QUESTION:
Contractor has performed requirements for Nellis and Creech AFB. Past Performance Questionnaires (PPQ’s) were forwarded and received the response(s) verbalizing that the contracting office could not provide the PPQ (s) as this would be a conflict of interest. Since these references would like to be utilized, clarification is needed as to why the contracting office would consider this a conflict and/or how do we go about obtaining the reference without creating this conflict?
ANSWER:
Per Section M of the solicitation, paragraph #5, Factor #2 - Past Performance: “The evaluation is based upon the offeror’s demonstrated record of past performance of those recent and relevant projects.”
Additionally, paragraph 5, section ii: “In conducting the past performance evaluation, the Government may consider past performance in the aggregate. In conducting the past performance evaluation, the Government reserves the right to use both the information provided in the Offeror’s Past Performance proposal volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems such as Defense Contract Management Agency (DCMA), and commercial sources.”
Therefore, as clarification for the question above, past performance questionnaires filled out by Nellis and Creech AFB Government personnel will be accepted if obtained in response to this solicitation. The responsibility of obtaining past performance questionnaires in a timely manner in response to the solicitation is the sole responsibility of the offeror. Offerors shall note that the Government may still consider past performance in aggregate per the paragraph 5, section ii.
