Questions and Responses 004 Solicitation No. FA5004-09-R-C001

QUESTIONS AND RESPONSES

FOR

BASE ROOFING IDIQ

AT

EIELSON AIR FORCE BASE, ALASKA

SOLICITATION NO. FA5004-09-R-C001

It shall be noted to all interested parties that the following questions have been received in writing regarding the subject acquisition. Responses to these questions are given below.

As a reminder, it is the responsibility of all Interested Parties to review this website (http://www.fedbizopps.gov) frequently for any updates and/or amendments to any and all subject documents.

Question 1:

Under Section H Bonding Requirements, Paragraph B states that upon award the Offeror will provide a performance and payment bond with the penal sum to equal $1,500,000.00. The guaranteed minimum for the contract is $100,000.00. In order to receive a performance and payment bond the cost of the bonds must be paid "UP Front". If the value of the total contract for that year does not reach the $1,500,000.00 amount how will the reimbursement for monies spent be handled? Should this read that we must provide bonds for the minimum guaranteed amount and provide increases once that amount is exceeded upon issuance of additional TO's?

Response 1: See revisions in Section H Question 2: Under section H Winter Exclusion Period it is stated the winter exclusion will be negotiated for each task order. Does this mean the Government may require that work be performed past the October 1 cut-off? If so what will be the process to allow increase in costs due to winter time working conditions?

Response 2: Section H, work may be required during Winter Exclusion. Associated costs will remain unchanged.

Question 3: Under Section I, 52.228-1 Bid Guarantee Paragraph (C) and response to Questions 003 it is stated a 20% Bid Bond is required. Please re-confirm the Bid Bond amount is 20% of $100,000.00 and not 20% of the Base Year bid amount.

Response 3: Section H, the Bid Bond is required to be 20% of the $100,000 minimum.

Question 4: Section 01400 Warranty Requirements Paragraph 1.1.2 states the standing seam metal roofs shall have a Manufacturer’s warranty for a minimum of Twenty (20) years. As written this is only a finish warranty. It is not stated to be a material and workmanship warranty which adds significant cost. Please indicate if it is NOT the Governments intent to require a total no penal sum materials and workmanship warranty.

Response 4: See revisions in Section 1400.

Question 5: Section 01400 Warranty Requirements Paragraph 1.1.3 states the new shingled roofs shall have a Manufacturer's warranty for a minimum of twenty (20) years. As written this is only a material warranty and all material warranties are prorated. Is it the Government's intent to have only a prorated materials warranty? If the Government desires a material and workmanship NDL (no dollar limit) warranty the Industry only offers a fifteen (15) year. There are no Manufacturer's that we are aware of that offer a twenty (20) year steep slope NDL warranty. Please advise.

Response 5: The Government will mirror the industry standard of 15 years. Section 01400, Paragraph 1.1.3 revised.

Question 6: Section 02070-Demolition Paragraph 4.2.4 states we are to submit records indicating receipt and acceptance of hazardous waste by the EAFB landfill. Are we allowed to use the EAFB landfill for demolition debris? We were under the assumption all demolition debris except approved Barrow Pit debris must be disposed of base. Please clarify.

Response 6: Section 01020, Sub-section 11.5 outlines on-base disposal requirements. Unless approved 20 days prior to disposal by the project manager (via Environmental), all demo debris will be disposed of off-base. If on-base disposal is approved and haz waste is disposed of on-base, the contractor will be required to submit records indicating receipt and acceptance of haz waste.

Question 7: Section 02080-Asbestos Abatement Paragraph 7.2 states Contractor shall deliver the waste to an asbestos approved class III landfill. Referencing our question # 6, are we allowed to dispose on base?

Response 7: If the request is approved and material properly handled, yes. Reference answer to #6.

Question 8: Section 07311-Asphalt Shingles Paragraphs 7.1 and 7.2 state the weight of the felt underlayment as 15# and 30# respectively. Depending upon the Government's answer to our question #5 the weight of the underlayment may be stipulated by the Manufacturer. If the Government leaves the warranty requirements as is, is it the Contractor's option on which underlayment to use?

Response 8: Warranty requirement is now 15 years. Follow manufacturer recommendations.

