About this file

This document is a Hazardous Materials Survey Report for the MUHJ 24-4024 JBLE Facility 1030 Military Working Dog Kennels located at 1030 Worley Road in Hampton, Virginia. Prepared by ECS Mid-Atlantic, LLC on November 22, 2024, the survey assessed asbestos-containing materials (ACMs), lead paint, and mold in the facility. Laboratory analysis of 40 bulk samples found no asbestos in the sampled materials. However, XRF lead paint screening detected lead concentrations on metal pipes, an air compressor unit, exterior metal doors, window sills, and gutters. The survey also identified visible mold and moisture damage on the drywall ceilings in the central kennel room.

The report recommends removing and replacing the moisture-impacted drywall ceilings in the central kennel room, including any insulation directly above the affected area. A qualified mold/moisture remediation contractor should perform the work using proper containment and HEPA air scrubbers. The report advises identifying and correcting moisture intrusion sources concurrently with remediation. For lead-containing painted surfaces, the contractor must follow OSHA Lead in Construction standards, including environmental and personnel monitoring to ensure exposure remains below the Permissible Exposure Limit of 50 micrograms per cubic millimeter as an 8-hour Time Weighted Average.

1.0 SITE DESCRIPTION

The property is developed with a one-story building located at 1030 Worley Rd at Langley Air Force Base in Hampton, Virginia.

2.0 PURPOSE

The purpose of this Hazardous Materials Survey was to evaluate if asbestos-containing materials (ACMs), lead paint, and mold may be present within readily accessible areas of the subject building. No other areas of the property were assessed.

3.0 METHODOLOGY

ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice(s) and methods specified by regulation(s) for the identification of Asbestos-Containing Materials (ACMs), lead paint, and mold and moisture-impacted areas.

3.1 Asbestos-Containing Materials

The non-destructive/non-invasive asbestos survey was performed by an asbestos inspector who has received EPA-accredited training and is appropriately licensed in the Commonwealth of Virginia.

Samples of suspect ACMs were collected utilizing hand tools and placed into individual, labeled plastic bags. Unique bulk suspect ACM samples were submitted to Environmental Hazards Services, LLC in Richmond, Virginia for analysis via Polarized Light Microscopy (PLM) in accordance with current EPA-600 methodology. Materials consisting of additional layers were analyzed separately.

Environmental Hazards Services, LLC is listed as an accredited laboratory by the National Voluntary Laboratory Accreditation Plan (NVLAP) managed by the National Institute of Standards and Technology (NIST) for bulk sample analysis by currently approved EPA methodology by PLM.

During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub grade materials) and were not surveyed for suspect ACMs. Unidentified suspect ACMs may be located in these areas and/or other inaccessible areas.

Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.

Multiple samples of each unique material were submitted.

3.2 Lead in Paint and Surface Coatings

The lead paint screening was performed by a Virginia-licensed lead risk assessor using an X-ray fluorescence (XRF) Spectrometer to identify lead concentrations in painted and glazed surfaces. Paints with concentrations of lead detectable by the XRF are considered lead-containing paints. Activities that disturb lead-containing paints are regulated by OSHA (29 CFR 1926.62).

Because the current or proposed use of the property is not residential or child-occupied, the scope of the limited lead paint testing was not conducted in accordance with HUD Chapter 7 requirements.

This limited testing included taking readings from selected representative surfaces. The results of the

November 22, 2024

ECS Project # 47:19897 testing identify the concentration of lead within the painted surfaces tested and provide data to assist in determining appropriate work practices and worker protection during the renovation activities in accordance with the OSHA Lead-in-Construction Standard.

Test locations were listed by letters with side “A” being the east of the building, proceeding clockwise to “B, C, and D”.

3.3 Mold and Moisture

ECS performed a non-invasive visual assessment for mold/moisture in the building's interior. No testing or sampling was performed as part of this process. A reasonable effort was made to identify visible indicators of water damage and/or visible mold growth; however, this does not guarantee that all possible reservoirs (growth or airborne) of mold growth have been ruled out, as mold or water-impacted building materials may be hidden behind solid walls, ceilings, partitions, and other objects.

4.0 RESULTS

The following is a summary of laboratory results, findings and observations.

4.1 Asbestos Sampling

A total of 40 bulk samples were submitted to the laboratory, of which 58 layers were analyzed.

Samples of the following materials were collected for laboratory analysis: 12" vinyl floor tiles and mastic, vinyl cove base and adhesive, concrete masonry unit (CMU) paint/filler, drywall and joint compound, window frame caulk (interior), ceiling texturing and EIFS, pipe flange gaskets, sealants at threaded pipe fittings, soffit/attic wall texturing and EIFS, door frame caulk, brick joint caulk, window frame caulk (exterior), red penetration caulk, mastic on fiberglass pipe insulation, cementitious panel board, roof shingles and felt, and flashing at room seam.

Based on the laboratory analysis of the bulk samples collected during the survey, asbestos was not identified in the sampled materials.

Asbestos-Containing Materials (ACMs) are defined as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix A, Subpart F, 40 CFR Part 763, Section 1, PLM. A list of materials sampled and submitted for analysis, the associated chain of custody, and the reported analytical results can be found in the Appendices of this report. Representative photographs of these materials are also provided in the Appendices.

November 22, 2024

4.2 Suspect or Assumed Asbestos-Containing Materials

Due to the inaccessibility or the destructive means that asbestos sampling requires, additional suspect ACMs may remain within areas of the four buildings, hidden behind inaccessible areas that include, but are not limited to, sub-grade walls, structural members, topping slabs, sub-grade sealants, flooring located below underlayments, areas behind solid walls/ceilings, pipe trenches, and subsurface utilities, etc. These areas were deemed inaccessible and were not assessed.

