MACC Technical Questions and Answers (Part 3)

1. Are As-Built Drawings, RKMF 16-0062 Repair Courtroom, Building 16, available in ACAD format?

Response: Yes. See Amendment 6 attachment CAD Drawings, RKMF 16-0062 Rpr

Courtroom, Bldg 16

2. The RFP indicates that the project design is to be delivered in CADD but does not specify if the intention is for 2D CADD (i.e. AutoCAD) or 3D Building Information

Modeling (BIM). Please confirm that the design is to be delivered in 2D and that no BIM is required for this project.

Response: The requirement for this demonstration project is 2D AutoCAD Version

2014 or later. BIM is not required at this time but may be identified as a requirement on future task orders.

3. The requirement for the carpet to have a face weight of 26 oz/sq. yd. will limit aesthetic choices without providing for increased quality. The aesthetics of the carpet will be severely sacrificed due to the design and limited options manufacturers provide under their standard options. The face weight of a carpet does not necessarily suggest how the carpet will stand up to use and traffic rating categories as one can specify a face weight significantly less, say 18 ounces, and still have technical specifications that meet and/or even exceed that of a 26 ounce carpet. Please verify that a 26 ounce face-weight is truly required for the project.

Response: See Amendment 6 attachment 60, ETL 07-4 Air Force Carpet Standard for technical and aesthetic criteria listed under §1.6.4 Codes & Standards. The latest SOW is dated 20 July 2016.

4. Please clarify if the intention is for the judges stand is to be faced with casework.

Response: There is no requirement to provide casework for the judge’s bench.

5. It does not appear that restroom finished are identified to be demo’d. Pleases verify that restroom floor tile, wainscot, vanities and partitions are to remain as-is.

Response: The existing restrooms are not in the project scope and are to remain as is.

6. The door indicated as Door #9 on the existing condition drawings is not indicated to on the conceptual plan; neither to be demo’d nor incorporated. It cannot be located/identified on the provided exterior building photos. Please confirm that the indicated door is not present on the existing building.

Response: Door #9 that is shown on the as-built drawings no longer exists. It may have been part of the original construction but has since been removed.

7. Please confirm if the contract is to include an FF&E procurement package.

Response: No Furnishings, Fixtures, & Equipment (FF&E) unless specifically called for in the SOW are included.

8. The RFP indicates a requirement for wet-stamped drawing at the 100% design submittal phase. Wet stamping is typically not required and is logistically cumbersome with multiple design disciplines in diverse locations. Please confirm if electronic placement of A/E stamp and signatures will be acceptable.

Response: See Amendment 6; Atch 01 MACC SOW Revision 1 & Atch

Electronic placement of A/E stamp and signatures will be acceptable.

9. For Attachment 41 AF 3064 Progress Schedule, will we be required to obtain a digital signature in order to sign the form?

a. Is the percentage value in Column C based on the project value or the project duration?

Response: The percentage value in Column C is based on the project value.

Additionally, the AF3064 must be supplemented with a Schedule of Values worksheet (See Atch 43_Schedule of Values Template UNLOCKED) which will identify each sub-element of work along with its dollar and percentage values of the project work.

b. In Columns D through Q, are the percentages entered the percentage of the item completed of the percentage of the entire project completed?

Response: The percentages entered are the percentages completed for the Line

Item or Work Element for that week. These Line Item percentages are also added to show scheduled “Weekly Percentages” and “Cumulative Totals” at the bottom of the page.

10. Section 01 11 00 1.3.2.1.1 indicates that the courtroom and support areas are to be provided. Other than the judges counter, are there any other fixtures and/or furnishings we are to include in our proposal (jury chairs, counsel area tables and chairs, etc.)?

a. If so, what are those items?

Response: No furnishings are included or to be provided. See response to

Question 7.

11. On the Bid Schedule (Attachment 58), CLIN 02 is identified as Other Design

Support Services. Are these the services that are defined at ¶1.3.1.2 Indirect Design Costs in Attachment 53 Statement of Work RKMF Rpr Courtroom?

Response: Yes, Other Design Support and Indirect Design Cost defined under

§1.3.1.2 of the SOW are the same.

12. For the Technical Proposal we are directed to include a completed Attachment 43

Schedule of Values. The Note states “Schedule of Values should include percentages only and no cost/price information. However, the percentages (Column D) are auto-calculating based on cost/price data entered into Column C. How should this be handled?

a. Complete the form with price/cost data and then hide Column C and create a pdf version showing only Columns A, B, and D (this won’t work if we are required to submit an electronic version, Excel, of the form – Column could be unhidden)?

b. Or, should we manually enter the percentages in to Column D overwriting the auto-calculation?

