Question 37
Q: The excel file used for pricing creates a unique challenge by automatically allocating flight hours evenly across all tail numbers offered in a proposal. It remains an unknown on how the government intends to allocate flight hours across multiple platforms with varying CPFH rates. As a result, several concerns are highlighted below:
1. Offerors may have various types of aircraft that could potentially be priced differently. This creates optionality for the government, however, may also pose as a challenge in the evaluated portion of the pricing worksheet.
For example:
• Offeror 1 - 10x F-5 aircraft at $10,000/hr
• Offeror 2 - 10x F-5 fighters at $10,000/hr + 10x F-16’s at $15,000/hr
In the scenario above, both offerors could potentially meet the minimum threshold and turn pattern requirements with 10x F-5’s priced the same at $10,000/hr. If the government chooses to allocate flight hours for only the F-5 option, the end result is both offerors meeting this requirement. However, offeror 1 will have a lower evaluated price based on how the formulas on the pricing worksheet calculate the data. Therefore, offeror 2 will be at a disadvantage to offeror 1, due to the pricing evaluation calculations automatically assuming equality throughout all offered platforms (i.e. F-5s vs F-5s + F-16s). As a result, offeror 2 may choose to only bid 10x F-5’s and forgo the 10x F-16’s out of concern for an overinflated evaluated price.
2. In addition, with the inclusion of optional aircraft modernization CLINs now added to the revised pricing worksheet, a similar situation may occur resulting in a reluctance to offering modernized options due to the same flight hour allocation dilemma.
For example:
• Offeror 1 - 10x F-16’s at $15,000/hr
• Offeror 2 - 10x F-16’s at $15,000/hr + 10x modernized F-16’s at $20,000/hr
In the scenario above, both offerors could potentially meet the minimum threshold and turn pattern requirements with 10x F-16’s at $15,000/hr. If the government determines that the baseline F-16’s meet all requirements, offeror 1 would ultimately have the lower evaluated price for the same reasons stated above. As a result, even though offeror 2 has a comparable solution and price, they are at a disadvantage due to embedded formulas in the pricing worksheet automatically assigning an even distribution of flight hours to the higher priced (modernized) F- 16’s.
A: The Cost or Price Factor will be evaluated for affordability with regards to L.7.2.8. Any aircraft type that exceeds $25,000 per flight hour (to include the cost of fuel per flight hour) will be determined to be unaffordable. The Government will compare the Total Evaluated Price to the budgetary information included in L.7.2. If the offeror’s Total Evaluated Price in the worksheet exceeds budgetary information, then it is not necessarily unaffordable. For example, if an award is made to an offeror with a high dollar flying hour aircraft, then all planned hours may not necessarily be flown due to yearly budget constraints.
Question 38
Q: Is it intended for the ADAIR Pricing Matrix Worksheet to take the place of the Schedule/Section B CLIN Pricing contained in the front section of the RFP.
A: The offeror is not required to fill out Section B of the RFP and is only required to fill out Attachment 4 - ADAIR II Pricing Worksheet. The resulting contract award will have CLIN(s) for dry flight hours per aircraft type(s) and a CLIN for aviation fuel for each year and each ordering period.
Question 39
Q: If it is required to enter and submit CLIN Pricing Data into the blanks of RFP Section B, what is expected to be entered into the Fuel Clins?
A: It is not required to fill out CLINS in RFP Section B.
Question 40
Q: Is the annual and total budget for this contract, as expressed in the RFP, meant to include the Fuel Costs as calculated in the ADAIR Pricing Matrix Worksheet.
A: The annual and total budget includes all cost to include fuel. The resulting IDIQ contract will have a price ceiling of $280,000,000.00.
Question 41
Q: Is the Government requiring industry to present on a government computer or can we bring our own?
A: Offerors are permitted to bring their own computers and associated equipment. The Government is providing a laptop computer, projector, screen, and speakers for offerors.
Offerors are permitted to bring their own commercially available WIFI or use the Club’s commercial WIFI. Offerors are advised that the base is known to have weak cellular reception and the Club’s WIFI can also be unreliable at times. Per L.3.6 “Offerors shall bring a digital copy on a CD-ROM/DVD and ten (10) printed copies for Government evaluators on the date of oral presentations.”
Question 42
Q: The Excel worksheet will not auto-calculate.
A: Go to File, select Options, select Formulas, and select “Automatic” under Workbook Calculation.
