PLANNING CHARRETTE REPORT (PCR)

1.0 Introduction

This document is the Facility Sustainment, Restoration, and Modernization (FSRM) Planning Charrette Report (PCR) for the Chapel, Facility 2606, Kitchen Charrette at Mountain Home

AFB, ID (MHAFB).

The primary purpose of this PCR is to validate the project scope, site, and costs, and to refine the programming documentation in preparation for possible submission for project approval; DD Form 1391. It also provides the designer a basis for understanding the project requirements and establishes a framework for project execution.

Project scope and costs are described below. The draft DD Form 1391 is provided in Appendix B.

2.0 Project Description

2.1 General Description

The Base Chapel, Facility 2606 (Chapel) is a 14,140-square-foot (sf) facility that was constructed in 1954. It provides a gathering place for base personnel. MHAFB renovated the Chapel in 1990 to relocate restroom facilities and provide space for a kitchen area. The kitchen area is in an egress corridor and does not have direct access to the multi-purpose room it serves, or the capacity to support Chaplain Rodriquez’s vision for the enhanced role the Chapel can play in supporting the wellbeing of base personnel and their families. Chaplain Rodriguez would like to provide a place where base personnel are able to prepare meals for small gatherings up to larger squadron functions. The gatherings may or may not be at the Chapel, but the Chaplain would like to provide kitchen space anyone on base can use.

All work will be accomplished inside the facility. The surroundings have no impact to this project. See Figure 1, Vicinity Map, for location of the project site. See Figure 2, Project Site Map, which illustrates the project site location and surrounding area.

2.2 Current Situation

The existing kitchen space is an alcove on an egress corridor that does not provide enough space or adequate appliances to carry out the Chaplain’s vision for providing kitchen space for everyone on base to use. There is a large multi-purpose use room, which includes an elevated stage, across the hall from the existing kitchen that has space to accommodate a kitchen.

Presently, partitions separate the multi-purpose room into four spaces; however, sound transmits through the partitions into the adjacent spaces, effectively limiting use to just one partitioned space at a time, rather than being able to use multiple partitioned spaces simultaneously.

2.3 Impact if Not Provided

There is no non-commercial, flexible, user-friendly kitchen at MHAFB. If this project is not completed, base agencies may turn to outside catering for events. This is a cost prohibitive alternative to providing a community kitchen to which everyone on the base has access.

2.5 Cost Estimate

The manual take-off of line by line quantities method of cost estimating was used to create this cost estimate. The costs were determined by using 2018 RS Means Cost Data, historical cost data and experience with projects of this type and size at this location and is included in Appendix F. The expected accuracy of this cost estimate is -10% to +10%.

Lump sum costs were avoided as much as possible. However, due to lack of definition of work in some areas lump sum estimates were required. These lump sum costs were based on experience and historical cost data.

2.6 Concept Sketches

During the Charrette, participants developed two primary kitchen layout options. One layout revolves around a large center island (see below). The second layout includes an M-shaped space with an attached peninsula, creating two alcoves within the kitchen (see Appendix C). The Charrette participants compared these designs when located at both the front (stage side) and back of the room. The owner elected to move forward with the center kitchen island design option at the front of the multi-purpose room (see Appendix D).

This center island option involves removing the stage and constructing a solution to mitigate egress problems within the multi-purpose room. The existing raised exterior door will be removed and in filled, and a new second accessible egress door will be added at the opposite end of the room. The kitchen layout revolves around four stages of food preparation: prep, cook, serve, and clean. This space will not be designated a commercial kitchen, but the goal is to design a highly functional, adequate-capacity kitchen.

The main entrance into the kitchen will be a new 1-1/2 hour fire rated, 3-foot 0-inch wide, wood door and painted metal frame with a magnetic release holder. Keeping this door location facilitates moving carts of food and equipment back and forth from the kitchen to the nearby back door with close parking lot access, which the owner indicated as a main desire during the Charrette. Just inside of the kitchen will be a wing wall and steps leading to an existing storage/utility room that is re-designated as a mechanical and fire pump room. This wing wall will provide additional surface area for casework and appliances. The new wall between the kitchen and multi-purpose room will be a 2-hour fire-rated metal stud partition wall (UL U419, see appendix L) with a long serving counter on both sides of the wall with a pass-through opening and second wood door, painted metal frame, with a magnetic release holder. This opening will require a 1-1/2 hour minimum fire-rated, roll up shutter and fire rated solid surface counter top to maintain a continuous firewall. The kitchen will be outfitted with stainless steel appliances, including: a residential refrigerator, under counter ice maker, hand washing sink, residential dishwasher, (2) five-burner gas ranges, (2) ducted wall mount range hoods, (2) wall-mounted ovens, (2) microwaves, and a three-stage sanitizing sink with garbage disposal. All necessary appliances are to be ABA compliant and accessible. Ample storage will be built in with upper and lower cabinetry, and plenty of outlets along the serving counter for potlucks and small appliance flexibility. The ceilings in the kitchen and mechanical rooms will be a 2-hour fire rated assembly (UL I503, see Appendix L). The existing attic access panel in the mechanical room will be replaced with a 2-hour fire rated, self-closing access door to maintain the assembly rating of the ceiling and rooms.

