FA4861-11-R-A300 Nellis SABER Questions/Request for Information:
Question #1: Attachment 1, Specifications, Page 12, paragraph (2) (b) states:
AF Form 3052 is to be used if a Non Prepriced Item (NPI) is self performed by
Contractor. NPI's shall not be subject to coefficient and CCI.
RFP, Page 62, Volume I chart, TAB #2 is solely for the AF Form 3052.
Please clarify; Is this tab only applicable if an NPI is self performed by
Contractor?
Answer:
Attachment #1, Specifications, page 12, paragraph (2) (a) and (b) are applicable for NPI items upon award of this requirement for each subsequent delivery/task order issued. The RFP requires the AF Form 3052 for submission of estimated costs for the demonstration project.
Question #2: Attachment 1, Specifications, paragraph 13(a) (3) (e) states the on-site training which the Contractor is required to provide. Will the training site be
Gov't or Contractor provided?
Per Attachment #1, Specifications, paragraph 13(a) (3) (e): “The Contractor shall provide annual training for Government personnel on the software and
RSMeans database for Job Order Contracts. This training will take place at Nellis
Air Force Base during the initial start up of the contract. The Contractor shall also provide additional training sessions for each subsequent option period that is exercised. Training will be conducted at or near Nellis Air Force Base, with approval of the Contracting Officer. All training classes shall be completed within the first 30 calendar days of the award and exercise of the option years or as coordinated with the Contracting Officer. Annual training shall consist of two full days of training. The Contractor shall also provide one additional day of RSMeans certified training covering a topic chosen by the government.”
Therefore, as clarification for the question above, the training will be conducted at
Nellis Air Force Base, for the initial start up of the contract. Additional training sessions will be conducted at or near Nellis Air Force Base, with approval of the
Contracting Officer.
Question #3: Attachment 1, Specifications, paragraph 13(a) (3) (e) states the on-site training which the Contractor is required to provide. Will the required laptops be Gov't or Contractor provided?
Per Attachment 1, Specifications, 13 (a) (3) (e) the Government does NOT stipulate the requirement of laptops provided by either the Government nor the Contractor for annual training.
Question #4:
Page 60 of 82, table, states the past performance submission will consist of 3 paper copies, page 63 of 82, paragraph (1) states 1 original, 2 copies + 1 CD. Please advise which is correct.
The table on page 60 of 82 is correct and instructions on page 63 of 82 is incorrect. This change has officially been incorporated as an amendment to the solicitation.
Question #5: Page 60 of 82, table, states sections A & K will be part of Volume 3
Price Proposal, page 62 of 82, table, shows A & K as part of the technical proposal.
Please advise which is correct.
Answer:
The table on page 60 of 82 is correct and page 62 of 82 is incorrect. This change has officially been incorporated as an amendment to the solicitation.
Question #6: In reference to offerors cost estimates for the Demonstration
Project, will estimates generated with RSMeans Cost Works 2011 software be accepted?
Per page 61 of 82, paragraph (f) (1): “For the purpose of the demonstration project, the Contractor may utilize 4-Clicks or a software program meeting the standards specified in the specification (reference Attachment #1, Section 13, paragraph (a). If proposing to use an equal software program, the contractor must provide manufacturer‟s information for the software that is being proposed and used for the demonstration project.”
Question #7: Attachment 1, Specifications, paragraph 13(a), in addition to the
4clicks software and electronic databases, the Contractor is required to furnish hard copy books upon initial contract award. Annually, the Contractor is required to furnish updates to both the software and databases. Please clarify; is the annual database update requirement for electronic version only, or is the
Contractor required to furnish new hard copy books annually as well?
Per Attachment 1, Specifications, paragraph 13 (a): “The Contractor shall purchase and maintain the following copies of software, electronic databases, and hard copy books of RSMEANS/e4Clicks Premier Project Estimator
(e4Clicks) software, or approved equal for the Government, these copies shall remain the property of the Government.
(1) The Contractor shall provide the following to the Government.
(a) Provide two (2) network licenses of e4Clicks Premier Project
Estimator.
(b) Provide two (2) electronic database licenses of the RSMeans
Facilities Cost Data.
(c) Provide two (2) electronic database licenses of the RSMeans
Master Composite Cost Data.
(d) Provide two (2) electronic database licenses of the RSMeans
Assemblies Cost Data.
(e) Provide four (4) complete sets of RSMeans Master Composite hard copy books for the Government.
(f) Provide two (2) each RSMeans Facilities hard copy books for the government.
(g) Provide two (2) each RSMeans Assemblies hard copy books for the government.
Therefore, as further clarification, the electronic database and hard copy books are required annually.
Question #8: The bid schedule includes separate CLINs for PCB testing only.
This work will include collection of fluid samples from existing transformers. Will all transformers requiring testing be pad mounted? If the transformer is installed on an overhead power pole, will the Gov't provide the aerial lift truck needed to access the transformer, or is the Contractor required to include these costs in the
CLINs? Can the Gov't provide offerors the estimated number of overhead transformers that will require testing annually, vs. pad mounted units?
PCB testing for transformers has been eliminated as bid line item in this solicitation. Changes have been officially incorporated as an amendment to the solicitation in Section B.
Question #9: Attachment 1, Specifications, page 51, paragraph 37(d) definition of coefficient states that costs for mobilization/demobilization are to be included in the coefficient. Does this include Equipment Mobilization costs? (Items under 01
54 3650)
Answer:
By equipment mobilization costs, the Government assumes this is equipment rental costs which are not included in the coefficient.
Question #10: Will the shower be a standard one piece fiberglass 36”x36” or will the larger ADA one piece shower with seat and grab bars be required?