Response: This response applies to both 12a & 12b above. The Note should have stated “Schedule of Values should include percentages only and no cost/price information is required.” It is true that these percentages will auto-calculate based on the cost data entered. Hiding the cost column is perfectly okay. It was not the intent of the government to not know the cost data. Line Items costs can be calculated anyway by multiplying the percentages with the project cost.

13. For Attachment 43 Schedule of Value should we add and/or delete items as required for the project?

a. If so will require a version of the spreadsheet that is not locked. Can one be made available?

Response: Yes, See Amendment 6; Atch 43_Schedule of Values Template

UNLOCKED.

14. How is the workbook Attachment 40 – AF Form 3052 to be used?

a. Are the design costs to be included?

Response: Yes, design costs are to be included.

b. In addition to the summary page, there are 16 worksheets linked to the summary page.

i. Is each worksheet for a specific scope of work?

Response: No. Each worksheet does not have to be for a specific scope of work; but it is a good idea to group the line items into their work divisions.

ii. Or, if we come to the bottom of Sht01, do we proceed to Sht02 with the next item?

Response: Yes. Once Sht01 is completely filled, it will automatically calculate a sheet total at the bottom. You then proceed to the next sheet and so on.

iii. If they are for specific scopes of work, what are those scopes and how do they correlate with the worksheets?

Response: See response to Question 14.b.i above.

15. Who is responsible for providing and installing the new temperature controls for the new split systems?

Response: The successful offeror is responsible for the new temperature controls of the new HVAC systems.

16. Are the existing building controls currently connected to the base wide EMCS at

Building 812?

Response: Bldg 16 is not connected to the base EMCS nor is there a requirement to do so.

17. Who is responsible for providing and installing the occupancy sensors throughout the existing facility per 1.3.2.7.2?

Response: The successful offeror will be responsible for providing and installing the occupancy sensors.

18. How many occupancy sensors shall be provided per 1.3.2.7.2?

Response: The final design will determine the number of sensors.

19. Is the intent to have the occupancy sensors connected to the base wide EMCS?

Response: No. Occupancy sensors do not connect to the base-wide EMCS.

20. Who is responsible for the demolition of the existing controls?

Response: The successful offeror will be responsible for demolishing the existing controls.

21. Request that the CAD As-built drawings for Bldg 16 be made available for use by the designers during the bid phase of the MACC. This will greatly assist the creation of the 35% design that is required as part of the bid package.

Response: See response to Question 1.

22. Could not find an existing Site Plan in the pdf As-builts, (Attachment # 57). The

Title Page shows that it should be page C1. Can you please make page C-1 of the As-builts available to the bidders, preferably in CAD.

Response: A Location, Utility, and Grading Plan (labeled C_PL_01) in AutoCAD was provided under Appendix 1 of the SOW.

23. 1.3.2.1.9 Provide carpet, nylon, commercial-grade, and a minimum face weight of 28 ounces per square yard.

a. Can you provide carpet specs?

Response: See response to Question 3.

b. Can we install carpet tiles? Or does carpet needs to be roll-carpet?

Response: Carpet tiles are allowed. Refer to ETL 07-4.

c. What type of wall cove are you looking for?

Response: Rubber/Vinyl Base Cove.

d. Wall cove to be 4" or 6" inches?

Response: 6” high.

24. 1.3.2.2.2 Provide plumbing fixtures (water closet and lavatory) along with the associated waste, drain, vent, and water supply piping for the new unisex restroom adjoining the jury deliberation room.

a. Are we to demo all partitions and replace with new partitions?

Response: The above statement is for the Unisex restroom adjoining the jury deliberation room only. Existing Men’s & Women’s restrooms are to remain and are not in the project scope.

b. Are we just to remove all existing urinals and partitions? and not replace? Note:

(New Unisex Restrooms).

Response: The new Unisex restroom adjoining the jury deliberation room is to receive all new plumbing fixtures. Existing Men’s & Women’s restrooms are to remain and are not in the project scope.

c. Can you provide water closets, faucets and lavatory specs?

Response: Specifications will be done during the design segment of this design-build contract by the Designer of Record (DOR) using Division 22 from the

Construction Specifications Institute MasterFormat Guide Specs.

