T-38 RFP Q&A as of 10 Feb 2011

T-38 RFP Q&A:

1. Ques: Reference Appendix G (CDRLs): CDRL A002, Contingency Strike Plan, and CDRL A003, Labor Relations Plan, indicate they are to be submitted with the proposal. Section L provides no instructions for doing this. Should these deliverables/plans be submitted with the proposal? If so, are they included in page count and should we follow the CDRL format instructions and technical instructions for number of copies, etc?

Government answer:

The two deliverables (Strike Plan and Labor Relations Plan) should be submitted with the proposal as directed by CDRLs A002 and A003 following CDRL format instructions. Include these in the Mission Capability Volume as addendums. These addendum pages will NOT count against the page total for that volume (75). Number of copies should follow directions for Mission Capability Volume (Orig + 5).

The two deliverables will NOT be comparatively evaluated with other proposals. The only evaluation will be "submitted as required by CDRL - Yes/No".

2. Ques: Reference PWS Section D, 3.1, Performance of Service during Crisis Declared by the National Command Authority. We could not find a reference for this in Section H. Should this be Section I, 5352.223-9002, Requirements Affecting Contractor Personnel Performing Mission Essential Services?

Government answer:

Reference should be Section I not H.

3. Ques: Reference Attachment 3, Section L, Sample Past Performance Questionnaire Cover Letter. Para. 3 of the Sample Past Performance Questionnaire Cover Letter includes this statement addressed to the recipient of the questionnaire, "Request your written response no later than XX [15 calendar days after release of solicitation]." which would be 19 Jan 11. Should offerors include this date in the cover letter?

Government answer:

Date of 19 Jan 11 should be included in the cover letter.

4. Ques: Reference Schedule B Optional CLINs 1042, 2042, 3042, 4042 and 5042.

Is pricing expected on unnamed location in the CLINs named?

Government answer:

Yes pricing is expected. The Government feels that sufficent data has been provided for other locations that an offeror can make a realistic pricing bid for an additional location.

5. Ques:

CLIN 0100
The CLIN requires the contractor to price a transition period at Tyndall AFB starting 1 AUG 11. The current timeline for the arrival of the first T-38 is SEPT-OCT 11. If the contract start date and squadron stand up date at Tyndall remain the same, what will the transition period at Tyndall actually entail? Will the new contractor actually be putting the entire maintenance operation in place and not just performing transition duties?

Government answer:

The contractor will be responsible for normal transition activities like those outlined in the contract RFP Section L. The government is responsible to establish the Tyndall operating location.

6. Ques: Reference: Section B CLINs 0030, 1030, 2030, 3030, 4030, and 5030 (travel CLINs) reference Section A Paragraph 4.1.9 and JTR Comment: PWS Section A, Paragraph 4.1.9 46TG Publications has nothing to do with travel.

Question: What is the correct reference?

Government answer:

Reference: Section B CLINs 0030, 1030, 2030, 3030, 4030, and 5030 (travel CLINs) reference Section A Paragraph 4.1.10. and JTR. PWS Section A, Paragraph 4.1.10 46TG Deployments

7. Ques: Reference: Section B CLIN 0038 FY 12 (One-Time CLIN) Aircraft Regeneration Support at Holloman CRF Comment: PWS Section A, Paragraph 1.7.1 Aircraft Acceptance and Regeneration. For FY 12 the Government requires 7 T-38 aircraft removed from the Aerospace Maintenance and Regeneration Group (AMARG) be regenerated IAW PWS Addendum #1.

Question: Should PWS Section A, Paragraph 1.5 Projected CTP Program Force Structure for FY 12 number of aircraft be affected by these 7 aircraft?

Government answer:

The 7 aircraft identified for regeneration will be assigned to Tyndall AFB, FL within the 10 total aircraft identified in paragraph 1.5. The government has projected 3 aircraft assigned and on-station at Tyndall 1 Oct 2011. Seven remaining aircraft projected for Tyndall will require regeneration.