Answer: The eyewash is only an eyewash station and not a combo unit.
Question #13: Will the drinking fountain be a single fountain or a high/low fountain?

Question #14: In the scope of work there is no mention of a water heater. Is there an existing water heater or should a water heater be included within the proposal? If required to include in the proposal will the water heater be electric or gas?

Question #15: On the government SOO 10.02 it states “Test for Asbestos
Containing Material (ACM) and Lead Base Paint (LBP) in the area of construction.
Provide report of findings. Asbestos and Lead abatement is assumed to be present for this scope of work”. Will the government provide this report to all contractors bidding the SABER contract or will each contractor be required to have their own testing companies compile a report?

Question #16: On the government SOO 15.03 it states “Provide exhaust vents in each restroom venting to the outside of the building”. Does the government prefer the exhaust vents to penetrate the side of the building or the roof?

Question #17: On the government SOO 09.07 it states “Provide and install solid surface counter tops with seamless sinks and back splash in the restrooms. Color to be selected by the Government”. Paragraph 17.01 states ”Provide and install (2) sinks with wall mounted, laminated countertops, (1) ADA toilet/partition, (2) shower stalls in the women’s restroom” Are the countertops to be laminated or solid surface?

Question #18: Request resolution of the following conflict: Attachment 25, demonstration project SOO, paragraph 21.04 states that the fire alarm system design must be reviewed and signed by a Level IV NICET registered in the state of
Nevada. Attachment 1, Specifications, paragraph (k) (5) states that all fire protection plans are required to be stamped by a Fire Protection Engineer per UFC regulations. There is a significant cost difference between a Level IV NICET certification and a Fire Protection Engineer stamp. Which statement will apply to
SABER design efforts?

Question #19: The demonstration project requires additional fire protection devices be installed to a building which has an existing fire protection system.
Furthermore, the RFP requires that the design of this installation be approved by either NICET IV certification or a Fire Protection Engineer stamp (RFI pending).
In order to obtain either the NICET IV of Fire Protection Engineer approval for the fire protection design, the certifying official will require a copy of the stamped fire protection design of the existing system that we are modifying. In lieu of the stamped drawings for the existing building fire protection design, the certifying official will have to perform an inspection and evaluation of the entire building system in order to certify not only the additions to the existing system, but the original system installation as well. Will the Gov't provide stamped fire protection system drawings of buildings to which additional fire protection equipment is to be added?

