Nellis ADAIR II RFP Questions and Answers
Question 1
Q: Can the names of attendee’s at the Industry Day be released, via an amendment, to the subject solicitation? Our company would like this for subcontracting opportunities. We are a HUBZone Small Business. Thanks for your consideration.
A: The attendance roster for the January 10th, 2018 industry day was posted on March 8th, 2018.
Question 2
Q: To support the USAF in the process of obtaining the best value in Adversary Air Support Services, ****** requests for a two week proposal submission date extension to 16 April 2018.
****** requests this added time to properly review and coordinate ****** Corporate Approvals of submission and to conduct a thorough evaluation and review of the complete RFP in order to submit clarifying questions to allow sufficient response time.
A: Due to strict timeline objectives that the Government is trying to maintain, the solicitation will not be amended to a later date at this time.
Question 3
Q: What are the typical payment terms to the contractor, e.g. monthly, quarterly, in advance as an accounts receivable?
A: Payment terms will be net 30 upon successful submission and acceptance of invoice. Defense Finance and Accounting Services (DFAS) has been paying faster than 30 days but successful awardees should expect 30 days, per the terms of the contract award.
Question 4
Q: We probably won’t be able to provide a “8 turn 6” sortie rate at the onset; most likely we’ll have just 4 jets. Should we therefore wait until we can do an “8 turn 6,” or simply submit our best efforts now? I don’t want to waste anyone’s time unecessarily.
A: The successful offeror must be able to fly an “8 turn 6” pattern within 180 days after contract award. If you are unable to meet that minimum requirement then your proposal will be receive a deficiency and is unawardable.
Question 5
Q: In order to allow U.S. military training and testing of a significant threat attribute, such as a ready to fly foreign made AESA radar, as well as to increase aircraft availability, would the government consider a second awardee such that the second awardee operates from an off base location such as Creech AFB or Tonopah Test Range Airport?
A: Although the Government was considering a multiple award type contract during acquisition planning, it was determined that a single award IDIQ contract is the most appropriate strategy for the Nellis ADAIR II program. The Government will not consider a second awardee operating from a different airfield from Nellis AFB.

Q: Section L.2.5.1 states “All references to the company name should be removed from the Technical Proposal contents. Only the cover page should have reference to the company.”
Question: Does this apply to the Oral Presentation slides as well?
A: This requirement only applies to written proposals.

Q: Section L.2.5.1 states “All references to the company name should be removed from the Technical Proposal contents. Only the cover page should have reference to the company.”
Question: Does this apply to all proposal volumes?
A: This requirement does apply to all proposal volumes. “The Technical Proposal,” was deleted from L.2.5.1., in the solicitation amendment.
Question 8
Q: In reference to the Oral Presentations, Section L.3.4 states “The offeror shall notify the CO in writing of the name, phone, and email of the individual to whom the Government shall give notice with the submission of the offeror’s proposal.” Section L.3.4 states “The Contracting Officer will notify offerors within one (1) week prior to the proposal close date by phone, email, or FAX of the offeror’s date, location, and time of presentation.” It appears that these two instructions conflict in terms of timeline.
Question: Can the Government please deconflict?
Question: Can the Government please clarify if Oral Presentation Point of Contact information should be provided with proposal submission.
A: The sentence, “The offeror shall notify the CO in writing of the name, phone, and email of the individual to whom the Government shall give notice with the submission of the offeror’s proposal” has been removed per solicitation amendment 1. One week before the solicitation period closes, the Contracting Officer will notify those who requested an oral presentation with the offeror’s date, location, and time for their oral presentation along with ground rules and other administrative information.
Question 9
Q: Section L.4.2 provides the organization of Volume I. Section I contains the Table of Contents, List of Tables and Drawings, and Glossary. This is inconsistent with the organization of the other Volumes. Question: Can the Government please confirm that Volume I differs from the other volume’s organization?
A: A “List of Tables and Drawings” section has been added to the Past Performance Information section in Section L.6.3.
Question 10
Q: Section L.4.2 provides the organization of Volume I. Section 4.2.3 and 4.2.4 are both Section III. Question: Can the Government please clarify?
A: Section L.4.2.4 has been changed to “Section IV.”
