BTS Q&As Note: Answers referencing the PWS, is based on latest one w/header of Sol#
FA4801-15-R-0020-0002
1. Question: How many contract people are on site presently and what is the mix of part time and full time?
Answer: There is 1-Site Manager, 1-Assit Site Manager/Tech, 3-Techs, 1-laborer/Cable Locator, 1-Off Site Remote Tech.
2. Question: What Vehicles, tools and test equipment is GFE and are there any that are contractor owned?
Answer: The Government owns all the equipment listed under Appendix 5.2 and this equipment is maintained by the contractor. Contractor must supply all vehicles, tools and test equipment.
3. Question: What are typical Manhole/Hand hole conditions and is there a recent report available?
Answer: The conditions of Manhole/Hand holes are good to fair and the awardee will have access to the report. Review PWS paragraph 1.3.15.4. Manhole, Handhole, Pull Boxes, Building Terminal and Distribution Pedestal Terminals Inspection/Maintenance/Repair Records.
4. Question: Does the Government provide storage and if so, what kind?
Answer: Yes, review PWS paragraph 3.2.1, Office space and 3.2.3.3, Outdoor Storage Base Support.
5. Question: Are there any unique State and Local Taxes, fees etc?
Answer: Yes, New Mexico has a unique state tax called the New Mexico Gross Receipts Tax. You may find additional information on this tax at the following website:

6. Question: Is there a list of Spare and Critical Spares?
Answer: The support contracts, as listed in PWS paragraph 3.1. should list spares and critical spares.
7. Question: Can we have access to the ISP/OSP drawing data?
Answer: The awardee will have access to the ISP/OSP drawing data, that will include the CVC (OSP only), we do not have ISP drawings.
8. Question: Are Maintenance repair logs available?
Answer: Yes, maintenance repair logs are available in Remedy/CAIRS
9. Question: Is Holloman 100% VoIP now?
Answer: No, Holloman is about 25% VoIP.
10. Question: What type and how much storage will the contractor have available for equipment and/or materials?
Answer: Contractor will have office and outdoor space; estimated SF of each--review PWS paragraph 3.2.1, Office space and 3.2.3.3, Outdoor Storage Base Support.
11. Question: How much OSP work is typically performed each year to include Blown Fiber?
Answer: OSP work is based on mission requirements and does not have a typical amount performed each year, therefore, no estimate can be provided. No Blown Fiber work has been performed in the last 5 years.
12. Question: Does the Gov’t provide GPS equipment for the CVC?
Answer: No, the Government does not provide GPS equipment for the CVC. Review PWS Appendix 5.2 for equipment provided by the Government and maintained by the contractor.
13. Question: Is there any Aerial cable the contractor is required to maintain?
Answer: Yes, there is one Aerial cable span to be removed at a later date.
14. Question: Please clarify the page count and number of past performance examples. The instruction to offerors provides contradictory information.
Answer: Amendment 0004 was issue to clarify; see Amd 0004 for exact details, but bottom line is:
"Offerors please note: For each 2-page past performance (PP) submitted, one of the PPIS (Atch 5) should be submitted. For example: The 2-page PP, which shows details of project, how it is relevant to Holloman's BTS requirement, etc, is submitted for contract with the Navy; therefore, one PPIS (Atch 5) should have all this Navy's contract particulars, including POCs for this contract."
15. Question: Amendment 03 – (18) Technical Proposal – Please clarify if all the documents/plans referenced are to be provided as appendices and are not included in the 30 page count? (ie: Factor 1 Maintenance Support Plan; Factor 6 Quality Control Plan: Factor 6 Mission Essential Contractor Services plan) Answer: The Draft Maintenance Support Plan will be part of the Technical Proposal and subject to the 30 page limit. The Government has decided that the Quality Control Plan, which includes the Mission Essential Contractor Services Plan, will not be part of the 30 page limit within the Technical Proposal and will be a standalone document. There will not be an Amendment issued to reflect this decision.
16. Question: Amendment 03 – (18) Technical Proposal - Factor 6 Is a Mission Essential Contractor Services Plan also required? Please clarify this states it needs to be listed as a section in the QCP. We normally provide this as a separate plan and not part of the QCP.
Answer: The Mission Essential Contractor Services Plan will be a section within the QCP. Review PWS paragraph 4.1 Contractor’s Quality Control Plan and Solicitation clause & provision: DFARS 252.237- 7024 & Addendum to 52.212-1, Instructions to Offerors—Commercial Items (OCT 2015) paragraph b(18) paragraph 4 Factor 6.
17. Reference: PWS 1.2.7.1 States that Tier III troubleshooting is required.
Question: Please clarify if there is another base contract that provides Tier III support?
Answer: There is not a base contract; there is an Air Force contract in place for "Cyber Transport System (CTS) Sustainment" for any Tier II and III. Review PWS Appendix 5.4- VOICE SWITCHING SYSTEM
(VSS) SUSTAINMENT.
18. Reference: PWS 1.3.4.3.1 Lists 4. Loss of LAN connectivity affecting 100 or more users as a classification of an emergency outage/trouble.
Question: Please clarify that the contractor is not responsible for the LAN connectivity, and this should be removed?
Answer: If LAN connectivity is lost, the contractor is responsible to ensure loss is not due from LAN cable connectivity; the contractor is not responsible for the LAN switches. Review PWS paragraph
5.8.3.3.9.7 LAN Hub Fault Isolation and Testing. This would be an Emergency response if a fiber cable may have been cut/damage and repairs can start within the allowed time.