25. 1.3.2.5.2 Provide conduit, j-boxes, appropriate audio-visual cables (HDMI and VGA with 3.5mm audio), and face plates with the proper jacks (HDMI and VGA with 3.5mm audio, all female) at two monitor locations from a single computer location in the courtroom area for recording and presentations. Televisions/monitors to include mounting hardware, patch cables, and computer equipment shall be government-furnished and government-installed after taking beneficial occupancy of the facility.

Location of monitors and computer system shall be finalized during design.

a. Are we responsible for final connections and terminations?

Response: The successful offeror shall provide the face/wall plates, install cables and terminate at the appropriate jacks. Patch cables from the wall plates to the government-furnished, government-installed computer and monitors will be by the government.

b. Are we to provide all fiber?

Response: There is no fiber required in this demonstration project. Only

Category 6 copper UTP cables need to be provided.

26. Can you please clarify what underground electrical are we doing? It does not reflect on scope of work.

Response: Other than concrete encasing of the existing underground lines, there is no underground electrical work in this demonstration project.

27. What do we do with line items on attachment 43 Schedule of values not being used?

Response: The Schedule of Values was provided as a template only. The work elements should be modified for the specific project. An unlocked version of the

Schedule of Values template was provided as an attachment to the response to

Question 13.

28. Attachments 28- 34 reference to a transformer. Are we to relocate existing transformer or provide a new transformer?

a. Or attachments for information ONLY? Nothing on SOW.

Response: The various attachments are for the Basic MACC contract and may not apply to every task order issued. There is no requirement to relocate the existing transformer or provide new under this demonstration project.

29. 1.1.1.3 Professional Certification: The process of affixing a seal or statement to a drawing or design document to indicate that the work to which it is affixed has been performed by a person licensed as a professional, in that area of expertise, in the state of

Nevada.

a. Can you please clarify that Professional Person has to be licensed in the State of

Nevada ONLY?

Response: §1.1.1.3 has been revised by deleting “in the state of Nevada”. See updated SOW dated 20 July 2016. Licensure from other states other than Nevada is acceptable.

b. Will Professional Person licensed in other States other than Nevada be accepted?

Response: See answer to question 29 (a) above.

30. Specifications Section 01 11 00, paragraph 1.9 ‘Codes & Standards’ does not list

UFC 1-200-02 ‘High Performance and Sustainable Building Requirements’ as a specific requirement. However, under the list of requirements the section lists ‘Clark County, State of Nevada, and Federal standards, codes and laws or other higher authority documents as applicable’ that the team shall follow. Please confirm that UFC 1-200-02 does not apply to this project.

Response: UFC 1-200-02 does not apply to this project.

31. Specifications Section 01 11 00, paragraph 1.9 ‘Codes & Standards’ lists ICD/ICS

705 as a requirement for SCIF facilities. Please identify rooms that shall be SCIF compliant. In addition, will these rooms require wire mesh and/or RFID shielding? Will the mechanical ductwork require an acoustical boot (Z-duct penetrations)?

Response: ICD/ICS 705 is listed in the Basic MACC contract as the document to follow for construction of SCIFs only. No part of this demonstration project is going to be a SCIF. Therefore, none of the items mentioned above are required.

32. Interior Wood Doors. Interior wood doors shall be solid core wood, custom grade, balance matched, quarter sawn or plain sliced veneer. Wood doors shall be factory or field finished with tinted polyurethane stain with low gloss sheen. Fire rated doors shall comply with NFPA 80. Provide acoustically rated doors and frames with Sound

Transmission Class (STC) rating of 45 in the jury deliberation room and the three (3) offices on the north end of the facility. Door finish color shall be coordinated with interior color palette.

For the Walls

a. Interior walls. Remove and dispose complete interior wall assemblies from floor to ceiling to include doors, electrical and communication devices on and in the walls, except for the following areas: restrooms, break room and mechanical/electrical room. Provide new interior wall assemblies with steel studs and a layer of 5/8” gypsum wallboard on each side. Mud, tape, and provide a smooth Level 4 drywall finish. Apply primer and two coats of paint to match the new customer-selected interior color scheme. Walls for the jury deliberation room and the three (3) offices on the north end require a Sound

Transmission Class (STC) rating of 50, so in-person and telephone conversations remain confidential.

b. Do you what the door and the walls to have the same STC? If so What is the correct STC?

