About this file
This is a Questions and Answers document for federal contract solicitation FA480126R0005, addressing contractor inquiries related to the repair of structural fire trainer buildings 17903 and 17904 at Holloman Air Force Base, New Mexico. The document does not provide government answers to the questions but rather lists 27 specific technical and clarification questions submitted by contractors regarding the scope of work outlined in the Statement of Work dated December 2, 2025 (updated July 31, 2026).
The questions cover critical technical specifications and design requirements for both buildings, including detailed inquiries about structural components (40-inch wide swinging gate design, door framing composition, ladder materials, and roof hatches), mechanical systems (pyrometer and thermocouple specifications, fire panel details, sprinkler systems), surface preparation standards for soot-damaged areas, fall protection systems, and material specifications for corrugated panels and sliding locking bolts. Contractors also seek clarification on design and engineering requirements, specifically regarding whether Professional Engineer (PE) stamped drawings can be performed by a New Mexico PE if the original subcontractor is unwilling to stamp, and whether hollow metal doors must be UL-labeled and fire-rated. Additional inquiries address environmental compliance matters, including water containment and treatment requirements for training and fire suppression activities, hazardous materials assessment (asbestos), ADA applicability, and site drainage concerns. The questions reflect contractor efforts to obtain definitive specifications and design standards necessary for accurate proposal development and cost estimation for this repair and renovation project.

WT #17518487 Questions
1. 17903:
0. Drawing for the 40" wide swinging gate design
0. Metal thickness for the 40" wide steps below the gate
0. Will the pyrometers, and thermocouples be provided by the government, GC, or will we provide them? Do you have specifications for these items?
2. 17904:
0. How thick is the protective trim around the doors? Are they angles?
0. Any details regarding the door framing composition?
0. How high are the doors? All the same height?
0. For the doors and framing, are they to match existing? Or is there a new detail?
0. Are there any specifications for the sliding locking bolts?
0. Are there any specs for the corrugated panels that need to be replaced?
0. Do we have specifications for the sprinkler head and the line that need to be replaced?
0. Are there any drawings and/or specifications for the fall protection system that is being asked for?
0. What material is the ladder to be replaced going to be?
3. Are any hazardous materials present? (potentially asbestos)
4. What type of readout/connections do they want from the thermocouples added to the buildings?
5. Can they provide any details on the procurement of the fire panels present?
6. Can they provide any details of the second layer of fire panels behind the face layer?
7. Building 17904 - There are 4 "D" rings present on the top of the building. Tensile test all 4 just one mentioned in the proposal?
8. Building 17903 - Is it acceptable to completely rebuild the back platform rather than modify handrails and add steps and a swing gate?
9. The Site Visit QA Memorandum has the proposal format requirements. Are these the only proposal requirements that will be provided or will a memorandum or additional documentation provide any more information about the proposal format?
10. What surface preparation method is required for areas with heavy burn soot staining observed during the site visit, and is pressure washing alone acceptable prior to painting, or are additional preparation measures such as specialized cleaning, abrasive preparation, priming, or other treatments required to achieve an acceptable substrate for paint application? Please identify the required preparation standard for soot-affected surfaces.
11. Confirm that the training facility will serve able bodied military personnel and ADA (Americans with Disabilities Act) and ADAAG (Americans with Disabilities Act Accessibility Guidelines) are not applicable for this project.
12. Does water used for training and fire suppression need to be contained?
13. Does water used for training and fire suppression need to be cleaned before release to
14. the local environment?
15. Are there any drainage or ponding issues with the site?
16. Please provide the report that designated the buildings unsuitable for use.
17. How will thermocouples data be collected or monitored?
18. Question #3 of the SOW states stamped drawings from a licensed PE with live fire training building experience. Our subcontractor constructed 17904 but will not stamp. Can the requirement be revised to “Design must be stamped by a licensed NMPE”?
19. SOW says “Install 40" wide steps below the gate leading to the ground”. Question: What is considered the gate? Is the gate the platform on the west end of the structure approximately 2’ off the ground?
20. SOW says “Remove and replace the "structural framing" around doors and shutters”.
Question: Is this the opening framing components only or are you asking for the columns on each side of the jamb to also be replaced?
21. SOW calls for the roof hatch to be the same as what is there, then says stainless steel.
Question: Existing hatch seems to be Galvanized. Does the user want Galvanized steel or a stainless steel replacement hatch?
22. What is behind the current lining in the hallway?
23. How many panels need to be adjusted.
24. Can Padgenite Interlock be used in the hallway for burn liner?
25. SOW states removal of the existing ladder and hatch. Will the size of the hatch need to be enlarged to accommodate the new ship’s ladder?
26. Do the hollow metal doors need to be UL labeled / fire-rated?
If so, please note that the double-acting door cannot be fire-rated, as double-acting doors are not eligible for a fire rating.
27. Are standard hollow metal frames required for this job, or are they planning to build a custom frame condition similar to what was done previously?
If hollow metal frames are required, please confirm the required jamb depth.
