Mark the front of the envelope/box with the following: “Proposal No. FA4890-10-R-0008, ATTN: Capt Jeremy Babb/Stephen Newport, ACC AMIC/PKC, DO NOT OPEN IN MAIL ROOM.” If proposals are hand delivered, offerors shall contact the Contracting Officer at 757-225-7677 or the Senior Contract Manager at 757-764-0657. Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal, at the time of proposal submission, may result in the proposal being unacceptable to the Government and elimination from consideration for award. The Government will accept changes only as a result of discussions or revised proposal requests made by the Government. See FAR Part 15.208 for further information regarding late proposals and guidance.

L-5 DISPOSITION OF PROPOSALS

In compliance with FAR Part 4.8, the Government will retain one copy of all unsuccessful proposals. Extra copies of all proposals will be destroyed in accordance with standard business practice.

L-6 PROPOSAL PREPARATION INSTRUCTIONS

L-6.1. The instructions below prescribe the format of proposals, and describe the approach for the development and presentation of the proposed data. The proposal shall include all of the information requested in the specific instructions. Failure to include all information requested may adversely affect the evaluation.

L-6.2. A proposal that is orderly and sufficiently documented will enable the Government to easily understand and perform a thorough and fair evaluation. The Government may incorporate into this contract, by reference or full text, portions of the successful contractor’s proposal submitted in response to this solicitation as revised and supplemented through the final proposal revision.

L-6.3. Proposal Format. A complete proposal consists of the three (3) separate volumes: Mission Capability, Past Performance, and Price.

L-6.3.1. Page Format. The proposal text shall be printed single-sided. Type size for text shall not be smaller than Microsoft Word Times New Roman 10 point font, single column, normal proportional spacing and one inch (1”) margins (top, bottom, left and right). The text size for charts, tables, graphs, and figures shall be no smaller than Microsoft Word, Times New Roman 8 point font. Text lines and table lines of text shall be single-spaced. Page color for each page of the proposal submission shall be white or ivory.

L-6.3.2. Electronic Copies. Electronic copies of all proposal information for each volume shall be submitted on CD ROM using Microsoft Office 2003 through Microsoft Office 2007 or Adobe PDF Version 9 or earlier, except for Volume III Price - Schedule B, which shall be submitted in Microsoft Excel 2003 through 2007 formats. Offerors may use JPEG images for charts or screen shots. Offerors shall name files in an unambiguous manner, using plain language text, which facilitates the evaluator’s ease of accessing the files for evaluation, using standard naming conventions (e.g., offeror name-volume name.doc for MS Word, offeror name-volume name.xls for MS Excel, offeror name-volume name.PDF for Portable Document Format). Each volume shall be in a single searchable file, with copy/paste capability, and stored in a folder that corresponds to the proposal volume it represents. Offerors shall insert the file name in the header of each document. All disks shall be virus checked prior to submission. Replacement disks/CD ROM shall be required to update the final proposal resulting from any discussions, should they occur. If there is a discrepancy between the paper and electronic copies, the paper copy will take precedence.

L-6.3.3. Organization/Copies/Page Limit. Information submitted shall not exceed the page limits stated below for each volume. Evaluators will only read up to the maximum number of pages specified. If the page limit is exceeded, the pages in excess of the limit will be removed from the applicable volume and will not be considered as part of the evaluation. Copy requirements and page limitations are as follows:

NOTE: One original proposal, which includes a signature on the SF33 in Volume III, shall be submitted. The remaining copies plus original shall be submitted in accordance with the instructions provided in Section L-4 for evaluation.

L-6.3.4. What Counts as a Page. A page shall be an 8 ½” x 11” sheet of paper. Fold-outs shall be kept to a minimum, and shall be used only where a single 8 ½” x 11” page cannot accommodate a table or other graphic. Fold-outs shall not exceed one fold (11” x 17”), and shall count as one page. All material shall be contained within the page limit identified for each volume, and all appendices, charts, graphs, diagrams, tables, photographs, drawings, etc., are included in the page count, with exception of items stated in L-6.3.5.

L-6.3.5. Pages Not Included in Page Count. The organizational chart, acronym list, cross reference matrix, and overview section (for exceptions) will not be included in the page count. Covers for volumes, tables of contents, indices, title pages, and section dividers/tables will not be included in the page count if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. They will be counted if they contain any other information, e.g., diagrams, extraneous data, etc. Pages marked “This page intentionally left blank” will not be counted.

