QUESTION 2

DOCUMENT FA4890-16-R-0032_FINAL_RPA_RFP.pdf PAGE 9 and 16

SECTION NO. B-3.b and F

SECTION NAME General Pricing Information; Deliveries and Performance

SECTION TEXT

Section B: Note the IDIQ price matrix will contain rates for separate 1-year ordering periods starting 1 May and ending 30 April the following year. Task Order (TO) option periods will start on 1 May or the date of the task order award and end 30 April the following year.

QUESTION 3

DOCUMENT Atch_3_Pricing_Tables_7Mar17.xlsx and Atch_8_List_of_Unique_Reqt_March_2017.pdf PAGE Various tabs of Atch_3 and Page 1 of Atch_8

SECTION NO. n/a

SECTION NAME n/a

SECTION TEXT Various

QUESTION

The TO letters (e.g., A-U) associated with each TO within Atch_8 do not correspond with the TO letters associated with the same TO in the Atch_3 pricing model for many TO’s (e.g., DP-14 is N in Atch_8 and P in Atch_3). Can the Government please modify the documentation of the solicitation to provide a consistent TO letter reference across all Attachments?

GOV’T RESPONSE

Amendment 01 to the RFP will update Atch_8 List of Unique Reqts to be consistent with Atch_3_Pricing_Tables.

QUESTION 4

DOCUMENT

PAGE Page 1 of TO_000N and Tab – TO P DP-14 Summary of Atch_3

SECTION NO. 4.0 of TO_000N

SECTION NAME Unique Task Order Requirements

SECTION TEXT

Contractor retains weapons loading functions for 8 contractor-supported combat lines Contractor provides all supply and tool room support at the site for a total of 13 combat lines

QUESTION TO_000N makes reference to the fact that “adjustments” to Appendix N include supporting 8 combat lines for weapons loading and 13 combat lines for supply support. Appendix N already baselines DP-14 as supporting 8 combat lines and Atch_3 notes that pricing for DP-14 should be to support 5 combat lines. TO_000N and Atch_3 are disconnected in terms of the unique TO requirements to be priced. Can the Government please clarify how many combat lines are to be priced for the DP-14 TO, and update the documentation to be consistent throughout the solicitation?

GOV’T RESPONSE

Amendment 01 to the RFP will update Atch_3 to allow offerors to input the number of CAPs by site, based on TO Unique Requirements. In addition, when calculating TO_000N’s manning, offerors shall account for unique requirements as per direction in Section L-9.4.1.1.i. (Note Amendment 01 will also redesignate TO_000N to TO_000P to match Atch_3.)

SECTION TEXT

L-11.1.3: If offeror does not have a FPRA then offeror shall use EPRs in the price proposal spreadsheet that will be applied to each of the pre-established NTE amounts.

L-11.2.1: Offerors shall submit proposed cost estimates and rationale for travel, and DSSR required to support the Task Order requirements to include any applicable indirect rates.

Atch_3: Government provided information in this workbook is notional and is for demonstration purposes only unless specifically noted otherwise.

If confirmed as NTE values, can the Government please confirm whether the NTE values are inclusive or exclusive of contractor applicable indirect rates? We recommend that plugged NTE values be utilized for these items and that all solicitation documentation be made consistent in that regard.

GOV’T RESPONSE

The CR OCONUS Allowances and Travel costs are Contractor estimates, which shall include any applicable indirect rates. Plug numbers will not be utilized for these CLINS.

PAGE Page 93, Task Order Pricing Tabs and CLIN&TO Summary

SECTION NO. L-11.1.2

SECTION NAME Part A – IDIQ Price Matrix

SECTION TEXT

The Cost-Reimbursable (CR) CLINs (Miscellaneous Services and Miscellaneous Supplies) include an Estimated Not to Exceed (NTE) amount that has been pre-established for each of these CR CLINs.

QUESTION 15

DOCUMENT FA4890-16-R-0032_FINAL_RPA_RFP.pdf

PAGE 116-117

SECTION NO. M-2.1 through M.2.2.2

SECTION NAME Evaluation Factors and Factor 1: Technical Capability (Technical & Risk)

SECTION TEXT

M-2.1 states, “Technical Capability is the most important [factor] with Past Performance and Price of less but equal importance.” Section M-2.2 states, “There are three (3) subfactors under the Technical Capability evaluation factor. They are Program Management, Operations and Maintenance, and Transition.” Section M-2.2.1 states, “The Technical Proposals will be measured against evaluation criteria at the Subfactor level….Each Subfactor will be assigned a color rating…The Subfactor ratings will not be rolled up to an overall color rating for the Technical Factor.” Section M-2.2.2 states, “Risk is assessed at the Subfactor level…”

QUESTION

How the Government intends to provide the highest weighing to the Technical Capability factor is unclear. The cited instructions indicate that the Government intends to evaluate Technical Capability solely at the Subfactor level, with each Subfactor being assigned a Technical Capability Rating and a Technical Risk Rating. Since these are not being rolled up, the Technical Capability evaluation will result in 6 individual ratings (2 ratings for each Subfactor).

How then does the Government intend to compare “Technical Capability” to Past Performance and Price factors, while applying the relative weighting described in M-2.1?

GOV’T RESPONSE

Offerors will be assigned a subfactor rating as well as a risk rating, all at the subfactor level.

The Source Selection will be accomplished using the Subjective Tradeoff source selection process. In addition, IAW Section M, award will be made to the offeror who is deemed responsible IAW FAR Part 9 and whose proposal conforms to the solicitation’s requirements and is judged, through an integrated assessment of the specific evaluation criteria, to represent the best value to the Government.

CORRECTION TO DRAFT RFP CLARIFICATION QUESTION SET 2, NUMBER 11 ORIGINALLY POSTED 3 MAR 17

DOCUMENT Draft RFP Section L-10.4 and L-Attachment 1

SECTION TEXT

Past Performance Questionnaires (PPQ) (Section L: Attachment 3). If an offeror is submitting a PPI reference that does not have a formally documented Contractor Performance Assessment Report (CPAR), the Government shall use the attached PPQ as a tool for conducting telephonic or email interviews. When a completed Contractor Performance Assessment Report (CPAR) is available to reflect past performance data, a Past Performance Questionnaire (PPQ) is not required. Offerors without formal documented Government CPARs shall send a Past Performance Questionnaire (PPQ) to the POC identified in each PPI reference cited in the offeror’s Past Performance Volume. All PPQs are to be submitted by the submitting PPI POC and sent via email directly to ACCAMIC.RPA.Recomp2016@us.af.mil. Any PPQs submitted directly by offerors will be ignored and will not be considered as part of the evaluation. The Government may also use the attached PPQ as a tool in collecting past performance data on additional sources the Government finds on a particular offeror (see L-10.5). In the event a PPQ is used, it will be treated as source selection information in accordance with FAR Part

2.101 and 3.104.

CONCERN OR IMPACT

If the Offeror was a subcontractor on the past performance effort and a PPQ is sent to the Prime for that effort, the Prime may be another teammate on the Offeror’s current team for this solicitation or the Prime may be on a competitor’s team. This may present a conflict of interest for the PPQ respondent.

QUESTION

In the event that an Offeror performed as a subcontractor on a past performance contract and did not receive CPARs, should the PPQ be sent to the Prime’s POCs or the Government contract POCs?

REVISED GOV’T RESPONSE

Correction to previous response - The PPQ must be submitted to the Government POC for completion, as the information coming directly from another contractor is not a reliable source of information.
