MACC General Questions and Answers (Part 2)
Q.
Section L, para C.10: Please clarify what single-spaced with 1.5 line spacing means – generally text is either single spaced OR has 1.5 line spacing. With very limited page count for the technical volume and a 12 point font we respectfully request that single line spacing be required.

Q.
Can electronic copies of the proposal be submitted in PDF format since there are wet signatures to be included in the proposal?
A. See Ammendement 5 to Section L Instructions to Offerors paragraph C 16.
Q.
What is the maximum value of projects that will be evaluated as relevant in Volume 2-Past
Performance?
A.
Past performance shall meet the criteria outlined in Section L Instructions to offerors, paragraph F 4.
Q.
Are copies of the completed CPARS to be submitted behind Attachment 49 for projects that are to be submitted for recent and relevant contracts?
A.
CPARS shall be submitted within Vol 2 in accordance with Section L Instructions to
Offerors paragraph C 13.
Q. Is Attachment 48-Teaming List, to be included in the front of Volume 2?
A. See Ammendement 5 to Section L Instructions to Offerors paragraph F 2.
Q.
What is the minimum/maximum project value criteria for teaming partners/subcontractors who are also submitting up to three (3) relevant projects in Volume 2?

Q.
What format are the electronic copies to be in? For example are Attachments 40 and 43 are
Excel workbooks – are they to be submitted as Excel workbooks?

Q.
Section L, para G.2 and H.5: Are the financial capability letter and the financial responsibility letter one in the same? If not, please provide further instruction for what should be provided in the financial capability letter (para G.2).

Q.
Are we to provide a copy of our annual SAM representations with our Volume 4 –
Administrative proposal?

Q.
We are to provide PPISs (Attachment 49) for all “teaming partners.” Are subcontractors performing major scopes of work considered to be teaming partners?
a. If so, what does the government consider to be ‘major scopes of work’?
A. No.

Section L, para E and Q&A (Part 1): Please consider amending the page limitation for the technical volume.
A. See Ammendement 5 to Section L Instructions to Offerors paragraph E.
Q.
Request that para E.2(c) and Subfactor 3 be exempted from the page limitation, which would give offeror’s 20 pages for the construction narrative and Program Management
Plan.

Q. Can we use the same letter for Volume 3 & 4 requirements?

Q.
Requesting clarification on the number of volumes in Section L C.2. It states that the proposal shall consist of three (3) separate volumes, Volume 1 - Technical Proposal, Volume 2 - Past Performance Information, and Volume 3 - Cost/Price Proposal, and
Volume 4 - Administrative. Will there be a total of 3 binders for the 4 volumes consisting of volume 1, volumes 2 and 3, and volume 4. Or 4 separate binders for each volume?

Q.
Paragraph 10, page 58 of 70 states, "Pages shall be single-spaced with 1.5 line spacing."
Not sure if it is single spaced between lines or 1.5 spaced between lines. Please clarify.

Q.
Schedule of Values should include percentages only and no cost/price information. Can you please clarify? Do we need to include Value?
A.
The value in the “Schedule of Values” is to ensure the total percentage of work is equal to the total proposed dollar value.
Q.
Are we to turn in (attachment 40) Construction Cost Estimate Breakdown as part of Bid
Proposal?
A. See Section L Instructions to Offerors paragraph G 1.
Q.
Some documents (SF 1442 for example) will need to be scanned in as a pdf and therefore will not be in the format(s) noted above. Please advise of the correct path forward.

Q.
Will you be posting the contractor sign in sheet from the RKMF 16-0062 Repair
Courtroom, Building 16 job walk held this past Thursday, July 7th at 8:30am?
A. Yes. See attachments to Ammendment 5.
Q.
Per Amendment 0004, Page 3, Section C.2 – It states the proposal shall consist of three (3) separate volumes – but then lists four volumes. Are any of the four volumes combined or should it have read that the proposal shall consist of four (4) separate volumes?

Q.
Per Amendment 0004, Page 5, Section C.16 – It states that separate CDs are not required for each volume. Although not required, would it be acceptable if we did submit each volume on a separate CD?
A. Yes.

Per Amendment 0004, Page 5, Section C.16 – Lists that CDs are to be submitted in certain formats. With all the attachments and documents that will be scanned for signature, would it be acceptable to create the CD in a .pdf format?

Q.
Vol I Subfactor 3 requires to demonstrate bond capacity. Please confirm if bid bond for seed project is required for proposal package.
A.
A bid bond for seed project IS NOT required Volume 1 Subfactor 3 outlines bonding requirements for the MACC.
Q.
Page limit for Vol I is unlimited for 35% design. Is this unlimited for design drawings only or all items in subfactor 1? Please clarify the page limit for Vol 1 (It says 20 pages for all else. What includes “all else”?
A.
Unlimited pages applies only to the 35% Design. Additionally, see answer to question 11.
“All else” refers to any additional documentation required for the volume.
Q.
Vol I Subfactor 3 will be excluded from page limit count? 8(a) status and bonding letter will be easily upto 5-6 pages. Please advise

Q.
Will offeror collect PPQs from previous clients and include in Vol 2 package? or have them directly to send Nellis AFB POC?
A. See Section L Instructions to Offerors paragraph F 3.
Q.
On Vol 3, please clarify what financial capability letter refers to. Can offeror submit current line of credit to satisfy this requirement?
A. See answer to question 8.
Q.
On Vol 4 under Financial Responsibility Letter, Financial Institution does not have standing or rating for their customers. Please advise if this requirement can be omitted if not available.

Q.
Current due date is Monday, July 25. Will the Government consider extending by one (1) day to Tuesday 26 July so that offerors may overnight their proposal packages on Monday rather than Friday or Saturday?

Q.
We are unable to open the attached .XFDL file in the solicitation package, however in our experience these elements cannot be shown on the standard AF Form 3064. Will the
Government please provide an alternate format or instructions to open the file as well as clarification on the requirements for the AF3064 submittal as part of the proposal?