(Attachment #25), paragraph 21.04. Changes have been officially incorporated as an amendment to the solicitation. The Government is not able to provide any stamped fire protection system drawings.
Question #20: The RFP wage determination (attachment 23) for building renovations is NV4 dated 11 February 2011. The most recent update available to the RSMeans database is 1 July 2011. When costing out the demonstration project, are we to use the RSMeans database that was in effect on 11 February 2011 to match the RFP wage determination date, or are we to use the most recent database update of 1 July 2011?
When preparing the proposal for the demonstration project, the Wage
Determination NV100004- Building thru Modification #13 dated 20 May 2011 is applicable (Attachment # 21). The RS Means database dated 1 July 2011 would be applicable.
Question #21: Attachment 25, SOO, paragraph 10.02 states that it is assumed that the project will include asbestos and lead base paint abatement. However, without a completed work site HazMat survey, Contractors cannot estimate abatement costs. Since a HazMat survey of the work site is not currently available, should offorers exclude abatement costs from the demonstration project cost estimate?

Question #22: Will the restroom lavatories be drop in lavatories or seamless sinks? Government SOO 17.01 & 17.02. state ”Provide and install (2) sinks with wall mounted, laminated countertops, ……………..” 09.07. states “Provide and install solid surface counter tops with seamless sinks and back splash in the restrooms.”

Question #23: Are the toilet partitions to be laminated panels, stainless steel panels or painted metal panels?

Question #24: Where will the mop sink be located?

Performance Information provided in the RFP of pages 65 and 66. Will a separate
Performance Information Form be provided since part of page 66 is instructions of the RFP? Please advise.
Answer:
Per Section L-701, paragraph (g)(4)(iii) The Performance Information Form is to submit relevant and recent contract past performance. A PDF version of this form (Attachment #33) has been officially incorporated as an additional attachment to the solicitation.
Question #26: On page 62 of 82 of the RFP, Tab 1, second bullet-it reads to complete blocks 14,15,16,17,18, and 30a,b,c. As those are the blocks that are usually filled out upon award of a project, should it read fill out blocks 20a, b, and c? Please clarify.
Blocks 14 thru 18 pertain to the “Solicitation, Offer and Award”
Block 30 (a) thru (c) is the name and title of contractor or person authorized to sign for submission of proposal.
Question #27: On page 60 of 82 of the RFP, Page Limits is stated to be 30 for
Vol. I. Is it 30 pages limit including SF 1442, Construction Estimate Breakdown, Technical Demonstration Project, and Reps & Certs OR is the actual Technical
Demonstration Project to be 30 pages in total? Please clarify.
Answer: Please reference the table in Section L-701, paragraph (c) (4).
Question #28: On Page 60 of 82 RFP, Volume III shall contain 3 copies, 1 CD Rom, Completed Sections A, B, I, & K. However, on page 62 of 82 of the RFP, Volume I is to include section K. In which volume should section K (Reps & Certs) be placed?

Question #33: RFP Pricing Schedule, CLIN 0005, PCB Testing Only, "Contractor shall accomplish PCB testing for ordered projects".
Is the Offeror's Unit Price for:
a) Each transformer to be tested or
b) Each project that requires testing, regardless of the quantity of tests required
If the Unit Price includes all PCB testing for an entire project, can the Gov't provide offerors with the estimated average number of PCB tests that will be required per applicable project.
Answer: PCB testing for transformers has been eliminated as bid line item in this solicitation. Changes have been officially incorporated as an amendment to the solicitation.
Question #34: Attachment 25, SOO, paragraph 15.02 states that the Contractor is to tap the existing HVAC system to provide heating and cooling to the restrooms. The building's existing HVAC system consists of swamp coolers. Will the Contractor be required to provide additional HVAC equipment dedicated to the restrooms, or will the introduction of swamp cooler air into the restrooms suffice, with no provisions for heat?