8. Ques: Reference: Section B CLIN 1039 FY 13 increase of 3 additional T-38 aircraft for Organizational Maintenance support at Tyndall AFB Question: Should PWS Section A Paragraph 1.5 Projected CTP Program Force Structure for FY 13 number of aircraft be affected by these 3 aircraft?

Government answer:

The Government has identified the approved force structure in PWS Section A paragraph 1.5. CLIN 1039 is identified as a Priced Optional CLIN. This force structure decision is probable, however it has not been made. Therefore, the effort is not included in paragraph 1.5. The government has requested this option be priced should it be exercised.

9. Ques: Reference: Section B CLIN 1040 FY 13 increase of 7 additional aircraft for Organizational Maintenance Support at Langley AFB Question: Should PWS Section A, Paragraph 1.5 Projected CTP Program Force Structure for FY 13 number of aircraft be affected by these 7 aircraft?

Government answer:

Question: Should PWS Section A, Paragraph 1.5 Projected CTP Program Force Structure for FY 14 Number of aircraft be affected by these 7 aircraft?

Government answer:

The Government has identified the approved force structure in PWS Section A paragraph 1.5. CLIN 2042 is identified as a Priced Optional CLIN. This force structure decision is probable, however it has not been made. Therefore, the effort is not included in paragraph 1.5. The government has requested this option be priced should it be exercised.

CBA, Appendix C

Upon a closer look at Appendix C to the CBA there are no costs included for employee contributions or company contributions for the Medical, Dental, Vision, Short Term Disability, Life Insurance and AD&D commencing 10/1/2011 (Base Yr) OP 1. Please provide this information for period beginning 10/1/2010?

IAW FAR 22.1008-2 -- Section 4(c) Successorship with Incumbent Contractor Collective Bargaining Agreement:

“Section 4(c) of the Act provides that a successor contractor must pay wages and fringe benefits (including accrued wages and benefits and prospective increases) to service employees at least equal to those agreed upon by a predecessor contractor under the following conditions: … (3) The incumbent prime contractor or subcontractor is furnishing such services through the use of service employees whose wages and fringe benefits are the subject of one or more collective bargaining agreements.”

A revised CBA has been uploaded with this RFP. There is no additional data available to provide other than what is already stated in the existing CBA.

29. Ques: Reference: Section B, 016-019 series CLINs, PWS 3.3.13.4 Question: Earlier versions of the PWS indicated a requirement to strip 20 aircraft over the period of the contract (PWS posted 1 Jun 10) and 4 per year (PWS 1 Sep 10). The final CLIN structure shows a quantity of 5 aircraft (2 ACC, 1 Beale, 1 Whiteman, 1 AFMC) stripped per year in the Base Year and in Option Years One and Two for a total of 15 aircraft. CLINs 016-019 for Option Years Three, Four and the Six-Month Extension show NTE values that infer aircraft will be stripped, but no quantity is indicated in those CLINs. Is there a requirement to strip aircraft in Option Years Three, Four and the Six-Month Extension? If so, should a quantity be inserted in each CLIN? If not, should an NTE value be provided for those CLINs?

Government Answer: The T-38 CTP Schedule B was adjusted to reflect a quantity of aircraft each CLIN, each year, including the potential 6-month extension. The T-38 CTP PWS is adjusted as follows in paragraph 3.3.13.4 (inserted) “Although the Schedule B CLINs will indicate up to 28 potential full strips the government projects only 20 full strips over the term of this contract. Inclusion of the additional CLINS will allow the government flexibility in allocating full strip aircraft across ACC, AFGSC and AFMC aircraft as aircraft paint condition dictates.”

30. Ques: Reference: Section B, CLIN 5010, PWS 1.5 Question: CLIN 5010 (Intermediate Maintenance provided by Holloman CRF) mentioned "T-38s assigned to Holloman, Langley and Tyndall AFBs" in the CLIN description. Should Holloman be deleted from the CLIN description since the 7 ACC T-38 aircraft will have been transferred from Holloman to Tyndall in the first Option Year (FY13)?

