About this file
This document is a Coefficient Pricing Worksheet instruction file (Attachment 20) for a SABER (Simplified Acquisition of Base Engineer Requirement) contract at March Air Reserve Base, CA. The file provides detailed instructions for contractors to submit pricing coefficients that will be applied to the Unit Price Book (UPB) bare costs for construction projects.
The worksheet requires contractors to propose coefficients for different work scenarios based on standard hours (7:30 AM - 4:30 PM) versus non-standard hours, and secured versus non-secured areas. Coefficients must include all contractor overhead, profit, and operational costs including but not limited to G&A, mobilization, engineering support, insurance, taxes, and contingencies. The coefficients will remain fixed throughout the contract period (base plus four option periods and 6-month extension) with no economic price adjustments except for annual UPB updates. The Total Evaluated Price (TEP) will be calculated using a formula that considers estimated work percentages and values, with an annual estimated value of $1.5 million. This pricing structure supports the broader SABER IDIQ contract which has a $7.5 million ceiling and is set aside for 8(a) small businesses.

Attachment 20 to FA466425R0001
This attachment, in its completed form, shall be submitted with your proposal.
The coefficients you list in the table below, Para. G, TABLE I, will be the coefficients of record. You must also complete Para. H, TABLE II below, as the Total Evaluated Price
(TEP) will be used to determine the lowest-priced offerors.
Both TABLE I & II shall be completed in their entirety before transferring costs to Attachment 19 - Coefficient Pricing Workbook.
COEFFICIENT PRICING OVERVIEW & INSTRUCTIONS
A. The purpose of applying the coefficients to direct pre-priced costs from the Unit Price Book (UPB) is to compensate the contractor for his burdened costs and profit for performance. The cost estimating database used to calculate the Bare Cost total is the current year's RS-Means computerized pricing guide (CPG), which is compatible with e4Clicks’ Premier and Assemblies, Facilities and Master Composite (e-4Clicks P/NE4C
Bundle-010). This CPG shall be referred to as the Unit Price Book (UPB). Additionally, the Bare Costs listed in the UPB will not be localized.
B. The offeror’s coefficients shall not be localized or be subject to economic price adjustments (EPAs).
Coefficients are to remain unchanged throughout the life of the contract, including the base period of performance and any option periods exercised by the Government. The categories of pricing coefficients in this contract are based on standard and non-standard work hours, the location of the work, and bare cost dollar values. If a task order includes work that has more than one applicable pricing coefficient category, then the coefficient will be determined based on the pre-ponderance of the work and applied to the total direct costs.
C. The offeror’s coefficients (to be listed as a percentage, with no more than three (3) decimal points) shall be sufficient to cover any/all applicable burdened direct costs and/or associated indirect costs required to perform the work. Costs associated with the compliance of environmental laws, labor laws, tax laws, and all other contract requirements should be included, as no allowances will be made after contract award. SABER unit prices shall be determined as materials in place (FOB Destination) and, unless otherwise specified, shall include materials, labor and equipment. The offeror’s coefficient should take into consideration the following:
(1) All costs listed in the UPB.
(2) General & Administrative expenses.
(3) Overhead expenses.
(4) Profit.
(5) Project Direct Costs.
(6) Bond Premiums.
(7) Licenses.
(8) Certifications.
(9) Protection or the moving of Government property.
(10) Mobilization and demobilization expenses.
(11) Engineering / Technical Design support service expenses.
(12) Computer System software and support costs.
(13) Daily clean-up expenses.
(14) Payroll taxes (FICA, State and Federal unemployment taxes, employee training taxes, etc.).
(15) Gross receipt taxes.
(16) General conditions (superintendent salaries, builder's risk insurance, etc.).
(17) Site and Home office overhead expenses.
(18) Wage determination differentials.
(19) Special clothing or equipment for workers expenses.
(20) Insurance Costs for all employees.
(21) Portable toilet expenses.
(22) Flag person expenses.
