35. If a contractor includes specific exclusions or qualifications with our proposal submission, will our proposal be deemed non-responsive?

Answer: Yes.

36. Due to uncapped inflation, many vendors and subcontractors are unable to hold their prices until [RFP Indicated Acceptance Criteria] as required by the RFP price schedule. Some vendors will only hold their price for 24 hours. In the light of this situation, we as general contractor are forced to add substantial contingency to our cost proposal in order to cover any cost inflation passed on to us. As a small business, we are not positioned to absorb all cost inflation we bid on. We therefore request the government reconsider this requirement for proposals to “[e.g., 90 Calendar Days]” and adopt a more rational approach such as accepting cost proposals valid for 30 or 60 days, and allowing a fair cost re-evaluation at contract award. Such an approach could save the government quite a bit of money in the case that material prices level off before award. Removing this risk allows for a more competitive bidding climate based on the true value of the project.

Answer: Price proposal validity date is hereby 60 calendar days from date of proposal submission.

37. Will the government require the contractor to provide an onsite office trailer? Or is it at the contractor’s discretion?

Answer: No, it is up to the contractor’s discretion. This is not a requirement.

38. Please indicate acceptable laydown/staging areas?

Answer: The government will identify this location prior to start of construction.

39. Please indicate acceptable haul routes.

Answer: This will be provided prior to start of construction.

40. Will onsite stockpiling be allowed?

Answer: No

70. Per note 10 "Existing dog bath to remain. Maintain access outside of construction hours". Please confirm that this area must remain accessible to dogs and handlers outside of construction hours. This seems very problematic and a liability for all parties. Can this dog bath be relocated to phase 2 while phase 1 is under construction or can a new dog wash be installed in phase 1? Please advise.

Answer: Please bid per note 10. MWD will relocate to phase 2 while phase 1 is under construction.

71. Notes 3 and 20 seem to be in contradiction because note 3 is requiring chain link fencing at the kennel enclosures and note 20 is requiring wire mesh partitions at the kennel enclosures. Please confirm the intent.

Answer: Wire mesh partitions are the intended material.

72. The specifications include both 10 22 13 - Wire Mesh Partitions and 32 31 13 - Chain Link Fences and

Gates. There appears only to be the kennel structures and it is unclear what product goes where. Please confirm which specs will be used where and if either is not being used please remove that spec from this project. Please advise.

Answer: The dog kennels are to be wire mesh. Please see the other answers for clarification.

73. Per the details D3 and D4 on A103 we are to add additional unfaced batt insulation in the attic to achieve an R-49. Please confirm what the existing insulation R value is so the added insulation can be quantified.

Answer: The contractor is required to verify the existing batt insulation and add what is required to meet R-49 insulation.

74. The drawings call for work in the attic. There is insulation being added and the drawing call for the replacement of the exhaust fans in the toilet room and the locker room. Please confirm there is existing attic access and bidders do not need to figure to add attic access or access doors for exhaust fans. Please advise.

Answer: There is an existing attic access hatch.

75. It appears that most of the specifications have doubled up. All of the bookmarks are for the second half of the spec book so it would appear that pages 3 through 808 need to be deleted. Please confirm and advise what specifications will dictate on this project.

Answer: Specifications stop at page 808.

76. Please confirm if this project will require three separate individuals (Superintendent, QC, SSHO) or whether double or triple hatting rolls will be allowed. In the solicitation on L-3.4 leads you to believe a duel hat (QC/SSHO) and a superintendent would be required onsite when work is being performed.

Please advise on the intent.

Answer: Only 1 triple hatted individual is required.

77. 03 30 00/1.6.7.1 Quality Manager Qualifications states "Holds a current license as a professional

Engineer". This would exclude most, if not all, of the candidates for this position. Please consider removing this 03 30 00/1.6.7.1 section. Please advise.

Answer: The requirement for the Quality Manager to be a licensed Professional Engineer will remain as specified. Section 3 30 00/1.6.7.1 Quality Manager Qualifications also states that “territory with experience on at least five similar projects. Evidence of extraordinary proven experience may be considered by the Contracting Officer as sufficient to act as the Quality Manager.”