L-7 EXCEPTIONS

The Government intends to award without discussions; therefore, offerors are advised that taking exception to any requirements specified in this solicitation may result in the Government finding the proposal unacceptable. Clarification of Government requirements shall be handled by submitting questions/recommendations within 15 calendar days after final solicitation release date. If offerors still find it necessary to take exception to any of the requirements specified in this solicitation (Sections A through M, to include the PWS and attachments), clearly identify each exception in the overview section of the appropriate volume along with a complete explanation of why the exception was taken and the resulting benefit to the Government. Exception to solicitation requirements may require the Government to amend the solicitation to reflect a changed requirement. The Government will consider the absence of a stated exception to mean the offeror takes no exception to the applicable volume and the proposal will be evaluated as submitted.

L-8 INSTRUCTIONS FOR VOLUME I, MISSION CAPABILTIY (FACTOR 1)

L-8.1. To facilitate evaluation, the Mission Capability Volume shall be specific, detailed, and complete to clearly and fully demonstrate the offeror has a thorough understanding of the PWS requirements for the accomplishment of the effort. This volume of the proposal shall consist of two parts: technical and risk. The offeror shall provide a clear and concise description of how the offeror plans to meet or exceed the requirements, specifically identifying any innovations or efficiencies that would result in cost reductions, cost avoidance, or qualitative improvements resulting in a benefit to the Government in relation to the PWS and subfactors at L-8.1.4 . Statements that the offeror understands, can, or will comply with the PWS (including referenced AF publications, Technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable AF publications, Technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. The offeror shall also cross-reference any offeror identified risk(s) to each subfactor. Provide your risk rating (high, moderate, low) for each risk area and validation for the rating. Describe the approach to minimize the impact of these risks on the overall success of the effort and how risk will be managed/mitigated. Specifically identify any performance standards and metrics you have established in each risk area and explain how performance standards will be used to manage risk. Identify any price impact associated with the proposed approach/identified risks, and cross-reference price impacts to the Price Volume. Offerors should note that data submitted prior to the proposal submission will not be considered in the Government’s evaluation. Therefore, such data should not be relied upon nor incorporated in the Mission Capability Proposal by reference. The Mission Capability Volume shall not contain any pricing data.

L-8.1.1. Cross-Reference Matrix. As part of offerors’ proposals, a separate cross-reference matrix shall be completed and submitted with the Mission Capability Volume. All referenced paragraphs include all subsequent subparagraphs (for example, 5.0 includes 5.1, 5.2, 5.2.1). Offeror shall fill in the columns related to their proposal. This is only a tool to assist in the proposal preparation process. Offerors are ultimately responsible for ensuring that their proposal fully addresses all areas and that all requested information is completed in accordance with Sections L and M of this solicitation. Offerors shall complete the matrix with paragraph number references from the Mission Capability Volume. Offerors may provide additional references to the other columns as deemed necessary. See below table example format:

L-8.1.3. Executive Summary. An Executive Summary, not to exceed 3 pages (pages will not count toward page limit), shall be submitted within the Mission Capability Volume to summarize the most important components of the Mission Capability Volume.

L-8.1.4. Mission Capability Subfactors

L-8.1.4.1. Subfactor A: Program Management.

L-8.1.4.1.1. Management and Integration. Describe the corporate and site specific management concept, organizational structure, and integration plan to execute the mission of the T-38 CTP. Resumes are neither required nor desired. Describe proposed workforce manning levels by functional area and skill mix, to include the number of docks and shifts, and why this workforce is adequate to execute the program. Include rationale on how you plan to staff the program for each labor category, including internal and external sources. With consideration to the aging T-38 workforce, describe the corporate specification of minimum qualifications requirements for staffing positions in each labor category as listed in PWS Appendix K and any additional essential positions as proposed by the contractor. Describe the specific training approach to ensure any required initial, qualification, proficiency, certification, and recurring training actions are taken to provide a qualified workforce with no interruption in service. Describe processes for creating and maintaining a work environment to incentivize employee performance and innovation (e.g., process improvements).