Response: The STC-50 rating for the walls and STC-45 rating for the doors were taken verbatim from the Facilities Criteria for AF Courtrooms. It only makes sense for the entire assembly (doors and walls) to have the same rating. For this reason, §1.3.2.1.6.1 was revised to change the requirement for the doors and frames to STC 50. See updated SOW dated 20 July 2016.

33. How many design meetings are anticipated between the interested parties for the development of the 100% drawings?

Response: Please refer to §1.6.1 of the SOW.

34. The SOW states there was an ACM/LBP survey completed that indicates the absence of ACM or LBP materials. Clark County dictates before any demo can be accomplished the report has to be less than a year old or another one is required. What is the date of the most recent ACM/LBP report for building 16?

Response: See Amendment 6; Atch 56_Asbestos & LBP Reports, RKMF 16-0062

35. The SOW indicates raised floors for several areas and applications. Do any of these raised floors need to be access panel flooring with 24”x24” removable tiles?

Response: Access panel raised flooring for the elevated areas is not required.

36. Is the sound attenuation for the deliberation room and the offices going to require white noise generators?

Response: No white noise generators are required for the rooms that are to be constructed with sound attenuation.

37. The doors in the SOW are listed as STC 45 for the deliberation room and offices and

STC 50 for the walls. Is this acceptable or are the doors required to be STC 50 as well?

Response: See response to Question 32.

38. The SOW indicates the awnings be architecturally compatible. There are several types in the area and that are acceptable in the base specifications. Will the awnings be standing seam metal panels, flat ceramic tile or a flat roof with a parapet and scuppers for drainage?

Response: While all the types mentioned are acceptable in the base specifications, we are only looking for compatibility with the existing structure.

39. The SOW requires a test and balance of the HVAC system. Is there an expected occupancy load for the building to base calculations on?

Response: The anticipated peak occupancy load is 50 personnel.

40. The SOW requires the water and the electric meters be tied into the Energy

Management Control System. The HVAC is Johnson Controls are the water and the electrical meters SCADA compatible and need to be programmed into the existing system?

Response: The meters will be tied in to the base VLAN and not into the Base

EMCS. This also applies to the new gas meter. See Amendment 6; Atch 61_ AF

Facility Metering Policy & Atch 62_ Nellis_Creech AFB Facility Metering

Requirements

41. Is the building currently connected to the EMCS at bldg. 812?

Response: See response to Question 16.

42. Is the government requiring that the occupancy sensors be tied into the EMCS system at building 812?

Response: There is no requirement to tie the occupancy sensors into the base

EMCS.

43. The Transformer pad adjacent to the tree being removed display’s a large amount of cracking and damage. Is there a requirement in this project to perform any repair or replacement work to this pad?

Response: Repair of the existing transformer pad is not in the scope of this project.

44. There is a substantial amount of exposed batt insulation above the drop ceiling. Is the insulation to be removed, replaced or remain?

Response: See Amendment 6; Atch 53_Statement of Work, RKMF 16-0062 Rpr

Courtroom, Bldg 16 Revision 2. Paragraph 1.3.2.1.5.

45. Please provide specifics on power feed to the building. Dwg E-1 shows a new feed coming from the back side. Was this installed and is it the main power source?

Response: See Atch 57_As-Built Drawings, RKMF 16-0062 Rpr Courtroom, Bldg

16 Sheet E-1.

46. Information regarding the underground piping and conduit information for electrical power lines and gas lines located in front of the building is needed. Will the new extended vestibule impact existing utilities in this area?

Response: The existing underground utility lines that will be under the new vestibule landing and handicap ramp are to be exposed and encased in concrete.

47. What is the elevation/height of the concrete landing and stairs and ramp that go to the front entrance? The drawings refer to civil drawings that are not included in the drawing set.

Response: The elevation of the concrete landing is 101.6 per Sheet C-GP_01 of the as-built drawings in AutoCAD.

48. Text indicates that doors should be refurbished and reused. All new doors require specifications that the old doors will not meet. Are there specific doors that are needed to be reused and if not what should be done with the old doors?

Response: I could not find the text in the latest SOW indicating that the doors should be refurbished and reused. The requirement is to provide all new doors and frames, except for the existing restrooms and break room. These 3 doors are to remain but will be refinished to match the new color scheme.

49. Sec 1.3.2.5.1 - (15) quads & (30) duplexes is more than the (60) Cat 6 drops called for. Can we get clarification and direction on where they want drops and where they want the network switch/server?

