About this file

This document contains a set of Requests for Information (RFIs) related to the federal contract opportunity for the Cummins Generator Installation (B810 & B845) at Beale Air Force Base.

The RFIs cover various details about the project, including the required generator runtime, the need for permits, whether stamped drawings are required, fuel cost responsibility, existing equipment photos and drawings, the need for a rental generator, required excavation and concrete pads, and questions about "as-equals" acceptability and fuel tank size. The government provided responses to each RFI, clarifying requirements and providing additional information.

The associated federal contract opportunity solicits proposals for the repair and replacement of two standby diesel generator systems, one for Facility B810 and one for Facility B845. The contractor shall provide a complete and usable system, including removal and disposal of the existing generators and Automatic Transfer Switches (ATS), and installation of new Cummins 20kW generator systems, fuel tanks, and Cummins Diesel compatible Bypass ATS. The contract value is between $500,000 and $1,000,000. Key dates include a site visit on July 22, 2024, RFI deadline of July 23, 2024, and proposal deadline of July 26, 2024.

7. Are there any photos that show the actual equipment being removed?

Resp: Photos and drawings have been provided.

8. Is there any information or documentation showing the locations of the ATS in relation to the existing generator?

9. Is there any information or documentation showing the location of the 100A main disconnect switch in relation to the existing ATS?

10. Are there existing pads (concrete) for the generators to sit on?

Resp: Yes, the existing generators and ATS sit on concrete pads.

11. Will new concrete pads be needed?

Resp: Yes, new concrete pads are required. Refer to Addendum and Site Plan.

Resp: As equals will not be accepted. The generators specified by the SON will be the only generators that are acceptable for this project. Excessive lead times are acknowledged for the delivery of these generators.

15. Question: How much fuel is the Contractor required to provide?

A. Just enough fuel to test the system, after installation?

B. One time fill of the tank after installation.

C. Or is fuel required ongoing throughout the year?

Resp: (B) One time fill of the tank after installation.

16. Can you provide the required run time for the new generator? (24hrs, 48hrs, 72hrs, etc.)

Resp: It is a 72-hours requirement.

17. What Fuel Tank size [Gallons] will be required for the 2 generators?

Resp: 250 Gallons

18. Regarding B845. According to the amendment, the contractor will need to disconnect and remove the Transformer from its place to do the new concrete pad for the duration of the project, therefore relying solely on the rental back-up, making it the "main" throughout the project - will there need to be an extra back-up for this temporary "main"? Meaning total dependency on the "rental"? It could be safer/time valuable excluding the Transformer pad, and building a separate next to existing transformer?

Resp: See updated drawings. Exclude Transformer pad. Construct pad “ONLY” for Generator and ATS.