Question 11
Q: Section L.5.4.3.1 identifies the requirement to provide a Small Business Subcontracting Plan in accordance with FAR 19.7 and Section L.5.4.3.3 identifies the requirement to provide a Subcontracting Plan in accordance with FAR 19.7.
Question: Can the Government please clarify if this requirement was unintentionally repeated?
A: L.5.4.3.1 “Provide a Small Business Subcontracting Plan in accordance with FAR 19.7” has been deleted.
Question 12
Q: Section L.8.13 states “In reference to current contracts or TOs, provide information on administering or cognizant Government agencies.” Is this requirement for ALL current contracts or only the contracts cited in the PPI Tool?
A: Section L.8.13 has been removed.
Question 13
Q: Section M.4.0 states “The Government requires the Offeror to submit completed past performance questionnaires as part of the evaluation.” There is no mention of past performance questionnaires in Section L, nor is a template provided.
Question: Can the Government please clarify if past performance questionnaires are required?
Question: If past performance questionnaires are required, can the Government please provide the template industry should use to request this information?
A: Past performance questionnaires are required and have been added to Section J as Attachment 7.
Question 14
Q: Section M-7.3.4.3 states “All aircraft being proposed shall include photographic evidence of each aircraft.”
Question: Does the Government want a photo of each individual tail number being proposed or can offerors provide a photo of one of our aircraft being proposed to represent all within that type?
A: The Government will accept one photograph of each aircraft type that is being proposed. If there are significant differences between two of the same aircraft type, then separate photos shall be provided.
Question 15
Q: Section L.2.5.8 ** lists the following items as being excluded from page limitations “Blank Pages, Dividers, Cover Pages, Title Pages, Tabs, Indexes, Table of Contents, Glossaries, Consent Letter, Past Performance Recipient List.”
Question: Can the Government please clarify what Consent Letters this is referring to?
A: Consent Letters are required and have been added as part of the past performance questionnaire in Section J as Attachment 7. In addition to the page count exclusion in L.2.5.8., “Past Performance Questionnaires” have been added.
Question 16
Q: Section L.2.5.8 ** lists the following items as being excluded from page limitations “Blank Pages, Dividers, Cover Pages, Title Pages, Tabs, Indexes, Table of Contents, Glossaries, Consent Letter, Past Performance Recipient List.”
a. Would the Government please clarify what Past Performance Recipients this list is referring to?
b. If past performance questionnaires are required, can the Government please provide the template industry should use to request this information?
A: The Past Performance Recipient List has been removed in L.2.5.8. Please use the PPI Tool provided with the solicitation.
Question 17
Q: Section L 1.14. Mandatory Representations and Certifications states "Complete the necessary fill-ins and representations and certifications (Reps and Certs) in provisions if Reps and Certs differ from content posted to https://www.sam.gov." If offeror Reps and Certs do not differ from those on sam.gov is only a statement referencing SAM.gov Reps and Certs required?
A: A statement referring the Government to representations and certifications provided in SAM is acceptable if they do not differ in the solicitation provision.
Question 18
Q: Section L 5.2.4.1. states "Offers will provide Preliminary Reports, Synopsis Reports, Final Reports, Data Summary, and/or any other equivalent Department of Defense crash investigation board reports. These reports should be submitted in writing as an attachments/handouts for oral presentations and the reports will not be restricted by any page limitation as part of written proposals. ****Note: Offers shall present pertinent details about past aircraft incidents and accidents as part of the oral presentation****
Question: Does the government want offerors to provide these documents in the proposal as attachments in addition to handout for the oral presentation?
A: These documents will only be provided as handouts for oral presentations and should be included in written proposals as well. Furthermore, these documents will not count against the 10 page limitation per Table L-2-1.
Question 19
Q: PWS Paragraph 3.7. states "Small Business Subcontracting Goal Reporting. During contractor performance, awardees shall report how they have performed compared to their goals and the 20% requirement every six months via the Electronic Subcontract Reporting System (eSRS) and the Government shall document performance accordingly. Failure to meet or make positive progress toward meeting the 20% small business subcontracting requirement may negatively impact a contractor’s performance ratings.
Section L 7.7.2.3 table with proposed goals and target for subcontracting provides Small Business goal as 10% of total warded dollars.
Question: Will the government please confirm that the 20% goal included in PWS paragraph 3.7 represents percentage of subcontracting dollars and not total contract dollars?
