1.3.3.4. Terminals. The Contractor shall inspect 5 COR-accepted terminals per yearmonth.

1.3.3.5. Distribution Pedestal Terminals. The Contractor shall inspect 5 COR-accepted Distribution Pedestal terminals per yearmonth.

Statement of Need

BTS is a service for O&M of the base telephone switching systems & ancillary equipment, premise equipment and the inside & outside plant

Includes: Update of BTS databases, data administration; activation/deactivation; fault detection/location/notification/repair/verification;

cross-connects; inventory & tracking of supplies & spares; PMIs; record keeping; maintenance of phone sets, switches, station wiring , batteries & comm power equipment & contract support svcs

Statement of Need Con't

BTS is a Services contract w/minor construction

- Monthly O&M Services
- IDIQ portion (prepriced/nonprepriced work orders including some construction)

Mission essential contract

Mission essential – part of factor 6: The plan will have a section titled Mission Essential Contractor Services and will cover all items in accordance with DFARS 252.237-7024 Notice Of Continuation Of Essential Contractor Services. (DFARS clause states: "These services are listed for CLINs x001 and x002 (monthly maintenance) and any work order issued from CLINs x003 and x004 deemed mission essential by the Government. ")

1.5. Special Project Requirements.

Special projects are firm fixed price (FFP) negotiated requirements (nonprepriced work orders). The CO will request a proposal from the Contractor for special projects. The Government may negotiate a special project into the contract when an effort is needed that is not covered by current line items on the contract. These are one-time efforts that are within the scope of the contract. Special projects will not cumulatively total more than 10 projects per year and no more than $750,000.00 per project. Proposals shall be submitted in WOMS (or current electronic system), manually on DD Form 1367, Commercial Communications Work Order, or equivalent format and include the information listed in the subparagraphs below

Perform cable location/marking; attend design review mtgs; provide budget estimates; global positioning system service; manhole/handhole /bldg termination inspection

Recordkeeping; traffic measurement & analysis; provide reports

Performs disk/cartridge/tape backups; directory assistance; voice protection system

Ability to develop and maintain a quality control program that ensures a quality BTS service

Contracting History

Current Kt FA4801-12-D-0003, was awarded 14 Dec 11 to Fortis Telecom, L.L.C.

Competitive 8a, Firm Fixed Price (FFP) contract with a 9.5 mth Base Year and 4 one-year options; Contract Ceiling of $35M

Current Actual Cost as of March 2016 is $5,577,309.03 (132 task orders)

IDIQ Kt has no funding on the basic Kt

Funding on Individual Task Orders by FY

Incremental Funding appears to be the present/future in acquisition (DFARS 252.232-7007)
