Q&As Received after Site Visit / Pre-proposal Conference Note: Some questions were omitted if they were previously answered, unclear, or did not have a reference.
1 Question: IAW para 5.2.2.1.5 Billeting Switch, Northern Telecom Meridian-1 Option 61C, there is a 6408d+ Digital Phone under contract scope?
Answer: This 6408 phone is located at the front desk and is the responsibility of the BTS contractor.
2 Question: In reference to Question 1 above, this is a IP phone, please validate how connected to Option 61c.
Answer: All IP phones are on a CISCO switch and not maintain by the BTS contract.
3 Question: IAW para 5.2.2.1.6 Customer Premise Equipment. There are over 3500 NT telesets listed as CPE, However these sets are not supported by base switch identified in PWs. In addition, these sets do not appear on product preprice list.
Answer: Please refer to Amendment 0005 updating the PWS to remove these items.
6 Question: Who manages the ISP/OSP fiber or copper assignment? 49th COMS? (5.2.4) Answer: 49th COM manages the ISP/OPS fiber and copper assignment.
7 Question: Where do the legacy parts for the legacy equipment come from? Is this considered Depot Level support? Is this contracted and licensed?
Answer: 49th COM has depot level support from the sustainment contact, depending on the issue; the depot will send a tech and is licensed.
8 Question: Is the LAN requirement for or include NIPRNet or SIPRNET? (5.2.3.11) Answer: All LAN drop are for both NIPRNT and SIPRNET usage.
9 Question: What year or option years are the CTS and E-911 contracts in? When do they end?
Answer: W91QUZ-06-D-0012, as referenced in the PWS paragraph 3.1, is an IDIQ type contract with options and an original expiration of 14 April 2015. A modification, P00015, extended the Ordering Period by thirty-six months for a new expiration date of 13 Apr 2018.
10 Reference: PWS Section 5.2.2 requires contractor to furnish equipment. Much of the Nortel equipment specified is legacy equipment that can only be purchased grey market as used material.
Question: Is used material acceptable?
Answer: The contractor is only responsible for Avaya Telecomm equipment.
11 Question: Section 5.2.3.1.3 references a Micro Window 2003 Server, this server is no longer supported; what level of support would be required based on this server?
Answer: Amendment 0005 removed Section 5.2.3.1.3 from the PWS
12 Question: PWS Section 1.2.2 lists contractor does not have to respond to afterhours maintenance, but must have one be on call 24/7; how does that work?
Answer: PWS Section 1.2.2 states “This contract does require the contractor to respond...”
13 Reference: PWS Section 1.3.5 Alarm Notification says Contractor is responsible for all materials and equipment necessary to implement alarm notification with no assistance from base personnel;
Question: How are you [assumption: Government] going to do that? Is this done currently by General Dynamics [GD] Nock or some other means?
Answer: The purpose of this paragraph is to notify the switch tech of an alarm on the switch/remotes, whatever method the contractor wants use, the contractor must outline their plan for PWS Section 1.3.5 as part of their MSP.
GD only used for support.
14 Question: PIDs 3451 thru 3454 and 3474 thru 3479, are these single fiber bulkheads?
Answer: PID 3451-3454 are CONNECTORS and 3474-3479 are BULKHEADS. The Government cannot tell the contractor how to do the job or what materials to use, as long as they meet the specifications and standards, so the contractor can order a patch panel, the faceplate and the bulkheads separate.

15 Question: 1.3.6 On locates must it be staked or can paint be used to mark cable?
Answer: Locates may be staked or painted as long as the markings are visible and last more than a few days.
16 Question: Can base provide the percentages of Aerial cable, lead cable, paper cable and filled cable and is said information on OSP drawings?
Answer: Yes, Aerial- 1000+ feet, lead-NONE, Paper-None, Filled- review PWS, para 5.2.4.2, B. Amendment 0005 has updated para 5.2.4.2, A.
17 Question: Is there a plan to replace old OSP plant or just repair as needed?
Answer: Replacing OSP cabling will depend on why it must be replaced, but OSP will be repair as needed.
18 Question: Is your OSP plant dedicated plant meaning cable pair counts dedicated to only one building and 1 demark?
Answer: Yes, the OSP plant is dedicated.
19 Question: What type of splice enclosures are used and are existing splices clearly marked on OSP drawings?
Answer: Stainless steel closures for copper and plastic for fiber, all existing splices are clearly marked on the OSP drawings.
20 Question: Is the contractor responsible for disposing of old lead cable?
Answer: The contractor is not responsible for disposing of old lead cables; these will be left in place for HAZMAT to dispose of.
21 Question: Does your current OSP cable meet your requirements listed under 5.8.3.16.3?
Answer: We cannot tell whether 100% of cables under 5.8.3.16.3 meet this requirement or not as it is not feasable to do a 100% inspection. This paragraph is a PMI and the contractor must meet these PMI requirements.
22 Question: Is contractor responsible for repair or replacement of sump pumps?
Answer: No, the contractor is not responsible for repair or replacement of sump pumps under this contract.
23 Question: If new cable is installed or needs to be exposed for repair does the contractor do the digging or is this something done by PW [Public Works]?
Answer: PW (49th CES) The contractor will do all excavations for the installation and repairs of OSP cable, review PIRRM 6250. Amendment 0005 has updated the PIRRM, please see the most up to date version.
24 Question: On ISP cable does it need to be always Plenum-rated and is it CAT 5 or 6?
Answer: Must be Plenum, can be either CAT 5 or 6 depending on requirement.
25 Question: Do you have inside plant drawings for buildings which would include existing jack locations?
Answer: No, there are no ISP drawings.
26 Question: If not, is this something contractor would be responsible as they add jacks in buildings?
Answer: The contractor would get a drawing if one exists or make a drawing per work order and turn it in to the COR to file.
27 Question: Please list all switches including manufacture and model and please list any that is MFD, including any PBX or PABX's and 1A2 Key Systems contractor is responsible for maintaining.
Answer: Please review PWS Appendix 5.2 for all equipment to be maintain by the contractor.
28 Question: Is the AVAYA CM6 your main CO [Central Offices] switch and is this the switch that needs certified technicians?
Answer: Yes, this is the version for the CO switch and must be a certified Avaya switch tech.
29 Question: Do you currently have a maintenance agreement with AVAYA and if so who is responsible for keeping it current?
Answer: The current contractor has a support agreement with AVAYA and is responsible for maintaining it.
30 Question: On the CALLERGA voice mail system is there an manufactures maintenance agreement?
Answer: Since the CM 6 upgrade this system is no longer in use. See question # 11 above.