If these or any other materials not previously sampled are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or be sampled immediately upon discovery and prior to disturbance for asbestos content by a licensed asbestos inspector in accordance with 29 CFR 1926.1101.

Based upon our past experience in the identification of ACMs in similarly constructed buildings, the following suspect ACMs may also be located in inaccessible areas of the buildings:

• Vapor barriers/waterproofing/insulation within the exterior walls and below concrete slabs on grade

• Electrical components inside electrical panels/boxes

• Pipe insulation concealed behind solid walls/ceilings

• Fire doors

4.3 Lead in Paint and Surface Coatings

Paint and surface coatings that contain detectable concentrations of lead are considered “lead-containing paints”. Since OSHA has no specific action level for lead in paint, all paint on the site found to have a measurable concentration of lead should be assumed to be lead containing. Work performed that may disturb lead-containing paint is regulated under OSHA as referenced under 29

CFR 1926.62.

A total of 67 readings were collected during the survey, including calibration readings. Paint in which detectable concentrations of lead were identified during the screening survey is summarized in the table below, and representative photographs of these materials can be found in the Appendices.

November 22, 2024

Any similar paint located on the property should be assumed to contain lead, regardless of color, unless determined otherwise by appropriate testing.

4.4 Mold and Moisture

ECS performed a visual survey of the building's interior for suspected mold/moisture-impacted materials on October 18, 2024.

The drywall ceilings in the central kennel room showed visible moisture and suspected mold impact.

Photographs of the observed mold/moisture-impacted drywall are attached in the Appendices. A sketch indicating the approximate area in which moisture-impacted ceilings were observed is also attached in the Appendices.

5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS

Based on our understanding of the purpose of the Hazardous Materials Survey, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.

Note: Additional requirements regarding the disturbance of paint with lead and mold/ moisture-impacted materials identified within the building will be provided in the project specifications as separate documents.

5.1 Asbestos-Containing Materials

None of the bulk samples submitted to Environmental Hazards Services, LLC were reported to contain detectable concentrations of asbestos. If additional suspect asbestos-containing materials are uncovered that were not accessible or sampled during this sampling event, it is recommended that these materials be sampled or tested immediately upon discovery for asbestos content by an asbestos inspector in accordance with 29 CFR 1926.1101.

5.2 Lead in Paint and Surface Coatings

Based on the findings of the limited lead paint survey, detectable concentrations of lead were identified on some painted surfaces.

The presence of lead is a concern primarily when conditions exist where it may be inhaled or ingested. The OSHA standard gives no guidance on acceptable lead levels in paint at which no exposure to airborne lead (above the action level) would be expected. Rather, OSHA defines airborne concentrations and references specific types of work practices and operations from which a lead hazard may be generated (reference 29 CFR 1926.62, section d). Due to the presence of paint with lead, environmental and personnel monitoring should be conducted during any removal/demolition process (as appropriate) to verify that actual personal exposures are below the Permissible Exposure Limit (PEL) of 50 micrograms per cubic millimeter (μg/m3) as an 8-hour Time Weighted Average (TWA).

Under OSHA Lead in Construction requirements, the contractor performing demolition/renovation work (or any other personnel) will be required to conduct this monitoring and follow applicable requirements under 29 CFR 1926.62 when disturbing painted surfaces.

November 22, 2024

5.3 Mold and Moisture

Based on our understanding of the purpose of the non-invasive visual assessment for mold/moisture and our observations, ECS recommends the following response actions be performed:

• Removal and replacement of the identified mold/moisture-impacted drywall ceilings in the central kennel room. Any materials encountered directly above the mold/moisture-impacted ceiling (if any), such as insulation, should also be removed as part of the remediation process. After the removal of the moisture-impacted drywall, the surrounding ceiling cavity (e.g., wood framing, sheathing, etc.) should be inspected, dried, and cleaned as necessary.

• Throughout the course of remediation activities, it is recommended that a containment be utilized to isolate the work area and that HEPA air scrubbers be utilized to purify the air within the work area and within the building.

General

ECS recommends the remediation activities indicated in this report be performed by a qualified mold/ moisture remediation contractor.

It is recommended that a qualified contractor/engineer/architect identify and correct all sources of moisture intrusion within the building concurrently with mold/moisture remediation activities or sooner. It is ECS' understanding that the moisture intrusion issues will be addressed during the upcoming renovation project.

In general accordance with the EPA and OSHA guidelines, ECS recommends utilizing a containment during the remediation activities. The containment should be constructed using plastic barriers and tape to create negative air pressure inside the containment during the removal of mold/ moisture-impacted materials. The contractor should seal HVAC vents in the work area(s), as well as all penetrations and openings. The pressure differential in the containment should be -0.02 inches of water gauge between the outside and inside of the containment. HEPA-filtered local exhaust ventilation (negative air machine) should be utilized directly adjacent to the area(s) being removed/cleaned and should maintain negative pressure and HEPA filtration continuously inside the containment during remediation activities and prior to post-remediation assessment. The filtered air from containment should be exhausted outside the buildings using flexible tubing. All of the HVAC systems within the containment should be turned off for the duration of the remediation effort.

ECS recommends that post-remediation assessment be performed following the completion of the remediation efforts.

Note: The purpose of this evaluation was to evaluate areas where visible or apparent mold growth and/or moisture intrusion has occurred and provide findings and recommendations for remedial work efforts. Identification and recommendation(s) for correction of moisture intrusion concerns were outside of the scope of services for this work.