78. Are there any cybersecurity requirements on this project?

79. These specifications include 01 45 35 Special Inspections, and it appears that these special inspections cover 1.5.1 - Steel Construction and Figh Strength Bolting, 1.5.2 - Welding Structural Steel, 1.5.3 - Nondestructive Testing of Welds and 2.1 requires an AISC Certified Steel Fabricator. Are all of these requirements for the small steel structure supporting the DOAS unit? This amount of requirements for this small miscellaneous steel support (which is not part of the building structure) will drive away subcontractors and drive costs way up. Please consider removing these requirements for this small miscellaneous steel structure and add a visual inspection for the few bolts and few weld that will be needed for this steel. Please advise.

Answer: Yes, provide special inspection for welds and bolts.

80. According to note 1 on ES101 we are to connect the new primary to spare switch SW1. Who owns this switch (Utility Company or Government) and what work will the owner of this switch be performing?

Will this switch need to have the power cut off when the new primary is being pulled into this switch?

Will the contractor be required to perform off hour work? Please advise.

Answer: Refer to the answer for Question 63. Gov owns the utility.

81. Who will own the new pad mount primary transformer (Utility Company or Government) and what work will the owner of this transformer be performing? Please advise.

Answer: Ownership will be turned over to the Government once the DD 1354 is signed by the contractor and government rep.

82. On page ES101 sheet keynotes. Note 1. We are connecting SW1 to the new pad mount transformer that will be installed next to the parking lot. I walked all the way around SW1 and did not find any type of label plate identifying the load side voltage. I also didn’t find it anywhere in the drawings. That would be the primary voltage for the new pad mount transformer. I am assuming it is 3 phase, 480 VAC, but I don’t want to make that mistake when ordering the new transformer.

Answer: The primary voltage is 22KV.

83. According to note 5 on ES101 the existing secondary wire and conduit needs to be demolished. Can this existing secondary remain until the new primary and new secondary is complete? This process will allow for a shorter power outage to the building. Please advise.

Answer: Yes, secondary needs to remain until new service is completed

84. According to note 5 on ES101 the existing secondary wire and conduit needs to be demolished. Is this existing secondary encased in concrete? Please provide the profile for this existing secondary so demolition can be properly estimated.

Answer: Unknown. Please remove wire and abandon conduit.

85. The electrical work requires the replacement of the MDP and there will be an extended power outage while this panel is getting replaced and the new feeder is being installed. Are there any special requirements required during this time? Will the contractor be required to perform off hour work? Please

Answer: Contractor will have to provide off hour schedule for outages in bid.

86. Please confirm that there is no required work on the fire alarm and/or fire sprinkler due to the room layout changes in the building. If modifications are required, identify system type, extent, and performance criteria.

Answer: See general notes on design drawings E-102.

87. There does not appear to be any commissioning requirements in the specifications. Please confirm there is no required commissioning on any of the systems.

Answer: No commissioning. Manufacture start up and training will be required.

88. Per E001 the lines marked E is one conduit with (3) 1/0, 25-kv and 1/0 AWG and 600-volts and one spare conduit. The lines marked Ex is existing conduit and we are to provide 1/0 AWG, 25-kv. It appears the conductors through this old and new conduit should be the same. Please confirm the conductors that are required to feed the new transformer.

Answer: Yes, Ex shall be (3) 1/0 25 KV and 1/0 AWG in existing conduit.

89. According to the drawings there are no new tile floors, only two rooms (toilet and locker) have existing tile that is to remain. Why is specs 09 30 10 - Ceramic Tiling included? Can this tile spec be deleted?

Please advise.

Answer: Per specification 09 30 10 par 3.3.2 Ceramic Tile Grout, it is used for sealing grout for the tiles. See design drawings A 601 finish schedule note 1 for clarification.

90. The specifications include 31 05 19.13 - Geotextiles for Earthwork but the drawings to not identify anywhere that this is required. Can this tile spec be deleted? Please advise.