L-8.1.4.2. Subfactor B: Operations and Maintenance

L-8.1.4.2.1. Aircraft, Aircraft Systems, and Equipment Maintenance Management Program. Describe the processes and procedures, as well as any innovations that will be used for prioritizing and controlling the maintenance management program across all disciplines in PWS, Section A. Describes how this aircraft, aircraft systems, and equipment maintenance management approach will be integrated and implemented across all T-38 CTP operating locations. This includes implementation of thorough technical processes and procedures leading to successful accomplishment of meeting the T-38 CTP flying and maintenance program requirements as well as maintenance metrics identified in Section B, Table 1.5, Services Summary Table.

L-8.1.4.2.2. Aircraft Phase Inspection Management. Describe approach to manage T-38 CTP aircraft fleet phase inspection time distribution interval to meet or exceed contractual metrics identified in Section B, Table 1.5, for 52 aircraft assigned to five different operating locations and flying dissimilar flying hour programs. Identify an adequate number of proposed docks and shifts to execute the effort. Describe any innovative approaches to reduce aircraft phase inspection process timelines (turnaround time starts when the aircraft begins Non-Destructive Inspections and concludes when all phase inspection items are completed and the aircraft is ready for Functional Check Flight (FCF)).

L-8.1.4.2.3. Engine and Fuels Systems Repairs Across all Sites. Describe management approach to effectively and efficiently perform, and deploy as required to perform engine and fuel system repairs at the Holloman Central Repair Facility, the four other T-38 CTP operating locations, and other various off-station sites (cross-country) as required to meet or exceed the T-38 CTP flying program requirements and successfully achieve the service summary metrics identified in Section B, Table 1.5. Describe how engine and fuel system repairs personnel will be most effectively utilized during lulls in engine or fuels related maintenance requirements.

L-8.1.4.3. Subfactor C: Transition.

L-8.1.4.3.1. Transition Plan/Phase In. Provide a transition plan for establishing required management processes that will result in continuity of mission support and contract performance and efficiently transitioning/phasing-in resources and personnel. Address the following at a minimum:

· Approach to initiate a proper contractual and customer/service provider relationship between key corporate representatives, ACC AMIC, and host-wing(s) leadership.

· Approach to engage with workforce union(s) to negotiate bridge agreement to collective bargaining agreement(s)

· Key milestones and process flow chart to illustrate actions and utilization of the transition/phase-in period.

· Transition/Phase-in organizational chart with a brief functional statement and proposed staffing and timeline for each position.

· Plan for hiring qualified employees ensuring full operations at contract start.

· Processes and procedures for transitioning/phasing-in all existing work (work orders, requisitions, and items) at each site to prevent interruption in services.

· Proposed controls/procedures to verify that all major subcontracted efforts will be in place as necessary for contract performance.

· Plan to ensure effective QMS execution from day 1 of contract start with special emphasis on adherence to technical data and orders

L-9 INSTRUCTIONS FOR VOLUME II, PAST PEFORMANCE (FACTOR 2)

L-9.1. Contents. The offeror shall submit a Past Performance Volume containing the following:

Past Performance Volume Contents

1
Table of Contents
Not to exceed one (1) page
2
Summary
Not to exceed two (2) pages

See paragraph L-9.1.1

3
Past Performance Information Sheets

4
Organization Structure Change History
Not to exceed two (2) pages (bullet format, narrative not required)

5
Subcontractor/Teaming Partner Consent Letter
See paragraph L-9.1.8

L-9.1.1. Summary. Describe roles of offeror, subcontractors, teaming partners, and/or joint venture partners requiring past performance information IAW paragraph L-9.1.2. Include any Award Fee periods, Award Fee percentage earned, Award Fee grading criteria and grading scale, if applicable.

L-9.1.2. Past and Present Performance Information (PPI) Sheets (Attachment 1). The offeror shall submit information on contracts considered most relevant in demonstrating the ability to perform the proposed effort. This information is required on the offeror, subcontractors, teaming partners, and/or joint venture partners that will perform major or critical portions of the effort. The offeror shall submit a maximum of three (3) contract references, each with a PPI Sheet identifying active or completed contracts, either Government or commercial, for each prime, teaming partner, and/or joint venture partner. The offeror shall also submit, for each major or critical subcontractor, a maximum of three (3) Past Performance contracts, each with a PPI Sheet. IAW FAR 15.305(a)(2)(iii), the Government will allow consideration of key personnel, including current employees and new hires proposed for this contract to be evaluated as part of Past Performance.

L-9.1.3. Recency Determination. Each relevant contract shall have been performed during the last three (3) years from the final solicitation release date. This includes contracts that were awarded prior to this period, but still had performance during the last three years.