§1.3.2.5.1 of the SOW states “Install new sixty (60) Cat 6 drops (15 quads, 30 duplexes, or a combination of quads and duplexes) throughout the facility.” It does not state 15 quads and 30 duplexes. Drop locations will be finalized during design. The new network switch and patch panels shall be installed in the existing comm rack located in a cabinet in the existing break room.

50. Are we required to provide Air Force Forms 66 (AF66), "Schedule of Material

Submittals” with the RFP and all or any submittals?

Response: No.

51. There is no mention of Fire Suppression system, are we to leave it as is?

Response: The facility has no existing fire suppression system and one is not required.

52. Are the existing Building Controls currently connected to the Base wide EMCS at

Bldg. 812?

Response: No. Bldg 16 is not connected to the base wide EMCS and there is no requirement to do so due to the size of the installed HVAC units.

53. How many occupancy sensors are to be provided?

Response: See response to Question 18.

54. Are the Occupancy Sensors that are to be installed, are they to be connected to the

BASE EMCS?

Response: See response to Question 42.

55. Are we to assume that the drawings provided in the RFP for the seed project are 35% complete?

Response: The drawings we provided are not considered to be at 35% design level.

The first required design submittal after contract award is a 65% design. Please refer to the Basic MACC requirements for what is expected on the 35% design submittal.

56. Are you requiring we submit the 35% design attachments 53 through 58 in their entirety in our proposal with any modifications or changes or do you just want us to respond with a narrative of the errors and omissions? E.2. b. states: “(b.) 35% Design:

Statement of Work and the demonstration project Attachments 53 through 58 and is free of errors and or omissions.” Amendment 3, in the MACC Questions and Answers (Part

1), allowed unlimited pages to respond to this statement. This leads us to believe there is an extensive document to be included. A statement in a narrative or design documents or both.

Response: No. Attachments 53 through 57 are not to be submitted as part of your proposal. However, attachment 58 is to be submitted in accordance G 2.

Additionally, only the 35% design is unlimited.

57. Please provide all attachment drawings in AutoCAD for design purpose

Response: See response to Questions 1 & 21.

58. Please provide AutoCAD title block for 35% design

Response: Yes. See Amendment 6 attachment CAD Drawings, RKMF 16-0062 Rpr

Courtroom, Bldg 16.

59. Please advise if 11x17 can be acceptable for 35% design MACC SOW calls 6 hard opies of ANSI C or ARCH C and 10 CDs.

Response: Please refer to §1.4.3 to Atch 01 MACC SOW Revision 1 for specific requirements for the 35% design submittals. Additionally, Section L, Instruction to offerors, paragraph E states the number of copies required with proposal submission”.

60. Will the STC rated walls be continuous to roof deck or stop above ceiling and have sound attenuating insulation on top? – SOW 1.3.2.1.2

Response: Since this construction is not to meet SCIF standards, STC rated walls do not have to go true-floor to true-ceiling. Walls can stop above the ceiling with sound attenuating insulation on top of the ceiling.

61. Please confirm if STC testing is required upon completion.

Response: STC testing will not be performed; but, design and construction of wall assemblies will be verified to meet the Gypsum Association Sound Control Design

Manual.

62. Is the entire ceiling to have batt insulation for sound attenuation? – SOW 1.3.2.1.5

Response: Yes. See question 44

63. The conceptual floor plan only shows two risers for the 16" elevated judges bench, do the steps need to be ABA compliant? Do steps to 8" elevated jury box need to be ABA compliant? - SOW1.3.2.1.8

Response: No. These elevated areas do not need to be ABA compliant.

64. There is wall fur-out for monitors, new sound damping gypsum and window infill framing along the same wall, would it be better to fur-out entire wall? – SOW 1.2.3.1.9.

Response: Yes. Fur-out that entire wall to eliminate any jogs on the wall surface.

65. Is Deliberation restroom required to be ABA compliant? – SOW 1.3.2.1.10

Response: No. The Unisex restroom adjoining the jury deliberation does not have to be ABA compliant.

66. Constructing main entry vestibule walls outside the columns would place them outside the roof above, demo and replace roof or try to tie-in a new flashing back to existing? – SOW 1.3.2.1.11

Response: The two side wall enclosures do not have to be constructed outside the existing columns. These can be stud walls built between each column to the building exterior wall with sheetrock on the inside surface and stucco on the outside surface to match the color and texture of what’s existing. The front enclosure where the new outer door of the vestibule will be hung is possibly the only wall enclosure that would be built over the column surface. This to ensure the wheelchair maneuvering clearances are met.