Question #38: The Government SOO 08.01 mentions that the restrooms will receive solid core oak wood doors. The Nellis AFB Design Standards require a solid core birch wood door. Does the base standards apply or does the SOO supersede the base standards?

Answer: Towels hangers are not required in the shower rooms. Towel hangers are not referenced in the SOO.

Question #43: On Page 62 – Technical TAB #1 – SF 1442 – Would you like this to be a copy of the SF 1442 that is submitted with the Price Proposal?

Question #44: On Page 60 – Price Proposal requirement of Section “I” – I’ve never submitted on a proposal before – can you let me know the information that you would like me to fill out and submit – and would you like to see all pages (33 – 47) enclosed in the proposal?
Question #45: At the walk-through, it was mentioned that As-builts are available for Bldg. 10566. Could you please provide us with an electronic copy or a CD of these drawings?
Answer: Additional drawings (Attachments #32a and #32b) have been incorporated to Section J as an amendment to the solicitation.
Question #46: Section L-760, paragraph (b) (2) Management and Financial
Information on Page 72 of the solicitation indicates this information should be included in Volume II. Please clarify what information should be submitted for
Management and Financial Information and outline the evaluation criteria as it doesn’t seem to be included elsewhere.
Answer: Changes to Section L-760 have been officially incorporated as an amendment to the solicitation.
Question #47: Section L-760, paragraph (b) (3) on Page 72 of the solicitation indicates that Attachment #24 (Past Performance Questionnaires) and a list of projects/contracts should be included in Volume III, yet Pages 63 to 66 require
Attachment #24 and Past Performance Information to be included in Volume II.
Please clarify which Volume should include this information.
Question #48: Page 72 of 82 indicates that the following sections shall be included in Volume IV:
(4) Section „A‟, Solicitation, Offer, and Award (Standard Form 1442 [front & back]) with amendments, if any, acknowledged signed and dated by a person legally authorized to bind the company. If an agent signs the bid, ensure legal evidence of their authority is included. Also include a copy of the letter from the Small Business Administration (SBA) showing proof of
Section 8(a) status. (Volume IV)
(5) Section „B’, Services & Prices/Costs. To aid in the analysis of proposed coefficients, include your rationale for each coefficient proposed. This information is not considered cost or pricing data as defined in FAR Part 15.

(6) Section „I’, Contract Clauses, if additional information is filled-in or provided. (Volume IV)
(7) Section „K‟, Representations, Certifications and Other Statements of Offerors. Additionally, Online Representations and Certifications Application (ORCA) must be completed online at http://orca.bpn.gov/. ORCA is an e-Government initiative designed to replace many of the paper based
Representations and Certifications. (Volume IV)
(8) Any other document required by the solicitation.
Some of this information is also requested in Volume I (Page 62) and Volume III
(Pages 66 and 67) and the solicitation outline does not include a Volume IV. Please clarify which Volume should include Section A, Section B, Section I and Section K.
Question #49:
Will Nellis AFB accept previously completed questionnaires rather than having references complete Attachment #24?
Answer: Previously submitted questionnaires will NOT be accepted. References will need to complete Attachment #24.
Question #50: Paragraph (6) on Page 66 states that “RESPONDANTS TO THE
QUESTIONNAIRES SHALL SEND THE COMPLETED INFORMATION SHEETS
TO THE CONTRACTING OFFICE, NOT THE OFFEROR.” Please clarify that respondents must send the completed QUESTIONNAIRES to the contracting office, not completed information sheets.
Answer: For clarification purposes, the Past Performance Questionnaires or information sheets must be submitted to Contracting Office, not the offeror.
A change has been officially incorporated as an amendment to the solicitation.
Question #51: In response to the submission and evaluation requirements outlined for TAB #1 – Completed Performance Information Forms, will the contracting office evaluate IDIQ-type contracts performed during the past three years more highly than individual task orders performed during the past three years?
Answer: Please review Section L-701, paragraph (g) (4) (iii) and M-701 paragraph (5) in (ii) subsection (1) and (2).
Question #52: Please clarify which Volume and Tab should include Section A, Solicitation, Offer and Award (Standard Form 1442).
Answer: Volume III, Price Proposal, Tab #1. Changes to all three (3)

Question #53: Please clarify which Volume and Tab should include Section B, Services and Prices/Costs.