Question 9: Section 07311-Asphalt Shingles Paragraph 13.3.1 states the waterproof underlayment at eaves to extend 24 inches inside the exterior wall line. Current Code states waterproof underlayment is to extend a minimum of 36 inches inside the exterior wall line. Does the Government wish to use 36" or stay with the 24" as specified?

Response 9: The Government will comply with current code requirements. Section 07311, paragraph 13.3.1 revised to reflect current requirement.

Question 10: Section 07530-Single-Ply Membrane Roofing Paragraph 2.2 states the Manufacturer's warranty shall include a flashing endorsement. In order to provide a flashing endorsement the Manufacturer's specific metal system must be used. The Manufacturer's metal will not meet the requirements of Section 07650 Paragraph 10.5 and will require a lead time of 6-8 weeks from date of order. The parapet and other flashings cannot be ordered or fabricated until the new membrane system has been installed due to the inconsistency of wall widths. We recommend this requirement be deleted to avoid excessive cost and extended completion times for most Task Orders.

Response 10: Manufacturer's warranty shall not include a flashing endorsement. Reference revised requirements of Section 07650.

Question 11: Section 07610-Sheet Metal Roofing Paragraph 6.1 third line makes reference to 3/8". Should this read 38 feet?

Response 11: Section 07610 is revised to state 38 feet.

Question 12: Section 07650-Flexible Flashings does not indicate a finish for steel other than Galvanized. Since most all flashings installed on previous contracts has been steel would we be correct in assuming that pre-finished steel should conform to finish requirements as stated in paragraph 12.4?

Response 12: Yes.

Question 13: CLIN AJ states "Remove Built-up roof (BUR) to the existing roof deck".

Are we correct in assuming this is for removal of just the BUR Membrane as

CLINs AF-AI deal with removal of the insulation if any?

Response 13: Yes.

Question 14: CLIN BD has a unit measure of SF (square foot). This should be BF (Board

Foot).

Response 14: The CLIN is for covering a certain amount of roofing area, measured in

SF. Elaboration is needed on why BF should be used.

Question 15: CLIN BL states "strip in all EPDM to PDM seams". Are we correct in assuming this is EPDM to EPDM?

Response 15: Yes. CLIN revised.

Question 16: CLIN BO states "Install Perlite thermal barrier". This product is very seldom used and has been replaced for the most part with gypsheeting as called out in CLIN BP. If this CLIN is still desired please indicate thickness required as it is not specified in the Sections.

Response 16: 3/4". CLIN revised.

Question 17: CLIN BP states "Install gypsheeting thermal barrier". There is no thickness indicated. Are we correct in assuming this is 5/8" thick as specified in Section 07530 paragraph 6.1?

Response 17: Yes. CLIN revised.

Question 18: CLIN BY states "Install roof vent in MFH (gable, soffit, and/or ridge),<36"x36"." The soffit and ridge should be removed from this CLIN and a separate CLIN for each be added as soffit and ridge are purchased and installed by the LF.

Response 18: Specified here is the replacement of a roof vent found in a gable, soffit, or ridge, not replacement of the structure(s) themselves. Government will not adjust CLIN.

Question 19: CLIN CC states "Install curbing, nailer or parapet". Should there be two separate CLINs one for treated and one for non-treated?

Response 19: No. See SECTION 07720 paragraph 7. Treated wood only Question 20: CLIN CO states "Install snow bars for sloped roof, includes flashing".

Are we correct in assuming this is for Metal Roofs only? If not there must be an additional CLIN added as snow bars for Membrane Roofs are vastly different in cost, application, and materials required.

Response 20: Yes. Metal roofs only.

Question 21: CLIN CV states "Install rubber expansion joint, up to 2" wide opening".

There should be additional CLINs added to cover openings 4",6", &and 8" wide as the product increases dramatically for each increase in opening size.

Response 21: New CLIN entered to include up to 4" wide opening.

Question 22: The bid schedule has roof drains, cut holes for new drains, cut holes in walls for drain piping, heat trace for piping, but no line item for new piping. I would suggest 1 or 2 line items be added for installing new roof drain piping. Most piping is 3" or 4". There isn't that much difference in price so you should be able to cover all if you put in a line for new 4" piping with all associated hangers and accessories. Also do you think you need a line for drain pipe insulation?