31 Question: Please list any DC [DCO] plant that is MFD and or in need of replacement including rectifiers and batteries.
Answer: There are no DCO plants that are MFD or in need of replacement.
32 Question: Please include what type of testing and what type of battery backup hours you require for each site and how many sites?
Answer: A daily test is to make sure the batteries are at full charge. The batteries are good for about 8-10 hours and batteries are located in the DCO and at 2 remotes.
33 Question: Is the contractor responsible for HAVC, backup power and or Fire suppression in CO's?
Answer: No, the contractor is not responsible for HAVC, backup power, or Fire Suppression in the CO’s.
34 Question: Do you have SONET ring or rings for your fiber plant?
Answer: Yes, we have SONET for the Fiber Plant.
35 Reference Question 1 from “All Q&As” posted 19 May 2016, “1. Question: How many contract people are on site presently and what is the mix of part time and full time?
Answer: There is 1-Site Manager, 1-Assit Site Manager/Tech, 3-Techs, 1-laborer/Cable Locator, 1-Off Site Remote Tech.”
Question: Can you please clarify what the “Off-Site Remote Tech” function is? It is not clear what SCA labor category would apply to this or what function or role that category would support.
Answer: It is the contractor's responsibility to determine the correct SCA labor category for each of its employees.
36 Reference Question 1 from “All Q&As” posted 19 May 2016, “1. Question: How many contract people are on site presently and what is the mix of part time and full time?

Question: In order to comply with FAR 52.222-17 and Executive Order 13495 we are requesting the following information.
Under this guidance, we are required to provide first right of refusal to qualified incumbent workers. The prescribing FAR guidance (FAR 22.12) also addresses the government providing a list of those incumbent employees. In order to accurately calculate the costs in our proposal concerning the benefits mandated in government provided SCA & DBA WDs for seniority, vacation, holiday and SCA occupation code/title, as required by Executive Order 13495, please provide the number of incumbent employees and the following information for all current incumbent personnel.
1. Name
2. Current SCA Occupation code
3. Duty or Position title
4. Hourly Pay Rate
5. Status (Exempt vs Non-Exempt)
6. Start date (when they first started work on the contract (or predecessor contracts) effort (the originating anniversary date for purposes of calculating benefit costs).
Answer: The Government will not provide this requested detailed information. Names and phone numbers of incumbent employees will be provided on a per request basis. All requests must be submitted to the POCs listed in the solicitation via email with the subject line “FA4801-15-R-0020 Incumbent Worker Qualifications.” All non-email requests or email requests without the aforementioned subject line will not receive a response.
37 Reference Question 5 from “All Q&As” posted 19 May 2016, While the New Mexico Gross Receipts Tax is an applicable tax assessed at 8% of billings, New Mexico also levies a “Use Tax” of 5.125% on purchases of material used to perform a contract. This is different than a “Sales Tax” and is a cost assessed to the contractor’s materials used in the performance of a contract.
Question: Can you please confirm this?
Answer: We can confirm that the New Mexico Gross Receipts Tax is applicable, please visit the following website and/or contact the New Mexico Taxation & Revenue Department for more information on applicable taxes.

38 Question: Ref. Appendix 5.2.4.2 (B/C) What is correct method of installation for each cable of copper and Fiber i.e. Direct buried or in conduit?
Answer: Depending on the requirement, the installation can be conduit installation or direct buried.

39 Question: Ref. Appendix 5.2.4.2 below GAF Fiber table—Has all CITS installed fiber been uploaded in CVC/CIPS database?
Answer: All OSP cables to include AF and GAF have been upload into CVC.
