About this file
This is a Questions and Responses document for solicitation FA480326B0010, VLSB 24-0058, addressing a Well 4 PFAS/PFOA treatment system project at Shaw Air Force Base. The document comprises 94 numbered questions and government responses clarifying requirements, technical specifications, and project parameters.
Project Scope and Technical Requirements: The contractor must design and construct a PFAS treatment system for Well 4, including a pre-engineered metal building (30'x40'), installation of ion exchange resin treatment equipment (Purolite 694E IX media, NSF-61-compliant or approved equal in a 2,900-gallon/388-cubic-foot vessel), bag filters (Rosedale Products PO-5-P2-SS), piping replacement from the Well 4 pump motor to the static mixer, electrical upgrades, SCADA/PLC integration with existing systems, soda ash feed hopper/slurry mixer, and supporting infrastructure. The contractor is responsible for obtaining all required state and local permits, managing approximately 2,960 cubic feet of potentially contaminated soil removal (2,000 cubic feet for building foundation and 960 cubic feet for underground piping), site adaptation of the Well 3 design, and PFAS sampling prior to system acceptance. The building must include a 6-inch containment curb with 600 cubic feet capacity, 2-foot square floor sump connected to sanitary sewer located 300 linear feet away on Orchid Drive, epoxy-coated concrete flooring, metal liner panels up to 8 feet high, insulated and heat-traced above-ground piping, and electrical infrastructure with no additional metering required. Well 4 will remain operational during construction with shutdowns limited to three-week windows per phase, requiring contractor coordination.
Schedule, Contract Value, and Award Criteria: The contract duration is 360 calendar days total with 210 days allocated for construction completion and 30 days for closeout, though extensions may be granted for excusable delays including government review periods exceeding two weeks, equipment lead times exceeding 30 weeks, and weather delays upon prior coordination with the Contracting Officer. Well 3, the reference project, was completed in 2025 at a cost of $5,535,857.44; the anticipated contract value for Well 4 is stated as $5-$10 million, but bids outside this range will be considered if determined most advantageous to the government. Award will be made to the lowest responsible bidder meeting all solicitation requirements, including mandatory bid bonds per SF 1442 block 13b. Bid packages are limited to 30 pages (double-sided acceptable) with no specific structure requirement. Award is anticipated before September 30, 2026. Liquidated damages will only be assessed after determining contractor-caused delays and exhausting resolution attempts, excluding excusable delays. Contractors may rely on affiliate past performance. All Small Business Contractors under NAICS Code 237110 are eligible, with no known conflicts regarding AECOM-Brice Engineering or the previous Well 3 contractor (Weston Solutions, Inc. with Aerostar SES LLC).

The disinfectant dosing point of the system is just prior to the static mixer. The static mixer is after the IX resin. However, the system does use treated water from the main line to lube the main well pump prior to start up. As part on this upgrade the contractor shall provide an line filter that will remove the chlorine from the treated water entering the pre lube line. See update SOW.
31. Section 3.1 of the SOW details the requirement to include a solenoid and check valve to pre-lube the well with potable water. Can the government confirm what potable water source is being used at Well 3? Specifically, is the water being used to pre-lube Well 3 chlorinated and, if so, what is the concentration? See answer 31.

51. SOW, Section 3.1: “The Contractor shall be responsible for all actions and costs associated with the investigation and management of potentially contaminated soil within the project area.” Are there any existing data at the site that could help scope this task? What contaminants could potentially be present? Please see updated SOW and lead soil sample report.
52. Please confirm the current load on Transformer T2004A and if this transformer is dedicated to this site. Loads Not available. Contractor to assume that the increase in motor size not to impact the main transformer size.

Yes. A copy of the sign in sheet is provided Solicitation Amendment 0001.
65. Section 2.5.2, third bullet indicates that all equipment shall be on site prior to the construction phase. Some of the equipment can’t be ordered until the design phase is predominantly complete. Even if certain long lead items can be ordered early, the lead times for many items will exceed the 90 days, thus this requirement will delay construction. In addition, having all equipment on site prior to construction is not necessary and will only delay the project. Can this requirement be deleted? See updated sow
66. Will BW-4 be offline during construction? If not, how much notice is required to coordinate shutdowns/outages? Shutdowns will be required for both electrical and mechanical modifications to the existing equipment and added new equipment.
Some shutdown periods will be for extended periods while the work is being performed. Please advise if the system can be shut down as necessary to complete the work. The Well 4 will remain operational during the construction of the building and piping installation.
The Contractor will be given no more than three weeks window per shutdown of the Well4. The contractor will need to phase the shutdowns to allow this and return the well back over to operations.
Given the short time frame for design, has the Government collected any historical water quality data to design the PFAS treatment system? It is recommended that the raw water and air stripper effluent (pre chemical addition) be sampled for the following design parameters. Please provide all available data to confirm the system design. Should we assume to connect to the existing sewer on Orchid Street, or stop the sewer connection at the fence line as directed? See Updated SOW.
76. In Section 10 (Page 1) of the solicitation, it identifies a 360-day period of performance. Will weather days that prevent work to be completed safely be allowed to extend the contract period? Yes, however only after prior coordination between the Contractor and Contracting Officer and approval of the Contracting Officer.

Liquidated Damages will be assessed based on the reason(s) contractor performance exceeds period of performance calendar days. Is it after 330 (Construction Completion) or 360 days (Closeout completion) from Notice to Proceed? Liquidated Damages will not automatically begin after 330 or 360 calendar days. In the event there are excusable delays, liquidated damages will not be assessed. Liquidated damages will only be assessed after determination the contractor caused work delay and any other attempts to resolve delays or the contractor’s inability to complete contract performance have been exhausted.
80. Please confirm startup, optimization and maintenance can be completed after construction completion, and that it will not be subject to liquidated damages? If the Government wants start-up/commissioning and PFAS sampling data in our completion report, will additional time be provided for the commissioning/startup period? See updated SOW
