About this file
This is a Limited Asbestos Survey Report for exterior pipework associated with Well Number 4, Building 2004, at Shaw Air Force Base, South Carolina. The survey was conducted by Emerald, Inc., a consulting and engineering firm specializing in environmental affairs, on April 24, 2026, with the report issued May 7, 2026. The inspection was authorized by Ms. Amber Lucy with the 20th Civil Engineering Squadron.
The survey included visual inspection and laboratory analysis of twelve (12) bulk samples collected from suspect materials on the exterior pipework and concrete masonry unit (CMU) blocks at the rear of Building 2004. Materials examined included Foamglas® insulation, black insulation wrap, seam caulk, and CMU block surfacing materials. Samples were analyzed by EMSL Analytical, Inc., using Polarized Light Microscopy (PLM) with Dispersion Staining Techniques per EPA Bulk Analysis Method 600/R-93/116, and one sample underwent Transmission Electron Microscopy (TEM) confirmation testing per South Carolina Asbestos Regulations. The analysis concluded that the exterior pipework and CMU block materials associated with Well No. 4 do not contain friable or non-friable asbestos-containing materials (ACM) as of the inspection date. One pipe seam caulk sample was verified as negative via TEM analysis. The report notes that all findings are based solely on conditions observed during the limited inspection, and the survey was conducted to best industry standards by a South Carolina Licensed Building Inspector (License BI-00945, expiring 11/02/26).
