Query No. Target Document Reference Question Submitted by Prospective Offerors Gov't Response / Clarification

1 RFP Section B Is it the Govs intention to award all CLINs at the same time as there is no mention of POP for any other CLIN than CLIN0001. If the Gov does not intend to award all CLINs at the same time, can the Gov state the POP for each CLIN and the estimated time of award after award of the base bid option

All CLINs will be awarded at the same time, and the performance period of this project is 430 calendar days.

2 RFP Section F

FAR 52.211-12

The para LD USD amount states that the contractor will incur Y65,889 for each calendar day after the CCD, but then Y41,119 for every day after that. Can the Gov please clarify the LD USD limit per calendar day

Exchange rate for this contract is ¥121.83 = $1.00.

3 Specifications Sec. 01 32 01.00 10 Please specify what scheduling software the Gov intends to use for this project (Primavera, MS

Project etc)

MS Project or equivalent is preferred.

4 RFP, Atch. 3

Other Contract

Requirements

Para. 2, F002 Section states that the contractor will be given 30 days mobilization deductible from the POP of

430 days. In the contractors experience it generally takes more than 30 days for approval of workers, managers, mobilization plans and Pre-con submittals that would effectively delay the contractors mobilization past the 30 days. If delays past the 30 days are incurred will the contractor be compensated for these delays in additional POP period. Also will sufficient Gov escorts be available in order for the contractor to mobilize hos site equipment, fencing, offices etc. within the 30 days mobilization period.

Contractor is given 430 calendar days (CD) to complete the entire project. Construction schedule will be discussed at pre-construction conference which will be held shortly after contract award. As for escort, refer to AFFARS 5352.242-9000, "Contractor Acess to Air Force

Installations".

Performance Proposal is only to list the information of the contractors selected PPQ Clients

PPQ shall be sent directly from a PPQ evaluator to 35 CONS/LGCP and shall not be included in offeror's proposal. For contents of past performance proposal, please refer to Section L, L-

100(b)(3).

6 RFP

RFP Atch. 4, PPQ Letter

Section L

Para. L-100

Will the contractor be notified prior to the submittal date if all 5 of his PPQ clients have not submitted the PPQ file, also if the contractor opts to select more than 5 in order to ensure at least 5 are submitted in time, will he have the opportunity to list out his best 5 selection in order to gain the best PPQ response.

Provide a list of no more than 5 of contracts IAW Section L, L-100(b)(3)(iii). For any PPQs in the list that are not received by 35 CONS, the POCs listed in past performance information will be contacted by 35 CONS but offeror will not be notified.

7 RFP, Atch. 7, CFUSM

Wil the contractor be expected to provide unit, qty and total cost of the CFUSM materials if negations are held prior to contract award. Furthermore is the contractor expected to up-date this list if awarded the project to include any supplementary items that me be associated with the listed materials.

There is no need to provide unit, quantity, and total cost of the CFUSM material.

Block 10

Additional Information to Offerers states that, "Funds are not presently available for this project". Does the Government expect this project to be fully funded by the time of bid?

Funds will be available prior to contract award.

13 RFP Section I

Pg. 10

The DFARS clause 252.247-7024 Notification Of Transportation of Supplies by Sea is incorporated into the solicitation. Part of this clause reads, "The Contractor has indicated by the response to the solicitation that it did not anticipate transporting by sea any supplies". However since there is a schedule for contractor furnished U.S. material (CFUSM) it seems unlikely that the contractor would not transport any material by sea. Should this clause be removed from the solicitation?

No.

14 RFP Section I

Pg. 10

The DFARS clause 252.247-7023 Transportation of Supplies by Sea is incorporated into the solicitation. Is it the intent of the this solicitation that all materials supplied by sea must be shipped on a US flag vessel? This will increase shipping costs for the project.

As stipulated in DFARS 252.247-7023(b) and (c), the Contractor shall use U.S.-flag vessels "when transporting any supplies by sea" under this contract; however, the Contractor and its subcontractors may request that the Contracting Officer authorize shipment in foreign-flag vessels, or designate available U.S.-flag vessels, if the Contractor or a subcontractor believes that—

(1) U.S.-flag vessels are not available for timely shipment;

(2) The freight charges are inordinately excessive or unreasonable; or

(3) Freight charges are higher than charges to private persons for transportation of like goods.

15 RFP Section I

Pg. 15

The DFARS clause 252.225-7045 Balance of Payments Program - Construction Material Under

Trade Agreements - Basic (Oct 2015) is incorporated into the solicitation. There are no construction materials or components listed under "(3) The construction material or components listed by the Government as follows:" Are we to assume that the Government indends for all material installed on this project to be domestic or designated country construction materials provided they are valued at below the simplified acquisition threshold?

As stipulated in DFARS 252.225-7045(c), the Contractor shall use only domestic or designated country construction material in performing this contract, except for--

(1) Construction material valued at or below the simplified acquisition threshold in part 2 of the

Federal Acquisition Regulation;

(2) Information technology that is a commercial item; or

(3) The construction material or components listed by the Government as follows: None.

16 Specifications Sec. 01 33 29

Para. 1.4

The LEED Sustainabilty Coodinator requirements are extremely difficult to meet. It states that the "LEED coordinator shall have prior experience of being an integral design and/or construction team member for a minimum of 2 government or commercial projects that are

LEED certified or registered. A person with local experience incorporating a sustainable rating system such as LEED or CASBEE in Japan is preferred but not required". Since nearly all US government LEED projects in Japan are not certified or registered with the USGBC, staff experienced on these jobs in Japan would not qualify under these requirements even though those projects were persuing LEED credits. Please clarify these requirements.

Specification Section 01 33 29 is deleted on Page 1 of the revised Project Table of Contents. For the purposes of preparing proposals, it is not required to comply with this specification. While it is desirable to implement LEED practices in building construction, it is not required on projects constructed outside the United States.