L-9.1.4. Relevant Contracts. Submit information on contracts deemed relevant in demonstrating your ability to perform the proposed effort. Include rationale supporting your assertion of relevance. Note that the Government will not consider performance on an effort that concluded more than three (3) years prior to the issuance date of this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate. When applicable, categorize the relevance information into the specific evaluation subfactor(s) used to evaluate the proposal:

Subfactor A: Program Management Subfactor B: Operations and Maintenance Subfactor C: Transition

L-9.1.5. Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this solicitation. As a result, it is sometimes difficult to determine what Past Performance is relevant to this acquisition. To facilitate the Government’s past performance evaluation, the offeror shall include in this proposal volume a "roadmap" describing all such changes in the organization of your company (if applicable), to include specific names and dates. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation. Since the Government intends to consider present and past performance information provided by other sources, as well as that provided by the offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.

L-9.1.6. Past Performance Questionnaires (PPQ) (Attachment 2). The Government requests the offeror send PPQs to each of the Points of Contact (POC) identified on the offeror’s PPI sheet(s) in the Past Performance Volume. POC(s) submit completed PPQs directly to the Government per sample PPQ cover letter at Attachment 3.

L-9.1.7. Other Sources. The Government may utilize references other than those identified by offerors in evaluation of offerors’ past performance. While the Government may elect to consider data obtained from other sources, the burden of providing accurate and complete, recent and relevant PPI that demonstrates the ability to perform this requirement rests with the offeror.

L-9.1.8. Subcontractor/Teaming Partner Consent Form (Attachment 4). Past performance information concerning subcontractor and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontract/teaming partner present and past performance information to the Prime during exchanges. In an effort to assist the Government in assessing your past performance relevancy and confidence, we request that the consent form (attachment 4) be completed by the major subcontractors/teaming partners identified in your proposal. The completed consent forms should be submitted as part of your Past Performance Volume. .

L-10 INSTRUCTIONS FOR VOLUME III, PRICE (FACTOR 3)

L-10.1. The offeror shall provide the proposed price for all fixed price CLINs, including Optional CLINs, listed in Part I, Section B, of the solicitation. This section shall include all unit prices (if applicable) and extended amounts for all fixed price CLINS. For cost reimbursable CLINs, offerors shall provide the proposed, fixed fully-burdened/ handling rate that will be applied to costs, expressed as a percentage, in the description field at each applicable CLIN. The proposed handling rate for each CLIN will be applicable to charges made under that cost reimbursable CLIN and will be incorporated in the successful award. These proposed rates will be fixed rates for the duration of the contract. Cost reimbursable amount plus handling rate will not be more than the Not To Exceed (NTE) amount.

L-10.2. Supporting price backup data. Certified cost or pricing data is not required. However, supporting data is requested. This information will be used to assess whether prices proposed are logical for the work to be performed, and are supported by the offeror’s proposed technical approach. Supporting data should explain the methodology used in developing proposed CLIN prices. Supporting data includes, at a minimum, breakdown (by CLIN) of labor (labor category, number of positions and hours), breakout of other direct costs, indirect rates, and subcontract costs. Supporting data may be submitted in a format selected by the offeror.

L-10.3. Reasonableness. Any inconsistency, whether real or apparent between promised performance and price, shall be explained in the proposal. For example, if the intended use of new and innovative techniques is the basis for an abnormally low price, the nature of these techniques and their impact on the cost or price shall be explained. Any significant inconsistency, if unexplained, raises a fundamental issue of the offeror’s understanding of the nature and scope of the work required and its financial ability to perform the contract, and may be grounds for the rejection of the proposal. The burden of proof as to price credibility rests with the offeror.

L-10.4. Proposal Documentation. In addition to the pricing information requested above, this volume shall also contain the following documents:

L-10.4.1. Completed Standard Form 33, Solicitation, Offer and Award, with acknowledgement of all amendments.

L-10.4.2 Completed Section K, Representations, Certifications and Other Statements of Offerors, or copy of completed online certifications.

L-10.4.3. Description of any exceptions and deviations to the RFP even if noted in any other volume.

L-10.4.4. Identification of the cognizant Defense Contract Audit Agency (DCAA) and DCMA field offices that have oversight to the offeror’s organization. Provide information concerning determinations of the adequacy of your accounting system pertaining to accumulation of costs for the cost reimbursable CLINs. Also, document adequacy and compliance determinations relating to your Disclosure Statement and include information regarding the general financial condition of your firm and specific plans for financing the proposed contract. Provide your previous three (3) fiscal year-end financial statements.