67. The entry to the Deliberation room is odd with drinking fountain there, can door be moved to corridor?

Response: The provided floor plan is “conceptual” only. Any improvements developed during the design stage is more than welcome.

68. There is a dimensional bust along the southeast wall on plan A-1 between window/door locations and the overall 60'-0" dimension.

Response: There is no dimensional bust along the southeast wall that we see. Is it possible that you did not account for the 1’-4” of wall from the edge of the double door to the southeast corner of the building? The dimensions add up to 60’-0”.

The AutoCAD file for this drawing is being provided along with all available as-built drawings we have on file.

69. There is a dimensional bust along the northwest wall between plan A-1 and the conceptual floor plan.

Response: Sheet A-1 of the as-built drawings shows the northwest wall to be 60’-0” while the Conceptual Floor Plan shows it to be 58’-4”. The 60’-0” is shown from outside wall to outside wall while the 58’-4” is shown to be measured from the inside wall to inside wall. This tells me that the exterior walls are about 10” thick.

70. Is there latitude in the conceptual floor plan layout? The attorney tables facing the jury instead of the judge seems a little odd and it seems the jurors closest the gallery would have a hard time seeing anyone in the witness stand. Also, looking at plan P-1 wouldn't it be easier to put the new restroom on the other side of the existing restrooms due to the existing sewer location?

Response: There is definitely latitude in modifying the conceptual floor plan. It is actually encouraged for the designer to make improvements. As far as the new

Unisex restroom, putting it on the other side of the existing restroom to be closer to the sewer lines would take up space in the existing break room. Additionally, the new restroom was meant to be used exclusively by the jurors and is the reason for it to be located next to the jury deliberation room.

71. Does the existing electric service remain?

Response: The existing electrical service is to remain.

72. What is the transformer capacity and main circuit breaker rating?

Response: The existing transformer is 112.5kVA as noted on Sheet E-1 of the as-built drawings. The main circuit breaker is 225A. This was also verified on site by

CE.

73. The list of applicable codes does not include an energy code. Which is the applicable energy code to the project?

Response: There is no specific electrical energy code required for this demonstration project. However, future task orders may include applicable codes but will be clearly spelled out in the SOO or SOW.

74. Since most of the lighting is removed, the new installation would most likely need to meet current energy code. This would prohibit the use of T8 lamps due to the power density requirements of newer energy codes. Is this project exempt from energy codes?

Response: See Atch 53_Statement of Work, RKMF 16-0062 Rpr Courtroom, Bldg

16 Revision 2, Paragraph 1.3.2.1.5 Note.

75. Is there a checklist or some documented requirements for the 35% submission?

Response: The requirements for each level of design are spelled out in Atch 01

MACC SOW Revision 1.

76. SOW Par 1.3.2.6.3 Fire Protection: Fire Alarm and Mass Notification states that the existing fire alarm and mass notification systems have been recently updated and are in good working condition. It states to relocate the existing devices as per the reconfigured space. Page E-4 of the provided As-built Drawings has a date of 4 Jul 1995. Please provide the current As-built Drawings of the recently updated fire alarm and mass notification system.

Response: That statement was written with the expectation that the fire alarm system and mass notification system upgrades to Bldg 16 would have been completed prior to issuance of the construction NTP on this demonstration project. The design-build contract to upgrade the FA and MNS has been awarded and is currently 95% design complete. Therefore, as-built drawings are not available.

77. Attachment 59, the Concept Plan, shows the Mechanical Room door as being a single door. The As-built drawings and confirmation at the July 7, 2016 job walk showed that there are double doors at the Mechanical Room. Does the government want the existing Mechanical Room doors to be made into a single door? Please confirm.

Response: The existing double door in the mechanical room is to remain as-is.

78. At the July 7, 2016 job walk, it was pointed out that there is an existing gas line coming from the North Parking Lot and running under the existing concrete walkway which runs parallel to the front of Bldg 16. Does the government want the existing gas line to be encased in concrete?

Response: See response to Question 46.

79. At the July 7, 2016 job walk, it was pointed out that there are underground electrical feeders coming from the power pole that is located next to the street towards the front of the building. Does the government want these to be encapsulated in concrete?

Response: See response to Question 46.

80. At the job walk, it was observed that the existing walls have a wall covering that appears to be thin fabric. Does the government want the existing wall covering to remain on the walls that are not being demoed? Does the government want new wall covering on the new walls?

