RFI Question Answer

When bidding this project we are assuming the working hours are between 7am and 4pm. Do you concur?

Yes. Standard hours apply.

Do all the wells require soil/water/drilling mud containment? Yes. Environmental direction to prevent soil runoff into wetlands and vernal pools.

Well material has a 8-10 week lead time. If the job is awarded material will need to be purchased and then the work for each well will start. Will the time frame be extended to accommodate the supply chain delays?

Please list your long lead items for materials in the exceptions section of the proposal.

Please provide ground water tables for each well? Well 1 - currently at 296 ft total depth H2 - new well, no comparison data B5 - new well, no comparison data CVIA well - estimated 100-200 ft

Please provide Geotechnical report? Two GeoTech Reports have been attached that pertain to Miller dam, close to agricultural well B5. Data is good for 60 feet, providing information on soil conditions. See "ML 1 Draft Geological and Geotechnical Investigation", and "ML 3 Draft Site Characterization Report for Dam".

Please provide the use of each well as we are required to report to the County. It appeared that at least one well that was classified as ag could be used a drinking water.

Well 1 - drinking well H2 - ag well for grazing livestock B5 - ag well for grazing livestock CVIA well - ag well for grazing livestock.

Solicitation & Amendment 01 documents are conflicting and do not include BOTH Wells #1 and #9. The original Solicitation and Attachment 5 Price Schedule list and itemize the work for Well #1.

There is no CLIN for #9, or indication of price breakdown for #9. Then Amendment 01 change includes Page 4, CLIN 0001 is now Well #9, but now there's no place to enter a price for Well #1. Please provide corrected Attachment 5 Price Schedule with both wells.

The solicitation CLIN will be corrected to reflect Well number 1. The bid schedule will remain the same as well.

There is no Scope of Work for Well #9. The site visit included well number 9 because it might have been another option for award. Currently, there are no environmental assessment nor approvals, so it will not be considered within this requirement.

Please confirm that the Range of Magnitude of $250,000 to $500,000 only applies to the Base Bid of Well #1 (or #9) and the CVIA Well.

The ROM is valued for the base (well no.1 & CVIA ag well) and all options included in the solicitation.

SOW states 18” top of casing for flood plan, site visit statement was 24”

SOW line item 1.1.7 & 1.1.8 states 24" above grade for well #1, which is correct.

Just got off the phone with Yuba County Environmental, was asked if Beale had gotten approval from the State to drill these wells?

Beale AFB is in process of completing notification/approval paperwork from the DWRCB-DDW and will forward once in hand.

Utility Well no.1 and CVIA Agricultural Well - FA468622R0004

My biggest concern is the lack of proper motor control present and not listed in requirements. To satisfy requirements for warranty proper motor controls need to be installed. It would be my recommendation to install a VFD.

Please include your recommended approach in your bid then. We rely on contractors with subject matter expertise to bid this contract.

Are you looking for an engineered design for the Well 1 replacement well by a hydrologist and geologist? Please clarify to what extent of the project design that the prime contractor is responsible for.

No, only need a basic drawing showing new well location and line diagram of pipe path to existing piping connection. This is only necessary so we have accurate line diagram of piping runs for planning purposes.

If the engineered design is required for Well 1, then the project schedule may need to be extended from 210 Calendar Days. What extensions can the client provide for this aspect of the project?

See above….N/A

Within the definition of adequate supervision, what level of supervisory staff is required for this job?

Job foreman is adequate. Must be able to coordinate with Yuba county environmental health during permitting and site inspections.

Do you require a Quality Control Manager for this project? No - as long as contractor has C-57 license for drilling wells in CA

Do you require a Safety Manager with OSHA 30 an EM-385 training? No

Do you require an on-site supervisor and what are their job duties and qualifications?

Contractor must provide responsible party that is able to coordinate with Yuba county environmental health during permitting and site inspections.

Site Access: The plans and specifications have identified several wetland spots near the proposed well locations. What kind of access will be available to the well sites during the year and how will that access be impacted by rains and other weather conditions?

There will be limited availibility for access during the "Limited Operating Period". No work will be conducted between 1 November and 1 May, unless specifically approved by the Beale AFB Natural Resources Manager (NRM); if weather continues to be fair. Work continuation is dependent on prevailing conditions, forecasted weather, and whether or not activities will damage soil or vegetative cover. The NRM must be contacted to obtain permission to work after each storm event. Permission to work after 1 November will not be granted once wetlands are activated (standing water present). The only outdoor work allowed 12 hours before or after a storm event is the inspection, installation, and/or maintenance of erosions controls.

What size well, in terms of the casing diameter and completed well depth is required for the Well 1 replacement well?

We defer to the experienced well contractor to provide recommendation on well size to meet the 1,200 gpm requirement.

For awareness, current wells are 16" dia casing, with 75Hp pumps at a depth of approximately 300ft. We anticipate new well will be of similar size and dimensions.

What casing material and perforation style is required for the Well 1 replacement well?

Due to depths anticipated, and in accordance with CA DWR Water Well Construction criteria, section 12, it is preferred to have steel casing.

What drilling method is required for Well 1? As the subject matter expert, we leave this to the qualified C57 licensed contractor to provide recommendation.

Is isolated zone sampling and testing a component of the Well 1 Project? If so, how many zones will there be?

Do not know what this is. Well 1 is located in an established well field with a reliable aquafer. It is not anticipated that zone sampling and testing is required. This is a replacement of an exiting and functioning well only.

What water quality standard is the Well 1 Water required to meet? Although the water is processed at a water treatment facility on base, for permitting purposes see CA DWR well criteria, secton 15 on water quality, Appendix D. Also see Chapter 15, "Domestic Water Quality" of Title 22 California Administrative Code.

What are the requirements for the filter pack materials for the replacement Well 1?

Filter pack shall be selected based on aquifer materials and shall be selected in conjunction with the screen size. The filter pack and screen size shall be determined by the contractor to provide sediment free water at the required GPM.

What is the sanitary seal depth requirement for Well 1? As the subject matter expert, we expect that the qualified C57 licensed contractor will know and verify this information, however, according to CA well standards, the minimum depth per section 9 is 50 ft for community wells.

Working Hours: some of the drilling processes such as well drilling, zone sampling, and well development will need to run around the clock. What are the conditions for working hours on this project?

With prior coordination, this can be worked with the Gov't since none of these wells are in occupied buildings.

Is there a Buy American Made Materials requirement for this job? Yes, Clause "52.225-9 Buy American-Construction Materials" clause is included in the solicitation.

Submittals: what is the turnaround time on submittals for the well drilling process?

Materials submission approval should take no longer than 5 business days. Design and drawing are not a requirement and should have no impact on the drilling process.

What level of turbidity is acceptable for the development water? Please refer to Yuba County water well permit criteria for drinking and agricultural well turbities. Plan on providing a settlement tank to minimize the release of tubid water to the canal. Sludge/solids will need to be disposed of offsite.

What permits are required for discharging the development water into the Yuba County ditches and the creek?

The government is reasearching on the permit to flush wells in canal, and will be responsible for obtaining the permit.

Where is the option for drilling, developing, and equipping Well #9? I did not see that in the specifications.

Well no.9 will not be included within the requirement.