Government Answer: CLIN 5010 corrected to read "T-38s assigned to Langley and Tyndall AFBs"

31. Ques: Reference: PWS 3.3.8 NDI Question: Please clarify the statement “ Ensure Civil Service and contracted NDI technicians are certified IAW NAS 410.” What is the service provided expected to do in regards to Civil Service Technicians?

Government Answer: Removed reference to civil service within PWS paragraph 3.3.8 .

32. Ques: Reference: PWS 4.2.1 Question: Please clarify what is meant at the last sentence that states “PM Review of requirement. ) Government Answer: Removed erroneous statement “PM review of requirement.”

33. Ques: Reference: Instructions Section L-8.1 and Section M-3.3.1.2.

Question: Second sentence states: “ This volume of the proposal shall consist of two parts: technical and risk.” In addition, sentences 5 through 8 of the same paragraph addresses at length how the offerors should address risk in their proposal. However, there is no Subfactor in Section L showing to address risk as a proposal section nor in the pre-proposal conference slides, instructions for a Risk Proposal Section. Does the technical proposal consist of two parts as described in L-8.1 and is the risk section included in the page count?

Government Answer: Risk should be addressed at the Sub-factor level.

34. Ques: Reference: PWS Section B, Service Summary, paragraph 1.5 Services Summary Table, Performance Objective #2, Resource Management.

Question: Under the referenced performance objective titled “Resource Management” there are references to PWS Section A, Para 2.3, 2.12, 5.4.7, Section C, Para 1.2, 1.3 Appendix D. In addition, the corresponding Performance Standards listed for Resource Management state “Personnel: 200% task coverage at 100% availability, meaning two persons qualified for each task with one available at all times”. The PWS references do not seem to correspond to this Performance Standard.

Government Answer: Corrected PWS references for PWS Section B, Service Summary, paragraph 1.5 Services Summary Table, Performance Objective #2, Resource Management. Expanded language in PWS Section A paragraph 2.2.4.1 concerning “200% task coverage, 100% availability.”

35. Ques: Reference: PWS Section B, Service Summary, paragraph 1.5 Services Summary Table, Performance Objective #2, Resource Management.

Question: Request the Government clarify the intent of this Performance Standard relative to the PWS sections and paragraphs referenced in the Performance Objective column of the table or other PWS sections. The title of Section A, Para 2.3 is “Contract Administration”; the title of 2.12 is “Data Integrity”; the title of 5.4.7 is “Repair Cycle Assets”; Section C references address Government Furnished Property and Services; and Appendix D covers the Quality Management System Requirements. Is it possible that the applicable corresponding PWS references for the 200% task coverage at 100% availability performance standard include Section A, Para 3.2 “Organizational Maintenance”, and 3.3 “Centralized Repair Facility (Holloman) Intermediate Level Maintenance Support”? Please clarify.

Government Answer: References provided to indicate applicable passages within PWS to the specified area. Corrected PWS references for PWS Section B, Service Summary, paragraph 1.5 Services Summary Table, Performance Objective #2, Resource Management. Expanded language in PWS Section A paragraph 2.2.4.1 concerning “200% task coverage, 100% availability.”

• 2029 - 2040

• 3003 - 3012

• 3016 – 3027

• 3031 – 3042

• 4031 – 4042

• 5004 – 5014

• 5018 – 5028

• 5033 – 5042

Clarification requests

• CLIN 3002 – the pdf image didn’t capture the whole CLIN. We can assume there were no changes from the original RFP, but need confirmation.

• CLIN 4016 – “Amount” shows $15,000; “NTE” shows $34,000 for one unit. Please verify.

• CLIN 5032 - the pdf image didn’t capture the whole CLIN. We can assume there were no changes from the original RFP, but need confirmation.

Government Answer: Amendment 0001 had scanner errors in the pdf on Schedule B (the CLINs). No CLINs were deleted. Refer to original document for all CLINs with the exception of CLIN 5042. CLIN 5042 had a quantity change from 12 down to 6 units (to match the 6 month description field). No change to CLIN 3002. No change to CLIN 5032. CLIN 4016 remains $15,000. A split field (caused by the scanner error) shows the $34,000 of another CLIN.

File details come from the government source that posted it. Updated .
