Q&AS discussed at pre-proposal conference/site visit
1 Question: Given that Service levels up to Tier 3 are required, are there any existing Service Agreements in place, such as Avaya Support Advantage?
Answer: Sustainment contract (Tier II & III) with General Dynamic. HAFB has not had to use direct support with Avaya. If, in the future, Avaya support is needed, the contractor will contact Avaya to establish accounts for support such as updates, cyber security updates which is not done by the sustainment contract. The Government will assist the contractor in setting up the accounts, this is something the contract and the COR's would have to discuss depending on what DISA, the NOS and ACC will implement in the next 5 years. The following was added to PWS para 5.2.2 Tier I: BTS contractor Tier II & Tier III: Sustainment contact (General Dynamic) The contractor will be responsible to contact the sustainment helpdesk and open a trouble ticket IAW the Appendix 5- 4.
2 Question: How many Work Orders using the Davis Bacon Act wages are there, on average, each year?
Answer: Zero
3 Question: How many DBA Work orders were there last year?
Answer: Zero
4 Question: How are questions that arise during the Site Visit going to be addressed Answer: All other questions were due to 49th Contracting by "noon", 13 May 2016 (MDT) and posted to FBO by 18 May 2016.
5 Question: PID 1013 – please provide part number Answer: Reference PID 7028
6 Question: PID 3671 does not have a description Answer: This PID has been deleted
7 Question: What type of multimode fiber is to be used for inside and outside plant fiber? (OM1, OM2, OM3 or OM4) Answer: Multimode fiber is not used for OSP cables
8 Question: PID 2111 does not have a description Answer: Deleted/Reserve
9 Question: PID 7000 does not have a description Answer: This is a HEADING Only
10 Question: PID 6406 thru 6410 what materials are required?
Answer: Whatever size drill bit it takes to drill the required size hole in order for a sleeve fit
11 Question: PID 6501 what materials are required?
Answer: No materials are required, just a cable locator, this PID is for any amount over the amount in PWS Appendix 5.1
12 Question: PID 8001thru 8103 what materials are required?
Answer: GPS equipment to collected data to upload into CVC
13 Question: PID 8151 thru 8156 what materials are required?
Answer: Experience in the use of GPS equipment and knowledge on how to update CVC
14 Question: PIDs 3451 thru 3454 and 3474 thru 3479, are these single fiber bulkheads?
Answer: PID 3451 thru 3454 are CONNECTORS (SM-single mode and MM-Multimode) and 3474 thru 3479 are BULKHEADS (SM-single mode and MM-multimode)
15 Question: PID 3801 thru 3816 please provide part numbers?

Answer: Don’t have part numbers
17 Question: What type of multimode fiber is to be used for air blown fiber?
Answer: OM1
18 Question:
Reference: Amendment 0002: Section (14) Submission Requirements – Part II Past Performance, page 4; and (19) Part II – Past Performance; Page 5 of 11 Table 1 organization table instructs Past Performance “Not to exceed 2 per company (No more than 6 pages total) use only the 3 most recent/relevant contracts.” What is the limit to the number of past performance references offerors are allowed to submit; is it 2 or 3 references per company? Please clarify.
Answer: Amendment 0003 was issued to change “Not to exceed 2 per company” to “Not to exceed 3 per company.”
19 Question:
Reference: Section (19) Part II – Past Performance; Page 5 of 11: Attachment 4 provided by the government is 2 pages, but page the RFP instructs that offers are limited to a “maximum of the three (3) most recent/relevant contracts, with an overall page limit of 3 pages, including Attachment 4, Past Performance Information Sheets.”
Question A: Is the 3-page limit for each contract reference or for the overall contract references provided?
Question B: RE a. Pertinent Information – is this information counted in the page limit?
Answers:
A: The page limit for each contract reference is 2 pages.
B: The overall page limit of 3 pages excludes Attachment 4, Past Performance Information Sheets.
20 Question:
Reference: Section (19) Part II – Past Performance; Page 6 of 11, b. Performance Data Question: Regarding “Recent is defined as within the last three (3) years” and “… started no later than October 2013”; does the government mean for recent relevant references to begin after October 2013 (which falls within the last 3 years)? Please clarify.
Answer: Relevant actions must be currently on-going or with a start date beginning October 2013 or more recently.
21 Question: PIDs 6255 through 6501 have purchase quantities, should the PIDs be install only? If not, what are we to purchase?
Answer:
PID 6255 – Should be a B only, no purchase quantity only installation.
PID 6256 – Purchase and installation of seed.
PID 6257 – Purchase and installation of sod.
PID 6258 – Purchase and installation of asphalt.
PID 6273 – Should be a B only, no purchase quantity only installation.
PID 6451 – Purchase and installation of 1” Fiber Optic Innerducts PID 6501 – See PWS Appendix 5.1
22 Question: 6301 and 6305 Usually on furnish and install, the materials price and install price are combined into one price, under INSTALL. What do you want listed under purchase?
Answer: Please break out the price of the unit from the installation of that unit.
23 Question: 6302, 6601, 6602, 6603, 6304 Usually just install when material costs are to be included in the install price.

24 Question: In the Northside Remote Telephone Switch, is there a backup generator?
Answer: Yes, there is a backup generator behind the Northside Remote Telephone Switch.
25 Question: Is the Crash Kit online?
Answer: Yes, the Crash Kit is online.
26 Question: How many cable vaults are there?
Answer: There are two cable vaults. The main cable vault has both copper and fiber cables, the secondary cable vault has only fiber cable.
27 Question: On PWS (pg 32), what are the differences between 5.1.2.1 and 5.1.2.2.
Answer: The work under 5.1.2.1 is part of the Base Monthly O&M; the work under 5.1.2.2 is under individual Task Orders.
28 Question: Will the Davis-Bacon Act be incorporated?
Answer: Yes, the Construction Wage Requirements Statute (formerly the Davis-Bacon Act) has already been incorporated into the solicitation as Attachment 4.2 and will be in the award as well.
29 Question: What percentage of the buildings on base are covered by this contract?
Answer: There is no definitive percentage of buildings on base covered by this contract, however the COR estimates between 70-80% of buildings are covered.
30 Question: How much copper cabling is used vs fiber cabling?
Answer: This changes monthly based on WOs completed. See PWS Page A5.2-46 for estimates.
31 Question: Who is responsible for the equipment used to install blown fiber?
Answer: The contractor will be responsible for providing the equipment used to install blown fiber.
32 Question: What manufacturer is used for the blown fiber?
Answer: This is determined by the WO and directed by the COR, this is only used for OSP fiber.
33 Question: Are manhole locking lids used?
Answer: No, there are only 9 lockable manhole covers on base and no more are projected to be used currently. If lockable manhole covers are to be used this will be done on a single Task Order.
34 Question: What are the standards used for confined space entry?
Answer: These standards are determined by the WO and directed by the COR in accordance with OSHA and/or any applicable regulations.
35 Question: Is there an memorandum of understanding in place with the Fire Department for Competent Rescue under
OSHA?
Answer: No, the contractor will provide for Competent Rescue.
36 Question: Does the government provide traffic control for manhole entry?
Answer: No, the awarded contractor will provide a traffic control plan that will be submitted to Holloman AFB SFS. This is not part of the proposal.
