RFIs for Cummins Generator Installation (B810 & B845) – FA468624R0025

1. Can you provide the required run time for the new generator? (24hrs, 48hrs, 72hrs, etc.)

Resp: It is a 24-hours requirement.

2. Can you confirm if permits will be required?

Resp: Yes, permits will be required as indicated in the SON.

3. Can you confirm if stamped architectural drawings are required? (Structural, electrical, etc.)

Resp: Stamped drawings are not needed.

4. Can you confirm if the contractor is responsible for fuel costs for the new generator(s)?

Resp: Yes, contractor is responsible for fuel cost for the new generator (s)

5. Can you provide pictures of the two existing generator(s) and ats(s) being replaced?

Resp: Pictures and drawings have been provided.

6. “In the solicitation I noticed this "rental”. But in Section C - Requirements. There is not mention of "rental" just New. Please help!

Can you help so we can organize this project properly?”

Resp: Rental is required to keep the unit the current system supports operational while this project is on-going. The contractor will relocate the existing generator and associated equipment to the 9th Civil Engineer Squadron Compound upon coordination with the Base Project Manager.

7. Are there any photos that show the actual equipment being removed?

Resp: Photos and drawings have been provided.

8. Is there any information or documentation showing the locations of the ATS in relation to the existing generator?

Resp: Photos and drawings have been provided.

9. Is there any information or documentation showing the location of the 100A main disconnect switch in relation to the existing ATS?

Resp: Photos and drawings have been provided.

10. Are there existing pads (concrete) for the generators to sit on?

Resp: Yes, the existing generators and ATS sit on concrete pads.

11. Will new concrete pads be needed?

Resp: Yes, new concrete pads are required. Refer to Addendum and Site Plan.

12. Do you know the distance between the transfer switch to the new generators? and distance to the main panel?

Resp: Refer to Addendum for drawing details.

13. Will the site require any excavation? power lines?

Resp: Excavation is needed to construct and raise concrete pads to required height. Refer to Addendum.

14. Are “As-Equals” acceptable for these generators? There are excessive lead times with the delivery of Cummins generators.

Resp: As equals will not be accepted. The generators specified by the SON will be the only generators that are acceptable for this project. Excessive lead times are acknowledged for the delivery of these generators.

15. Question: How much fuel is the Contractor required to provide?

A. Just enough fuel to test the system, after installation?

B. One time fill of the tank after installation.

C. Or is fuel required ongoing throughout the year?

Resp: (B) One time fill of the tank after installation.

16. Can you provide the required run time for the new generator? (24hrs, 48hrs, 72hrs, etc.)

Resp: It is a 24-hours requirement.

17. What Fuel Tank size [Gallons] will be required for the 2 generators?

Resp: 250 Gallons

18. Regarding B845. According to the amendment, the contractor will need to disconnect and remove the Transformer from its place to do the new concrete pad for the duration of the project, therefore relying solely on the rental back-up, making it the "main" throughout the project - will there need to be an extra back-up for this temporary "main"? Meaning total dependency on the "rental"? It could be safer/time valuable excluding the Transformer pad, and building a separate next to existing transformer?

Resp: See updated drawings. Exclude Transformer pad. Construct pad “ONLY” for Generator and ATS.

19. Has the Cummins Generator already been purchased, If not, can we submit an alternate?

Resp: No, generator has not been purchased.

20. What is the project start date?

Resp: Dependent award schedule.

21. Can you provide the site drawings for B845? Or are they the same as B810.

Resp: Photos and drawings have been provided.

22. Do you have pictures of B810? We can see pictures of B845 only in the supporting documents.

Resp: Yes, photos for B810 will be uploaded and sent to contracting

23. On the price schedule, both generators have the word "rental," which is a bit confusing. Could you clarify which generator is to be rented and which one will be purchased and installed?

Resp: The rental generators are for back support in case of an emergency outages, and during the initial removal and installations of the new generators.

24. Regarding the RFI, there’s some uncertainty about the required runtime for the new generator. The first response mentioned 24 hours, while the 16th mentioned 72 hours. Could you clarify which one is correct?

Resp: Runtime will remain at 24hrs at which all operations and tests requirements be conducted accordingly by NFPA & NEC standards and guidelines

25. Can you confirm the type of contract, is it a one-time job with warranty terms, where we will provide a temporary standby generator to keep power running during installation? Or are you looking for a rental agreement covering a specified period, which includes maintenance to keep the generator operational?

Resp:

26. It appears that existing generators are monitored by Siemens. Please confirm this project requires contractor to include cost associated with new Generators to be monitored by Siemens.

Resp: Correct, this project should consider additional cost for Seimens connectivity for Base Monitoring System and Controls.

27. Please clarify Design requirements. RFP package states Design/Build project, however, RFI response #3 states stamped drawings are not required.

Res: The generator building feeding B845 is falling apart and full of rodents and other critters. The only thing that does not need to be replaced is the concrete pad it sits on. It's my opinion the scope of this site needs to revised to complete R&R which may require an engineer's stamp.

28. Please identify environmental constraints.

Res: I can't speak for Environmental, but their response could take weeks.

29. Please confirm if As-Builts will be required to be submitted as part of project.

Res: Yes, as built are part of every project close out

30. Please clarify if B810 requires new concrete pad.

Res: B810 already has an existing concrete pad.

31. SOW states project scope starts at the existing main disconnect switch. Please confirm no other Electrical upgrades are required for the remainder of the facilities.

Res: What I read in the SOW was: Contractor to confirm if existing electrical infostructure is code compliant and if not to remove and replace to bring up to code. B810 seems ok but the site housing the gen set that feeds B845 is a fire hazard as it sits. See site photos.