Response: Please note that §1.3.2.1.3 of the SOW requires that 5/8” thick, gypsum sound dampening panels (QuietRock) be provided on the inside of the perimeter walls, except the restrooms, break room and mechanical room. Other than painting, there is no requirement for wall covering on the new walls.

81. Can we utilize the rooftop packaged equipment for this project? The rooftop units will be capable of providing the air economizer, in compliance with 2012 IECC (Energy conservation code)?

Response: The base tries to keep roof-mounted equipment and roof penetrations to a minimum. Additionally, roof-mounted equipment shall be screened from view.

New HVAC units are to be pad-mounted similar to the existing.

82. Is there any weight limitation, based on the existing structure that we need to follow, when selecting the rooftop equipment?

Response: This is related to the Question 81 above. No rooftop equipment shall be used on this demonstration project.

83. Do we need to provide the rooftop equipment screening?

Response: This is related to the Questions 81 and 82 above. No rooftop equipment shall be used on this demonstration project.

84. Is there any requirement to interface the control system with the campus BMS, or stand-alone control system is acceptable?

Response: There is no requirement to connect the control system to the base EMCS.

A stand-alone control system is acceptable.

85. Is the natural gas available on the site? We would like to utilize the gas fired rooftop units for energy efficiency.

Response: Natural gas is available on site. However, rooftop units are not approved for use on this project.

86. We have completed our preliminary code analysis and based on the building not having a fire sprinkler system, a rated corridor system will be required. Are we allowed to re-configure the Gallery so the rated corridor is continuous to the existing exit?

Response: Reconfiguration of the conceptual floor plan is allowed and highly encouraged to improve the layout and comply with any code requirements.

87. The Existing offices 102, 104 along with the exterior walls in the court and deliberation spaces have communication and power outlets on the walls that are to remain. Are these devices to remain or be replaced? If replaced, may the conduit and J-boxes be reused?

Response: Please note that §1.3.2.1.3 of the SOW requires that 5/8” thick, gypsum sound dampening panels (QuietRock) be provided on the inside of the perimeter walls, except the restrooms, break room and mechanical room. Existing conduits may be reused but j-boxes would have to be replaced or extended to accommodate the thickness of the QuietRock. If comm outlets are reused, ensure the following minimum requirements per §2.7.2 of the Nellis-Creech Addendum to Section 27 10 00 are met; a)

Outlet boxes for wall-mounted telecommunications outlets shall be 4 by 2 1/8 by 2 1/

8inches deep. Depth of boxes shall be large enough to allow manufacturers' recommended conductor bend radii. and b) installed using a minimum 1 inch conduit system. There is also no guarantee that the cable used in these existing outlets is Cat 6.

88. Seed Project SOW 1.3.2.5.1 indicates to provide 60 Cat 6 drops. Are the existing communications patch panels rated for Cat 6 cable terminations?

Response: All new Cat 6 cables shall be provided for the 60 drops. The revised

SOW dated 20 July 2016 calls for new patch panel(s) rated for Cat 6 cable terminations. The jacket color for the Cat 6 cables shall be “green” to comply with

§2.3 of the Nellis-Creech Addendum to Section 27 10 00.

89. Due to the somber ambiance the government would like to maintain does the user prefer rubber cove base, carpet cove base or wood cove base for the court room, gallery and jury areas?

Response: See response to question 23 c.

90. Are asbestos and lead abatement and/or remediation governed by Clark County regulations or by the Nellis AFB Environmental Office?

Response: Both.

91. Is a permit required for all ACM/LBP abatement no matter what the size is?

Response: Yes, a permit is required and an Abatement Plan must be submitted for review and approval for all abatement work. However, no abatement is necessary for this demonstration project since results of the sampling and testing of materials came back negative for asbestos and lead-based paint.

92. Is a permit going to be required for the removal of the tree removed as described in the SOW?

Response: No. Removal of this tree has been cleared through the Base

Environmental Office. The only requirement is to not take the tree down during the nesting season as described in the SOW paragraph 1.3.2.3.1.

93. Generators if required does not accurately describe whether or not fusible links required for all installations and should be shown on design drawings. Are fusible links a requirement for all generators?

Response: There is no requirement to provide a generator on this demonstration project. For future task orders, generators do not require fusible links. They require circuit breakers, disconnects, ATS or MTS. If the question is actually referring to transformers, then fusible links are required when connected to the overhead distribution system and VFIs when connected to the underground distribution system.

