished Information

PWS A.1.2. For list of USTs and Auxiliary Equipments, no symbol legend is provided. Can the meanings of “O,” “/,” and empty cells in the table be provided?

Symbol legends are as follows;

“O”: Equipped and/or Installed “/”: Not Equipped and/or Not Installed Empty cell: Unknown.

It will be added in the PWS A.1.2. by subsequent Amendment.

Required Work Elements

Paragraph A.2.2.2 “Transition Sumps”

The Government issued “Minimum Required Work Elements” defines the Contractor shall execute liquid tight test to existing transition sump(s) by using vacuum, pressure or liquid testing in accordance with 40 CFR 280, Section 43.

However, there is no specific description for transition sump in 40 CFR 280 Section 43.

Furthermore, many of existing transition sumps filled with sand and/or gravel course as specified photo copy attached to the next page, and we are unable to determine the actual tightness condition of those sumps in which gravels are filled.

Thus, we (a bidder) would assume application of vacuum pressure or liquid tight test onto those sumps is not practical method.

If anything, we would propose the Government to apply air-tight test for those underground fuel storage tanks in 3 years period instead of transition sumps.

Photo copy attached to the next page from your office is not a transition sump. It is a manhole for a measuring pipe.

Transition sumps are equipped only on 380-1N, 380- 2N and 381-N UST systems. As shown below, they are not filled with sand and/or gravel. (These photos are attached to RFQ as “8 Site Photo”).

Air-tight test is not to be a substituted testing method for the transition sumps. It is for the USTs not for the transition sumps.