As-Built Drawings The as-built drawings that have been provided appear to accurately reflect the as-built condition of the building.

Site Accessibility Concerns MHAFB is 12 miles from Mountain Home, Idaho, and approximately 50 miles from Boise, Idaho. ACC has defined MHAFB as remote and isolated as defined in AFI65-106. The primary pool of contractors to perform work at MHAFB is in Boise. The additional time and mileage on the road adds to project costs. Additionally, security measures at the contractor gate increase the amount of time it takes for contractors to gain access to the base. This affects workers getting to the job site and delivery of materials.

AFCFS is applicable to the project and the description of design quality for Group 1 Interiors will be applied as paraphrased below:

The existing interiors of the Multi-Purpose Room and Kitchenette will be redesigned and updated to create a visual quality using moderate detailing to reflect Group 1; Use durable, long-lasting finishes in the core areas for walls, ceilings, floor coverings and built-in casework. The visual character and detailing of systems, materials, and finishes will present a professional appearance.

Air Force Standard Designs The proposed design materials and systems specified will complement the base implemented AFCFS. Future designs will uphold base-level standards for an acceptable quality of facilities.

The finishes in the new kitchen will be high-traffic and durable materials with easy to clean surfaces for sanitation purposes as required by health and food safety requirements. Finishes include rubber sheet flooring with solid surface countertops and sections of stainless steel backsplash above the stoves, painted gypsum wall board (GWB) walls and ceilings.

Finishes in the multi-purpose room will be updated within the scope of the project. These finishes include a luxury vinyl tile (LVT), rubber wall base, patching and painting GWB walls, with a suspended 2x2 acoustic ceiling tile (ACT) system.

STRUCTURAL

REQUIREMENTS

The structural requirements for modifying/relocating the kitchen include the following:

The existing attic wood framing will need to be inspected and checked for capacity to support the new oven hood(s), ductwork and sprinkler systems. New framing may be required.

Above ceiling blocking to support the housing of the 1-1/2 hour fire rated counter shutter. Additional steel framing may be required to support the Roll-up fire rated shutter.

Framing around duct penetrations through the exterior walls Exterior equipment pad extensions to support new HVAC equipment.

Steel stud wall framing for the new kitchen. This includes fire-rated walls that extend up to the underside of the roof deck.

A new fire rated ceiling will be constructed and supported from the existing roof framing. The existing roof framing members are to be checked for the required structural capacity. If additional capacity is required, provide new framing members and connections to support the fire rated assembly. See architectural drawings for the new fire rated assembly.

Foundation The foundation appears to be a slab on grade with grade beams. There are no structural as-built documents to confirm this. The foundation at the new kitchen area does not appear to have any distress. The foundation system and condition will need to be field verified by the DB contractor.

Roof Roof replacement is not part of this project.

Structure See below

- Modification/increase in loads

The new kitchen and serving area will be located where a raised stage area was located. The stage area will be demolished and the new kitchen area will be supported by a slab on grade. The slab on grade will support the new kitchen. A slab on grade system will need to be verified by the DB Contractor.

Existing folding partitions will be removed. The folding partitions appear to be supported by steel trusses. These roof trusses are to remain in place.

- Structural Repairs Structural repairs are not anticipated.

- Seismic Evaluation Required

A seismic evaluation is not triggered for this project.

MECHANICAL &

PLUMBING SYSTEMS

Mechanical and plumbing systems shall be revised to accommodate the new kitchen layout within the existing multi-purpose room. The existing mechanical system and associated controls shall be revised to accommodate the new floor plan and improve ability for temperature setback for unoccupied spaces, reducing overall energy usage.

Revisions to the existing plumbing system shall consist of a new energy-efficient water heater, extension of domestic cold/hot water, connection to existing underfloor sanitary sewer piping, and installation of new kitchen plumbing fixtures.

HVAC system or component modifications

The existing HVAC unit (AC-1) serving the space consists of a grade-mounted, packaged direct expansion (DX) cooling, gas heating rooftop-type unit. The current installation does not meet minimum anti-terrorism, force protection standards of UFC 4-010-01.

Rough, preliminary HVAC load calculations based on assumptions for exterior wall and roof construction, including insulation values, etc., suggest that existing AC-1 is marginally sized for the new load (see Appendix E).

Based on the above-described current conditions, the mechanical system modifications shall be the following:

Modify the HVAC installation to meet UFC 4-010-01, including screening around the unit and ducting its outside air intake up to a minimum of 10 feet above grade.

