SUBJECT: Pre-Proposal Conference / Site Visit, Meeting Minutes for Base Telecommunications System (BTS), Solicitation FA4801-15-R-0020

1. The site visit began at 0830 on 11 May 16 at the Holloman AFB, Visitor Center, Bldg 1. The following individuals listed below were in attendance:

2. Ms. Roberts welcomed and thanked all attendees for their appearance. After attendance was taken, the group boarded a Government bus and began the site visit. The bus, entered through the main gate and traveled down First street, passing the Medical Center (Bldg 15, plus others). Mr. Juarez pointed out that a new medical facility was being built behind the existing one stating communications support will be required when completed in approximately 2018. The bus passed the Base Headquarters building (Bldg 29) which is currently being renovated resulting in the 49th Wing Staff, Contracting Squadron and other organizations being temporarily moved across base to building 811. The bus stopped at the Holloman Shoppette (Bldg 33) for a chance of any attendee to purchase refreshments (water, coffee, etc).

3. At 0851 the bus left the Shoppette heading north, passing the German Air Force (GAF) Headquarters (Bldg 45). Mr. Juarez stated the GAF mission, who support their own telecommunication, is coming to an end and they are expected to leave the base within the next two years. The bus continued north and stopped at the Northside Remote Telephone Switch (Bldg 1081) at 0855. Attendees were given the chance to view inside the switch building.

4. At 0901 the bus left the Northside Remote Telephone Switch, followed Douglas Ave to the Westside of base in which Mr. Juarez had pointed out the Test Group and Weapons Storage areas. The bus turned on Kelly Ave in which the bus passed the Basic Expeditionary Airfield Resources (BEAR) Base compound. At 0916, the bus stopped at the Westside remote switch (Bldg 878) at 0916, which is across from build 811. Attendees were given the chance to view inside the switch building.

5. At 0922 the bus left Bldg 878, heading back on Forty Niner Road to the main base, passing the west side round-a-bout which leads off to the west gate. It was mentioned that all trucks, deliveries must use the west gate entrance. The bus went up Eleventh Street passing the lodging facilities (on the right) and the track & field area and Base Ops (on the left side). At the end of Eleventh Street, the bus turned right on Delaware Ave, past the E911 System, Ops Center, and Remotely Piloted Aircraft (RPA) areas. Along the way, the bus passed one of the Fire Departments and Maintenance Shops.

6. The bus turned right on First Street, going a few blocks in which Mr. Juarez pointed out the Network control Center (NCC, Bldg 202) down Idaho Ave. Just past Idaho Ave the bus turned right to enter the Base Telephone Switch Office (Bldg 221) at 0931. This is where the COR(s) and BTS contractor's office are located. All Attendees toured the offices and telephone equipment switches.

7. At 0949 the bus left the Base Telephone Switch Office and drove to the Airman Family Readiness Center(AFRC, Bldg 788), which is a few blocks west of First Street. At 0955 the bus parked at AFRC, located between the Base Commissary and Wells Fargo Bank, across the street from the Base Exchange(BX). All attendees departed the bus and gathered in the AFRC for the Pre-proposal Briefing.

8. Ms. Roberts provided the Pre-proposal Briefing, via PowerPoint presentation, and allowed for a Questions and Answers session. Ms. Roberts informed the attendees that Amendment 0003 would be forthcoming informing all interested parties that remaining questions were due by noon, May 13th.

Supplemental: Amendment 0003 was posted to FBO that afternoon. Ms. Roberts informed all that meeting minutes, presentation and listing of all attendees would be posted to FBO.

9. Ms. Roberts again thanked everyone for attending the Pre-proposal Briefing which concluded at 1115.

All attendees boarded the bus and headed back to the main gate visitor's center (Bldg 1) which ended the Site Visit at 1120. The foregoing is a brief summary of the site visit held for the subject solicitation.