94. The DD1354 is to be submitted 30 days prior to final inspection with category codes and nomenclature per AFMAN32-1084. Will the government provide the proper facility code for the structure being worked on in the TOPR?

Response: CE will assist in the preparation of the DD Form 1354, as necessary, to include providing the proper category codes. Please note that the DD Form 1354 is required to be submitted 30 days prior to the pre-final inspection (per §1.5.1 of the

SOW), not 30 days prior to final inspection, as stated in the above question.

95. Amendment 4 revised SOW Appendix 1 indicates As-built Drawings both CAD &

PDF. Are Cad format As-Built Drawings available?

Response: Yes. See response to Question 1.

96. Can you identify the new FA system the building is to receive and the installing vendor?

Response: The FA system is Hochiki and will be installed by E-Corp.

97. Confirm that the seed project has no Security/Access Control/CCTV/Duress Alarm scope requirements.

Response: This demonstration project has no Security/Access Control/CCTV/Duress

Alarm requirements.

98. Per SOW paragraph 1.3.2.1.11 – Provide a canopy over the new landing or extend the roof of the existing entrance vestibule and SOW paragraph 1.3.2.1.12 – Design and provide an architecturally compatible awning over the side entrance adjacent to Building 18. Please confirm if new canopies are a part of this project.

Response: Yes. The canopies are part of this demonstration projects.

99. Please confirm that the new enclosed entry is to be constructed with CMU to match the existing building.

Response: See response to Question 66 above.

100. Is there any requirement for a security system or access control system for the building?

Response: See response to Question 97 above.

101. Is there any LEED requirements?

Response: There are no LEED requirements for this project.

102. Attachment 53 Summary of Work section 1.3.2.7 Energy Conservation does not specifically identify compliance with UFC 1-200-02. A) Will energy performance to meet ASHRAE 90.1 be required for this contract? B) Airside economizers will be required for HVAC equipment to meet prescriptive requirements of ASHRAE 90.1 based upon the HVAC equipment capacity listed in the RFP and the climate zone 3B for Clark County. Will airside economizers be required, as they listed as undesirable for Army and Airforce projects in the HVAC UFC? C) Will high performance envelope upgrades be required under this contract to meet prescriptive requirements of ASHRAE 90.1 or ASHRAE 189.1?

Responses: A: Yes

B: Yes, an economizer will be required since Clark County is in climate zone 3B as the RFP indicates. §3-6.3 of UFC 3-410-01 prohibits the use of air economizers for climate zones 1, 2, 3a, and 4a only.

Additionally, refer to the Nellis ID2 which requires the use of 115°F ambient outdoor air temperature.

C: Yes

103. As-built drawings indicate that the existing HVAC control system communicates over radio frequency. Confirm that existing control system meets current Cyber Security requirements of the DoD.

Response: There is no requirement for the HVAC control system to communicate over radio frequency. The existing radio frequency system is no longer used and has been disconnected a few years ago. The new HVAC control system needs to be a stand-alone system only.

104. Clarify whether the HVAC equipment capacities listed in the RFP are nominal capacities or output capacities at design outdoor ambient conditions.

Response: Nominal

105. Will newly installed HVAC systems require minimum control points in accordance with

UFC 3-410-01, as the existing control system appears to communicate by a radio controlled switch.

Response: Yes

106. UFC 3-580-01 requires a telecommunications room (minimum size 8’ x 10’) be provided in each facility; please confirm a telecommunication room will not be required for this project.

Response: A new telecommunication room is not required.

107. Scope of work requires to install new sixty (60) Cat 6 drops throughout the facility: are there any new equipment/modifications required in the existing telecommunications closet (patch panels, etc)?

Response: See response to Question 88.

108. Will contractor be required to provide new exit signs and emergency lighting fixtures to meet current code/UFC requirements?

Response: Yes. These would need to be provided if existing ones do not comply with current code requirements.

109. Based upon electrical as-builts provided, the existing electrical panelboard appears not to have enough spares/spaces to supply existing, new and spare circuits required by the UFC; shall scope include adding new panelboards to comply with UFC requirements?

Response: No new panelboards are required. It is believed that we currently have 10 spares. Two of these will be used to air condition the mechanical/electrical room on the FA/MNS project under a separate contract, leaving a net total of 8 spares. The necessity of supplying 20% spares is not required on a renovation project.