Discuss with Chapel personnel whether or not AC-1 has maintained comfortable conditions during larger functions in the space would help determine if the unit needs to be replaced. Current AC-1 was installed in 2006, which makes it 12 years old, and approximately half way through it expected statistical life.

Replace existing diffusers/grilles serving the multi-purpose room with new 2x2 diffusers/grilles selected for minimal pressure drop, efficient throw, and minimal sound characteristics.

Provide new residential style kitchen hoods above new ranges.

Provide wall mounted exhaust fan and system to exhaust kitchen to minimize spread of food smells within the building.

Revise existing ductwork distribution, diffusers/grilles, and airflows within each room to accommodate the new use of each room.

Update the existing temperature control system to allow remote monitoring/control, improved temperature control, and improved temperature setback for unoccupied spaces.

Plumbing system or component modifications

The plumbing system modifications shall be the following:

Remove existing sink along with domestic cold/hot/hot water recirculation and sanitary/vent piping serving the existing kitchen and cap piping at nearest mains in wall or above ceiling.

Install new gas-fired water heater in existing storage room behind new kitchen to serve kitchen domestic hot water needs.

Extend natural gas piping to serve new water heater and gas-fired appliances in new kitchen. Provide automatic valve to shut off gas to the kitchen appliances upon activation of the building fire alarm.

Install new three compartment scullery sink with disposer. Provide solids and grease interceptor for scullery sink drainage.

Install new two compartment sink with disposer.

Extend existing domestic cold water piping to kitchen fixtures and new water heater.

Extend domestic hot water piping from new water heater to kitchen fixtures.

Extend sanitary waste and vent to new kitchen fixtures.

Provide floor sink for indirect waste from three-compartment sink.

FIRE PROTECTION

REQUIREMENTS

The existing building is protected throughout with a fire alarm system.

The existing fire alarm system is a Silent Knight IntelliKnight reporting through an existing Monaco Transceiver. The existing fire alarm panel is located in the mechanical room adjacent to the Sacristy. The renovated kitchen area will not be provided with a mass notification system due to the building not being routinely occupied.

The existing building is not sprinklered. A new water supply connection to the existing 8-inch supply main (approximately 240 feet) will be located in the elevated storage room behind the kitchen will be sized to meet the current and future sprinkler demands. The new underground water supply will also have a post indicator valve 40 feet from the building, which will require monitoring of the tamper switch through the fire alarm system.

One sprinkler zone is being provided; one new wet and one future dry fire sprinkler system. The new wet system will protect the renovated kitchen area as well as the areas below the exposed combustible wood floor. The future dry system will protect the un-conditioned attic space.

At the time of installation of the future dry system a nitrogen generator will also be provided to serve the dry sprinkler system. New tamper and flow switches will be monitored through the existing fire alarm system switch.

2-hour fire separation is provided to prevent fire sprinkler protection from being provided throughout the multi-purpose room both above and below the ceiling as well as above the 2-hour rated ceiling assembly above the renovated kitchen and mechanical rooms. The fire sprinkler risers will be sized to provide future protection of the entire chapel as part of a future project.

The required site fire-flow is 3,000 gallons per minute (gpm) for 3 hours for the 12,920 sf building type VB construction. The required flow is available based on the flow test performed. A copy of the flow test report performed during the charrette meeting along with preliminary fire sprinkler calculations is provided as part of Appendix G.

Category of Work The existing chapel multi-purpose room and elevated stage areas will be renovated to provide new kitchen facilities. The renovated kitchen area will be separated from the existing multi-purpose room with a new 2-hour fire-rated separation at the walls and ceiling. The pass-through window between the rooms will be protected with a 1-1/2 hour fire-rated shutter.

The existing egress route is open to the kitchen area, which is not permitted. This existing non-conforming kitchen will be removed as part of the construction of the renovated kitchen area within the multi-purpose room. The existing kitchen space will be repurposed as a storage room used to store tables and chairs from the multi-purpose room. A heat detector will be added to the new storage space as indicated on the fire alarm notes on sheet F-001.

The existing rated separation between the multi-purpose room and the corridor has non-rated glass windows. These windows will be removed as part of the kitchen renovation project. The walls will be patched to maintain the required separation.

Changes to facility egress The existing egress door located on the elevated stage will be removed and in filled. A new egress door will be provided at the far end of the multi-purpose room. The new egress door will be installed to maintain the ½ the diagonal dimension minimum for door separation. Sidewalk will be extended from the exterior wall at the new egress door to the parking lot.

Changes to occupant density

A portion of the existing elevated stage area and portion of the multi-purpose room will change occupancy to a kitchen. The room behind the wall on the elevated stage area is repurposed as a mechanical room which contains the new fire sprinkler riser and equipment.

The existing kitchen area will be reused as table and chair storage area and possible future restrooms.

Electrical systems will largely remain as existing. The existing 120/208 volt panelboard “C” will need to be modified to sub-feed new panelboard “D”. Minor revisions to the electrical system will be required for the construction of the new chapel kitchen.