L-10.4.4.1. Since a portion of the contract requirements will be included on a cost reimbursable basis, provide a copy of your Disclosure Statement with the proposal, as well as identification of compliance with Cost Accounting Standards (CAS), if applicable, and any CAS violations and subsequent corrections. Additionally, provide support of a DCMA acceptable purchasing system (if applicable) which is in compliance with your Disclosure Statement.

L-10.5. Small Business Subcontracting Plan (Large Business Only). Provide a Subcontracting Plan that complies with FAR Part 19, Small Business Programs, and its supplements. Identify the percentage of intended business with each of the following small business socioeconomic categories: Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, HUB-Zone Small Business, Small Disadvantaged Business (to include subcontracts with historically black colleges and universities and minority institutions), and Women-Owned Small Business. Pursuant to DFARS 215.305(a)(2), provide evidence to the extent to which the offeror’s evaluated past performance demonstrates compliance with FAR 52.219-8, Utilization of Small Business Concerns and FAR 52.219-9, Small Business Subcontracting Plan.

L-11 DEBRIEFING OF OFFERORS

Debriefings are conducted with the goal of identifying to unsuccessful offerors where changes can be made to improve future Source Selection participation. Successful or unsuccessful offerors may request debriefings by providing a written request to the Procuring Contracting Officer. Debriefings shall be conducted in accordance with FAR 15.505 for pre-award debriefings and FAR 15.506 for post-award debriefings of offerors.

One of the considerations in proposal evaluation is the verification of each offeror’s past and present performance on contracts, which reflect the offeror's ability to perform on the proposed effort. We depend on information received from agencies such as yours, having had first-hand experience with an offeror, for the evaluation of the offeror's performance on those contracts.

Our areas of interest in the offeror are summarized in the enclosed questionnaire. Request your written response no later than XX [15 calendar days after release of solicitation]. This schedule will allow us sufficient time to analyze the data prior to the start of negotiations.

To assist you in preparing your response and expediting your reply, the questionnaire may be filled out by hand and emailed to Stephen Newport at stephen.newport@langley.af.mil and Capt Jeremy Babb at jeremy.babb@langley.af.mil. Section M - Evaluation Factors for Award

CLAUSES INCORPORATED BY REFERENCE

52.217-5
Evaluation Of Options
JUL 1990

M-1 BASIS FOR CONTRACT AWARD

M-1.1. This competitive best value source selection will be conducted in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) MP5315.3, dated March 2009, using source selection procedures. Award will be made to the offeror who is deemed responsible in accordance with Federal Acquisition Regulation (FAR) Part 9; whose proposal conforms to the solicitation’s requirements, and is judged, by an integrated assessment of the evaluation criteria to represent the best value to the Government.

M-1.2. Factor ratings and assessments focus on proposal strengths, deficiencies, uncertainties, weaknesses, performance confidence and price. This may result in an award being made to a higher rated, higher priced offeror where the decision is consistent with the evaluation factors and the Source Selection Authority (SSA) determines that the technical superiority and/or overall business approach and/or superior past performance of the higher priced offeror outweighs the price difference. The SSA bases the source selection decision on an integrated assessment of the evaluation factors and subfactors. While the Government evaluation team and the SSA will strive for maximum objectivity, the source selection process, by its nature, is subjective; therefore, professional judgment is implicit throughout the entire process.

M-1.3. As set forth in Section L, the Government intends to award without discussions. The Government may make a final determination as to whether the offeror’s proposal is acceptable or unacceptable solely on the basis of the initial proposal as submitted. Accordingly, offerors are advised to submit initial proposals that are fully and clearly acceptable without additional information. A competitive range, if required, may be further reduced for purposes of efficiency pursuant to FAR Part 15.306(c)(2).

M-1.4 Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors, subfactors, or aspects (areas listed below subfactors), to be eligible for award.

M-1.5. The successful offeror must be determined responsible in accordance with FAR Part 9.

M-1.6. The Government intends to select one contractor for the T-38 CTP acquisition. However, the Government reserves the right to award no contract at all, depending on the quality of proposal(s) submitted and the availability of funds.

