INDUSTRY QUESTIONS AND RESPONSES
REMOTELY PILOTED AIRCRAFT (RPA)
SOLICITATION FA4890-16-R-0032
POSTED: 20 MAR 2017
ADDITIONAL REVISION TO DRAFT RFP CLARIFICATION QUESTION SET 2, NUMBER 11 ORIGINALLY POSTED 3
MAR 17 AND REVISED 17 MAR 17 REGARDING SUBMISSION OF PPQs: DRFP AND RFP SECTION L, PARA L‐10.4
& ATTACHMENT 1
Original Wording: Past Performance Questionnaires (PPQ) (Section L: Attachment 3). If an offeror is submitting a PPI reference that does not have a formally documented Contractor Performance Assessment
Report (CPAR), the Government shall use the attached PPQ as a tool for conducting telephonic or email interviews. When a completed Contractor Performance Assessment Report (CPAR) is available to reflect past performance data, a Past Performance Questionnaire (PPQ) is not required. Offerors without formal documented Government CPARs shall send a Past Performance Questionnaire (PPQ) to the POC identified in each PPI reference cited in the offeror’s Past Performance Volume. All PPQs are to be submitted by the submitting PPI POC and sent via email directly to ACCAMIC.RPA.Recomp2016@us.af.mil. Any PPQs submitted directly by offerors will be ignored and will not be considered as part of the evaluation. The Government may also use the attached PPQ as a tool in collecting past performance data on additional sources the Government finds on a particular offeror (see L‐10.5). In the event a PPQ is used, it will be treated as source selection information in accordance with FAR Part 2.101 and 3.104.
Concern or impact: If the Offeror was a subcontractor on the past performance effort and a PPQ is sent to the
Prime for that effort, the Prime may be another teammate on the Offeror’s current team for this solicitation or the Prime may be on a competitor’s team. This may present a conflict of interest for the PPQ respondent.
Original Question: In the event that an Offeror performed as a subcontractor on a past performance contract and did not receive CPARs, should the PPQ be sent to the Prime’s POCs or the Government contract POCs?
Initial Response Posted 3 March 17: The PPQ can be sent to either the Prime’s POC or the Government contract POC at the Offeror’s discretion.
Revised Response Posted 17 March 17: The PPQ must be submitted to the Government POC for completion, as the information coming directly from another contractor is not a reliable source of information.
RESPONSE: IAW RFP Section L‐10.4, “Offerors without formal documented Government CPARs shall send a
PPQ to the POC identified in each PPI reference cited in the offeror’s Past Performance Volume. In the event the offeror was a subcontractor on the past performance effort a PPQ may be sent to either the prime for that effort or to the Government POC for that effort”.
If both the Subcontractor and the prime for that past performance effort are affiliated in any way and will be performing as part of a teaming arrangement for the RPA recompete, the PPQ should be sent to the
Government POC for completion.
In addition, IAW RFP Section L‐10.5, “The Government may utilize references other than those identified by
Offerors in evaluation of an Offeror’s past performance. This includes past performance of the prime and any subcontractors, teaming partners and/or joint venture partners considered critical to successful performance of the contract”.