Question #54: Please clarify which Volume and Tab should include Section K, Representations, Certifications and Other Statements of Offeror.
Answer: Volume III, Price Proposal, Tab #5. Changes to all three (3) Volumes has been officially incorporated as an amendment to the solicitation.
Question #55: Are offerors required to submit a CD for Volume II?
Answer: Please reference Section L-701, and the table below paragraph (c)
(4).
Question #56: Can the Volumes be on a single CD rather than three separate
CDs?
Answer: Please submit a separate CD for each Volume.
Question #57: Are questionnaires due to Nellis AFB by the proposal due date or by July 29th, as indicated in the cover letter for Attachment #24?
Answer:
Per Section L-701, paragraph (g) (6) the questionnaires are due by the closing date of the solicitation.
Question #58: Will the Contractor be allowed to use the existing fenced-in area on south side of building 10566 as a secured lay down yard?
The fence-in area on the south side of Building 10566 will not be available to the contractor. As per Attachment #1, Specifications, paragraph (14) (D) (3)
(4) the contractor is responsible for their materials during the project and the government is not responsible for the security nor location of contractor tools or materials.
Question #59: What year was building 10566 constructed?
Answer: Per drawings provided to Government, Building 10566 was constructed in August 2006.
Question #60: Can you provide offerors with as-built drawings of building 10566, to include location of nearest existing sewer main and fire protection plans?

Question #61: Attachment 25, SOO, paragraph 21.01 requests that fire etection devices be installed and tied into the existing fire alarm system. The existing building has a wet type fire suppression system installed. Will the Contractor be allowed to install wet type sprinkler heads in newly constructed rooms in lieu of detection devices?

Question #64: Will the demonstration project include installation of a Mass
Notification System to building 10566?
Answer: Reference line–item 21.01 of the Statement of Objective, states to tie in the additional devices for the new restroom to the existing system.
Question #65: Attachment 1, Specifications, paragraphs 13.a. (1) (a) and (b) require the Contractor to provide two (2) e4click and two (2) RSMeans database licenses to the Government. The presentation at the theater stated that four (4) e4click and four (4) RSMeans database licenses would be required. Which is correct?
Per Attachment 1, Specifications, paragraph 13(a)(1)(a) specifies that the
Contractor is required to provide two (2) network licenses of e4Clicks Premier
Project Estimator. The information of 4 licenses at the pre-bid meeting was inaccurate.
Question #66: Should we install a backflow preventer on the domestic water line?
This is a code requirement and currently there is not a backflow preventer on the domestic water line.

Question #67: Do the restrooms need to meet ADA requirements? Stalls on government drawing appear to be ADA but showers, and restroom entry doors do not appear to be ADA. Please advise.

Question #68: In the government SOO 09.04 it directs us to install a 2’x2’ suspended ceiling. Hard lid gypsum board ceilings are industry standard for restrooms. Do you want a hard lid gypsum board ceiling or 2’x2’ suspended ceiling?

Question #69: The SOO didn’t mention installing sprinkler heads in the restrooms. Should we install fire suppression sprinkler heads in the restroom or will the fire alarm devices be sufficient?

Question #70: The government SOO 15.02 mentions tying into the existing heating and cooling. We can tie into the swamp cooler for cooling but the source of heating is the tube heaters. Does the government want base board heating, unit heaters, etc? Please advise.
