STATEMENT OF WORK
REPAIR BLDGS 17903 & 17904
July 31, 2026
PROJECT SPECIFIC INFORMATION:
1. Location: Bldgs 17904 & 17903
2. Design Effort: 95% & 100% Drawings
3. Performance Period: 180 days total. Design: 60 days. Construction: 120 days
SCOPE OF WORK:
1. The Contractor shall repair Bldgs 17903 & 17904. These are live fire training buildings.
2. Three as-built drawings for Bldg 17904 are attached. An inspection report for each building is also attached.
3. A complete set of drawings shall be submitted for approval. They shall be stamped by a licensed professional engineer with live fire training structure experience.
4. All design work shall be in accordance with NFPA 1402 – “Standard on Facilities for
Fire Training and Associated Props”, 2019 edition.
5. The existing fire protection liner panels are 1" thick. The new panels shall be 1" thick, unless otherwise specified by the engineer. The new panels shall meet the requirements of ASTM E84, Class “A”.
BLDG 17903 WORK SCOPE:
1. See Page 2 in the inspection report. It shows an elevated platform. Remove and dispose the existing platform and railings. Install a new platform and railings. The new platform will be the same size and height as the existing one. Install an approximate 3" diameter circular handrail 42" above the platform on all three sides, except where the gate will be. Install another circular safety rail 20" below the top handrail. Install a 6" high metal kickplate below the railings.
2. At the end of the platform away from the building, install a 40" wide swinging gate.
The gate will open in towards the building. The gate shall have a sliding locking mechanism on it.
3. Install 40" wide steps below the gate leading to the ground. The steps shall be 6" to
7" high and 12" deep. They shall have a non-skid surface. Install handrails on both sides of the steps.
4. See Page 3. Remove and dispose the existing electrical box, wiring, and three (3) thermocouples. Install a permanent pyrometer mounted to the exterior siding where the box was. Install new wiring and three (3) new thermocouples inside the building. The new thermocouples shall be located at the top of the flash cell, the top of the viewing cell, and flash cell floor.
5. See Pages 7 and 8. Remove and replace the existing liner panels inside the building.
There is a total of 26 panels that need to be replaced. Twelve (12) panels are 20" x 48". Ten (10) panels are 20" x 34". Four (4) panels are 20" x 36". These four panels are on the doors.
BLDG 17904 WORK SCOPE:
1. See Page 9 of the inspection report. Install fire protection liner panels on the inside surface of all doors and shutters on the ground floor only. The doors and shutters on the second and third floors do not need any panels.
2. See Page 5 of the inspection report. Install liner panels and protective trim material around the entire interior perimeter for all doors and shutters on the ground floor only.
3. Remove and replace the framing around all the doors. Any vertical structural columns next to the doors will not be disturbed. Any structural headers above the doors can be left in place, unless their removal is required for the frame replacement.
4. Remove and replace the framing for the first floor shutters only. This is required because the first floor shutters will have fire liner panels around the frame perimeter. For the shutters on the second and third floors, no framing replacement is required.
5. All doors and shutters shall have continuous stainless steel hinges, except as noted in Paragraph 10 below.
6. There are four (4) exterior personnel doors in this building. The as-built drawings show five doors, but that is incorrect. Remove and replace all four doors and framing. See Page 8 in the inspection report. Install a sliding lock and a pull handle on the outside. No hardware on the inside.
7. See Page 10. There are panels on the walls in the Burn Room. Some of the gaps between the panels are too wide. Adjust the panels so they are in accordance with NFPA 1402. The Contractor shall bid to adjust thirty (30) panels.
8. See Page 6. There is an existing interior personnel door between the Hallway and the stairs on the ground floor. Remove and replace this door and frame. The door swing shall remain the same. This door will have panels on the inside surface, which faces the Hallway. Install a pull handle on the outside surface, which faces the stairwell. Install a sliding locking bolt on the inside of the door.
9. See Page 4. The sheet metal paneling on the walls and ceiling in the Hallway is damaged. Remove this paneling, and replace it with new fire liner panels. No underlayment material is necessary, unless otherwise specified by the engineer.
10. See Page 10 - right side picture. There is a walkway opening between the Burn
Room and Hallway. Install a new door and frame in this opening. Install self-closing, double swinging hinges for this door. These hinges do not have to be continuous. Install fire panels and pull handles on both sides of the door. There shall be a 3" gap between the floor and the bottom of the door.
11. See Page 19. There are nine (9) total window shutters. The shutters are about 3' x 3'-6" in size. Remove and replace the shutters. The shutters on the ground floor shall open outwards, and shall have the locking bolts on the outside. The other shutters shall open inwards, and shall have the locking bolts on the inside. All shutters shall have holdback mechanisms to keep them fully open when necessary.
12. Repaint the entire exterior of the building, including the stairs and railings. Paint all the metal surfaces in the tower interior, including the stairs and railings. Pressure wash all surfaces, and perform any other appropriate surface preparation as recommended by the paint manufacturer. Use marine grade enamel paint. Submit color chart for color selection.
13. Remove and reinstall the building number plate.
14. See Page 12 – right side picture. It shows two existing pipe connections. One is for the standpipe, and one is for the sprinkler system. Remove and dispose both of these pipes. Install an FDC Siamese fitting, similar to the one shown in the inset picture. The outside connections will be 2.5". Install a 4 x 4 x 4 Tee fitting on the inside of the building to connect the Siamese with the standpipe and sprinkler system.
15. See Page 4. It shows a sprinkler pipe and head in the Hallway. Remove and replace the sprinkler head and pipe all the way back to the main vertical sprinkler pipe near the new Siamese fitting.
16. See Page 15 – left side picture. It shows a rappel anchor. There are four (4) anchors in total. Perform a 5,000-lb pull test on each anchor. Submit certification paperwork once complete.
17. Inspect the metal siding and stairs for any loose or missing fasteners. Tighten any loose fasteners, and replace any missing ones.
18. See Page 11. Remove and replace the pyrometer, wiring, and six (6) thermocouples.
Install two at opposite ends of the large burn cell ceiling. Two in the small cell at the same locations as existing. And one at 5' above the floor in each cell.
19. See Page 16. Remove the existing ladder. Install a ship’s ladder - 12' tall, 18" wide, with a 56" offset. Install a fall protection system.
20. See Page 17. Remove and replace the roof hatch. Install a stainless steel hatch, same size as existing. Install two hold down clamps.
