TECHNICAL
1. Is the contractor to assume the design portion of the demonstration project will continue up to 100%?
- Yes. Even though the demonstration project, for the MACC solicitation, ask for a 65% design effort. It is the intent of the government to proceed to 100% after the contract award if and when funding is available.
2. Will the government establish and provide the contractor with an order of precedence in regard to the three documents listed in the initial government response (TO SOW, Holloman Design Standards, UFC)?
- If the specific project does not call out specific material, the Holloman Design guide (HDG) will be the precedence and if it is not called out in the HDG, then the UFC will take precedence.
3. Please reference attachment 17, DEMONSTRATION PROJECT TASK ORDER STATEMENT OF WORK, on p. 4 of 9, under the heading Interior Floor Finishes. This section of the TO SOW specifies both VCT and ceramic tile are required for floor finishes in the restrooms. It also specifies both vinyl cove base as well as ceramic tile cove base are required for the restrooms. Also, after specifying that all areas are to receive, vinyl tile and vinyl cove base, this section also states that the mechanical room floor shall remain exposed concrete.

• Finish floors in all areas (restrooms and mechanical room) with 12” X 12” vinyl composition tile (1/8” thick) and 4” vinyl cove base.

Proposal
1. Proposal Adequacy Checklist is required?
- The Government is removing Clause 252.215-7009 so the Proposal Adequacy Checklist is not required.
2. Is Table 15-2 required?
- The Government is removing Clause 252.215-7009 so table 15-2 is not required.
3. I just noticed that new Financial and Bonding Information Forms were added on FBO. We have already requested the forms and received them back. Do we need to request them again on the new forms, or will the forms originally posted on September 19th suffice?
- No, the forms originally posted on September 19th will suffice.

4. The solicitation states in Section L-6 Factor 2 Technical 3. Subfactor 1 a and b, that the financial information request and the bonding information request be returned to the contracting office by the financial institution and surety. The new forms that were provided via amendment 11 and 12 on FBO state that they should be returned with our proposal.

a. Bank Reference: In order to assist in determining the offerors’ responsibility, offerors shall complete the Financial Information Request, provide it to their financial institution, and instruct them to complete and return it to the Contracting Office not later than the required proposal submission date.
b. Bonding: In order to assist in determining the offerors’ responsibility, offerors shall complete the Bonding Information Request, provide it to their surety, and instruct them to complete and return it to the Contracting Office not later than the required proposal submission date.