19. Reference: PWS 1.3.4.3.2 Lists. Loss of LAN connectivity affecting 15-99 users as a classification of an priority outage/trouble.
Question: Please clarify that the contractor is not responsible for the LAN connectivity, and this should be removed?
Answer: If LAN connectivity is lost, the contractor is responsible to ensure loss is not due from LAN cable connectivity; the contractor is not responsible for the LAN switches. Review PWS paragraph
5.8.3.3.9.7 LAN Hub Fault Isolation and Testing. This would be a Priority response to a cut/damage fiber cable, so repairs can start within the allowed time.
20. Question: Is the government providing office space besides the DCO? If so, what is the approximate size that will be provided?
Answer: Yes, this area was open during the site visit. Review PWS paragraph 3.2.1, Office space.
21. Question: Is the government providing a secure storage area (cable yard, warehouse, etc.) for the contractor to keep its material/inventory needed for day-to-day maintenance items and cable for larger projects/work orders?
Answer: Contractor will have outdoor space; review PWS paragraph 3.2.3.3, Outdoor Storage Base Support. Contractor will be responsible to secure area.
22. Reference: Amendment 2, page 3, Addendum to 52.212-1, Instruction to Offerors-Commercial Items (OCT 2015), (ii) Font/Binding "Consolidated parts are acceptable provided tabs separate them.
Question: This sentence appears to conflict with the sentence in the same paragraph, two sentences before, that states "Each part (volume) should be separately bound. Please clarify how the government wants each part (volume) bound. Is the requirement to bind each Part (volume) separately or is it acceptable to combine the Part (volume) if the contractor separates the Part (volume) with tabs?
Answer: Each part (volume) must be separately bound unless they are consolidated; if the parts are consolidated, then they must be separated by tabs. Bound means either via spiral binding or 3-ring notebook (preferred method).
23. Reference: Amendment 2, page 5 (19) Part II-Past Performance: "Past Performance section is limited to a maximum of the three (3) most recent/relevant contracts, with an overall page limit of 3 pages, including Attachment 4, Past Performance Information Sheets."
Question: Please verify that it Attachment 5 Past Performance Information Sheet is what the government is referring to.
Answer: Please see Amendment 0004, we are referring to Attachment 5.
24. Reference: Amendment 2, page 5 Factor 1 instructs the contractor to submit a draft maintenance support plan.
Question: Will the government include the Draft Maintenance Support Plan in the Technical Proposal 30 pages limit?
Answer: The "Government" does not include, but the contractor shall provide the Draft Maintenance Support Plan as part of the 30-page technical proposal.
25. Reference: PWS 1.3.1 Contractor shall also include Voice over Internet Protocol (VoIP) operations as part of the BTS.
Question: Is the contractor, or Holloman to provide the network switches for VoIP network?
Answer: The Government, Cyber Transport work center, will provide the switches.
26. Reference: PWS 1.3.15.3 Maintenance /Repair Log Record.
Question: What trouble ticket monitoring system (Remedy, WOMS, TMS, etc.) is Holloman currently utilizing?
Answer: For Trouble Ticket currently Remedy is being used, but Holloman AFB will convert to CAIRS.
As for new service (work orders) or requirements WOMS is used.
27. Reference: PWS 3.3 CVC Training. States that "The Government will provide two (2) days of training for two (2) Contractor of in-resident training at Holloman AFB provided by the 49 CS."
Question: Is the CVC Database currently being maintained by the current contractor and if so, is it being maintained by a qualified/trained employee?
Answer: Yes, the current BTS contractor is maintaining the CVC and is a qualified/trained individual.
28. Reference: 1.4.1 Work Order Procedures.
Question: What system (Remedy, WOMS, etc.) is Holloman currently utilizing to prepare the work orders?
Answer: WOMS is the method for tracking work orders or new service and Remedy is the tracking method for trouble tickets; CAIRS will be implemented at a later date.
29. Reference: Appendix 5.3 Glossary and Acronyms page 53; Cable Maintenance "When the Communications and Information Systems Officer (CSO), in conjunction with the CO, determines that an excessive number of pairs are defective, the CSO may direct under O&M that repairs be undertaken."
Question: If the CO determines that an excessive number of pairs are defective, and the CSO direct the contractor to make repairs under the O&M portion of the contract who will be responsible for the materials required to make those repairs; the government or the contractor?
Answer: From PWS Appendix 5.3.2: Cable Maintenance. Includes random testing, swapping pairs, tagging, identifying, pair/strand testing and repairing and ensuring splice case enclosure integrity (when visible to inspect). When the Communications and Information Systems Officer (CSO), in conjunction with the CO, determines that an excessive number of pairs are defective, the CSO may direct under O&M that repairs be undertaken. Replacement of an entire cable under O&M is not expected, only repairs of splices, bad cross-connections, etc. Government would replace entire cable; Contractor shall be responsible for all repairs to cable.
30. Reference: Appendix 5.3 Glossary and Acronyms page 57; Normal Duty Hours. The hours the Contractor’s key personnel are required to be on-site. The normal hours of operation are Monday through Friday, between 07:30 am – 4:30 pm.
Question: Please identify what positions the government views as key personnel (BTS manager, switching system technician, etc.) and are required to be on-site during normal duty hours.
Answer: The BTS site manager will be on-site during normal duty hours, the site manager determines who else on his staff are listed as key personnel and make sure they are available during the normal duty hours.
