About this file
This request for environmental impact analysis outlines plans to replace an existing utility water well and install new agricultural wells at Beale Air Force Base in California. The project involves drilling a new utility water well to replace well number one due to lack of a sanitary seal. Additional work includes decommissioning the existing well once replaced and installing new agricultural wells with solar power options at specific pasture locations. The analysis will consider impacts to airspace, air quality, water resources, safety, hazardous materials, biological resources, cultural resources, geology and soils, and socioeconomic factors. A categorical exclusion or further environmental review will be determined once impacts are evaluated.

| Text1: 4.0 PURPOSE AND NEED |
4.1 Purpose:
To repair Base water supply well #1 by replacement.
4.2 Need:
Well #1 is a community water supply well as defined by the Section 13710 of the Water Code. Well #1 does not have a sanitary/annular seal, which is required by Department of Water Resources (DWR) Bulletin 74, California Well Standards. This project well replace Well #1 with a well which meets modern water supply well standards, Section 13710 of the Water Code.
NEED DATE: 15 April 2022
5.0 DESCRIPTION OF THE PROPOSED ACTION AND ALTERNATIVES
5.1 Proposed Action:
This project is located at Building 701, located on North Beale Road, Beale Air Force Base, California (See Attachment 1 – Site Map). The intent of this project is to replace Well #1 and connect the new well to the existing electrical, communications and piping network. The project will modify the existing piping and electrical systems to work with the new well. The project will included all work necessary to drill, install, develop, equip, and integrate the new well into the existing network.
5.2 Description of the Alternatives:
5.2.1 The No-Action Alternative
No action will result in continued bacteria detections in Well #1 due to the lack of a sanitary seal. The water supply well be decomissioned and the Base will be at risk of inadequate water supply.
5.2.2 Other Reasonable Action Alternatives
No reasonable alternatives exist.
5.3 Anticipated Environmental Effects and/or Issues:
Installation of the new well will require well development which will produce large amounts of water which must be directed to the existing drainage systems. During drilling activities, drilling fluids will be contained and disposed of at an appropriate facility. Drill cuttings will be tested and disposed of at an appropriate facility.
USE THE STANDARD FORMATING FOR THE BOXES IN THIS SECTION:
- BOX 7 Air Installation Controlled Use Zone (AICUZ):
- BOX 8 Air Quality (AQ):
- BOX 9 Water Quality: This project will enhance water wuality on the Base, enuring adequate bacteria free supply

| Text2: 5.4 Design, Evaluation, and Selection Criteria: |
Well #1 is being repaired by replacement. The replacement well will be installed adjacent to the existing well and the design will inlcude a sanitary seal and other components to ensure the well meets modern well standards.
5.4.1 Mission Requirements: Replacing Well #1 will ensure an adequate supply of fresh water required to sustain all missions at Beale AFB.
PLEASE ATTACH MAPS WITH SCALE, LAYDOWN AREAS, ACCESS ROUTES AND PROJECT LOCATION SHOWN. ALSO COMPLETE THE PROPONENT CHECKLIST FOR THE PROJECT.
PLEASE LET 9 CES/CEIEC KNOW IF YOU HAVE ANY QUESTIONS.