M-1.7. Award will be made on an all or none basis. Offers conditioned on award of less than the full quantity (all CLINs) will not be accepted.

M-2 FINAL PROPOSAL REVISION

M-2.1. The Government intends to make an award based on initial proposals; however, discussions or negotiations may be held and result in a final proposal revision. If it is determined to be in the best interest of the Government to hold discussions, the Government will make a competitive range determination, and discussions will be opened. Formal responses to evaluation notices (if applicable), discussion items, and final proposal revision will be considered in making the best value decision. The Offeror should be aware that a complete understanding as to price, technical proposal, and all the terms and conditions of the proposed contract shall exist between the offeror and the Government at the conclusion of discussions, if discussions are held.

M-2.2. Any revisions or non-concurrence to contract terms and conditions submitted in the final proposal revision may not be subject to further discussion or negotiation, and may render the offer unacceptable to the Government. This provision is not intended to restrict the offeror’s opportunity to revise figures (e.g. prices, discounts, percentages, rates). Rather, it is intended to preclude any misunderstandings by the Government, which could result if new or revised terms and conditions are submitted in the final proposal revision that have not been fully disclosed, discussed and understood during discussions or negotiations. Hence, such new or revised terms and conditions are not solicited and, if submitted in the final proposal revision, may render the offer unacceptable to the Government.

M-3 EVALUATION FACTORS AND METHODOLOGY

M-3.1. Proposals will be evaluated using three evaluation factors: (1) Mission Capability (technical and risk), (2) Past Performance, and (3) Price. Mission Capability is significantly more important than Past Performance and Price. Past Performance is more important than Price. All evaluation factors other than cost or price, when combined, are significantly more important than Price. Price, while not the most important factor, will contribute substantially to the source selection decision. The greater the equality of proposals for factors other than price, the more important price becomes in selecting the best value for the Government.

M-3.2. FACTOR 1: MISSION CAPABILITY

M-3.2.1. There are three (3) subfactors under Mission Capability. They are Program Management, Operations and Maintenance and Transition. The Program Management and Operations and Maintenance subfactors are equal in importance and are the most important subfactors. Transition is the least important subfactor. The Mission Capability evaluation criteria will be evaluated at the subfactor level. Subfactor ratings will not be rolled up to an overall color rating for Mission Capability factor.

M-3.2.1.1. Mission Capability technical rating. Mission Capability subfactor ratings focus on the strengths, deficiencies, uncertainties and weaknesses of the offeror’s proposal and shall be assigned a color rating (Blue-Exceptional, Green-Acceptable, Yellow-Marginal, and Red-Unacceptable) as defined in AFFARS MP5315.3.

M-.3.2.1.1.1. Any features or technical offerings that exceed requirements contained in the PWS and are determined to provide added value to the Government may be considered under a best value determination. However, the Government will ultimately determine, in accordance with the evaluation factors and subfactors, whether or not exceeding the stated PWS requirements provide the best overall benefit to the Government. Offerors are advised that any features or technical offerings that exceed PWS requirements and are accepted by the Government may be incorporated as a requirement in the resultant contract.

M-3.2.1.2. Mission Capability risk rating. The mission capability risk rating focuses on the weaknesses associated with an offeror’s proposed approach. Risk is assessed at the subfactor level, and includes potential for disruption of schedule, increased cost, degradation of performance and the need for increased Government oversight, as well as, the likelihood of unsuccessful contract performance. In conducting the risk assessment, the Government may also consider information provided by the offeror in its proposal as to how the contractor will manage and mitigate risk. Proposal risk will be evaluated using the following ratings: Low, Moderate, High, and Unacceptable, as defined in AFFARS 5315.3.

M-3.2.2. Subfactors for Factor 1: Mission Capability

M-3.2.2.1. Subfactor A: Program Management. The offeror’s proposal will be evaluated on the following:

M-3.2.2.1.1. Management and Integration. Demonstrates a sound management and organizational structure for all functional areas, detailing lines of authority, roles and responsibilities, teaming partners, and subcontractors, to provide successful management and execution of the program. Demonstrates integrated approach to interact with host-wing senior leadership and ACC AMIC personnel to ensure responsiveness to the customer and an effective contractor/government partnership. Demonstrates a sound approach to develop, implement, maintain, and continually improve a comprehensive QMS serving as the foundation of program management that complies with ANSI/ISO/ASQ 9001:2008 requirements and Appendix D of the PWS.