A: PWS 3.7 was changed to reflect the 10% goal of total awarded dollars. Section L.7.7.2.3 does not exist in the solicitation. Section 5.4.2.3 exists as the table for proposed goals and targets for total awarded dollars and then a subset of subcontract dollars.
Question 20
Q: Section L 2.3 state "In addition to the paper copies required by Table L-2-1, the entire proposal shall be submitted on a virus-free CD-ROM/DVD" Section L 2.4 states "All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal and Model Contract / Representations & Certifications Volumes".
Question: Does the government want offerors to provide pricing (Cost/Price Proposal and Model Contract / Representations & Certifications Volumes) on a separate CD or are all volumes to be contained on one CD?
A: One CD for the entire proposal is acceptable. Furthermore, the offeror’s oral presentations are not required to be submitted with the written proposals. Offerors are permitted to bring their PowerPoint presentation on the assigned date and time on a CD-ROM/DVD. Offerors shall also provide ten (10) printed copies of their PowerPoint presentation for Government evaluators.
L.3.1 “Three paper copies and one electronic copies (via CD-ROM) of all materials shall be submitted on the due date identified in block 9 of the RFP.” Has been removed from the solicitation.
Section 3.6 was added “Offerors are not required to submit PowerPoint presentations as part of their written proposal. Offerors are permitted to bring their PowerPoint presentation on the assigned date and time for Oral Presentations. Offerors shall bring a digital copy on CD- ROM/DVD and ten (10) written copies for Government evaluators.
Question 21
Q: Section M 7.3.4.3 states "All aircraft being proposed shall include photographic evidence of each aircraft. Section L.2.5.1 states “All references to the company name should be removed from the Technical Proposal contents. Only the cover page should have reference to the company.”
Question: May the aircraft images included in the oral presentation, for example those submitted as photographic evidence, have the company name/logo on the aircraft.
A: Aircraft images presented in Oral Presentations may have the company name/logo on the aircraft.
Question 22
Q: Reference PWS 6.1.1 Turn: The speeds identified in the threshold and objective turn rate requirements do not necessarily result in an aircraft’s best instantaneous and sustained turn rates.
Will the Government consider removing the speeds from the requirement to allow more contract aircraft to meet the threshold? This will ultimately result in more competition without any modification to the desired performance and provide more aircraft options and better value.
A: The speed parameter has been deleted from PWS 6.1.1, L.5.1.3, and M.7.3.3.
Question 23
Q: Reference Attachment_4_-_Pricing_Worksheet: The pricing worksheet provided with the solicitation does not allow offerors to provide pricing for modernizations undertaken during contract performance. Allowing offerors to provide a second pricing sheet to reflect potential upgrades will provide the government with the most accurate flight hour price. We have provided an example of the information offerors could present on the two different pricing sheets using the example of a C-172 and a C-172 with XYZ Radar. Per Section M.1.1 “Proposals that meet or exceed minimum or objective requirements will be incorporated into the resutling contract.”

A: This language has been added to L.7.3.4., “Offerors that undergo extensive modification to existing aircraft in the future to improve capability should create a new Line Item Number in the pricing worksheet to reflect any change in price. Furthermore, these changes should be presented and articulated in the technical proposal section.”
Question 24
Q: Will the government accept two pricing spreadsheets to ensure modernizations identified within the Technical Volume are accurately priced?
A: The Government requests only one pricing worksheet. Paragraph L.7.3.4. has been modified to read “Offerors that undergo extensive modification to existing aircraft in the future to improve capability should create a new Line Item Number in the pricing worksheet to reflect any change in price. Furthermore, these changes should be presented and articulated in the technical proposal section.”
Question 25
Q: If this is an acceptable solution, can the Government please specify how the Total Evaluated Price will be evaluated?
A: Please use one pricing worksheet with a new Line Item Number for aircraft that will be upgraded/modernized at a future time. The future time and new Line Item number should be reflected in the appropriate tab on the pricing worksheet. Per L.7.3.12 “The Total Evaluated Price is the combined prices of all five (5) ordering periods.”
Question 26
Q: If this is an acceptable solution, would the Government like offerors to provide a narrative describing the information portrayed in each spreadsheet?
A: Narrative information describing same type aircraft with future capabilities should be described in Subfactor 2 – Implementation Approach, Contemplated Post-Award Aircraft Modifications Element.