(23) Safety equipment expenses.
(24) Additional supervision expenses.
(25) Paperwork / Reports associated with the contract expenses.
(26) Consultant fees.
(27) On and Off-site storage expenses, and
(28) Any/All contingency expenses.
D. Task order and modification prices will be based on negotiated quantities times the total of the current established prices in the UPB bare cost column (which means no markup for overhead and profit (O&P)) times the current
City Cost Index (weighted average percentage) for March Air Reserve Base, CA 92518. After the City Index has been applied, this amount will then be multiplied by the co-efficient proposed for the applicable category. Any non-priced items will then be added on to the total to arrive at the total task price for a unit of work.
Example: Pricing will be determined at the task order level as follows:
Total amount of UPB items x City index x Coefficient
+ any Non-Prepriced Items (NPIs)
= Total Task Order project price
E. The UPB is updated annually. Except as otherwise authorized herein, the UPB annual update shall provide the only economic price adjustment under the contract.
F. The categories of pricing coefficients in this contract are based on a combination of Standard and Non-Standard work hours, location of the work (restricted and unrestricted), and the size of the project (greater than or less than
$200,000.00). If a task order includes work that has more than one pricing coefficient category, the work will be pro-rated, and the applicable coefficient applied to its portion of the direct costs.
G. Please enter price coefficients as described below:
(01) Hours of Work:
a) Standard Working Hours (also referred to as Normal Duty Hours). The Contractor shall normally perform tasks during the Standard working period of 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Federal holidays and Family Days (see SABER Statement of Work (SOW) Section F, paragraph entitled "NORMAL WORK HOURS"). The offeror may elect, at their option and at no additional cost to the Government, to work hours other than Standard work hours provided that (a) the request is submitted in writing at least four (4) full workdays in advance of the desired date, and (b) the
Contracting Officer approves their question. Non-Standard hours worked at the convenience of the
Contractor and with the approval of the Contracting Officer will be at the Standard work hour's coefficient.
b) Non-Standard Working Hours. Non-Standard working hours are defined as the period from 4:30 p.m.
to 7:30 a.m., Monday through Friday, as well as weekends and Federal holidays. Items of work to be accomplished during Non-Standard work hours shall be clearly identified in contractor technical / cost proposals, including justification for the request. Non-Standard work hours, worked without the express approval of the Contracting Officer, will beat the coefficient for Standard work hours. Non-Standard work hours requested by the Government will be stated on the Request for Proposal. Task Orders subject to an accelerated construction schedule may also have the Non-Standard work hours coefficient applied to the Task Order (TO) items.
(02) Work Areas:
a) Secured Area. USAF controlled-access areas are the higher-level security areas.
i. Presence within these controlled access areas is by escort; and the movement of authorized personnel in and out of these areas are limited. Contractor personnel are permitted access to these areas on an
“as needed basis” only. Work in restricted areas in select Government facilities are areas that have been designated “controlled” areas for security purposes, requiring special procedures for entering, exiting, or operating within these areas.
ii. Any such areas within the scope of a task order issued against this contract will be clearly identified in the Government scope of work. All work inside controlled areas is inherently subject to delays due to security processing, as well as interruptions to the normal work schedule to protect mission essential operations. Reasonable delays / interruptions are considered a standard element of work and shall be factored into the coefficients for work in select security facilities / areas.
iii. All work in controlled areas will require total-time escorts at all times by either Government personnel or Government, Contracting Officer approved contractor personnel. No contractor personnel shall be out of the line-of-sight of the escort at any time the contractor or subcontractor(s) are within a controlled area. There are no exceptions to this policy, and this shall be the contractor’s policy under the terms of the contract.
b) Non-Secured Area. The lowest level of security exists in general access areas. These areas are located on March ARB outside of the USAF controlled-access areas.
TABLE I
NOTE: Failure to propose appropriate coefficients or include costs for all items required to be included within the coefficient is the fault of the Contractor; adjustments to the coefficients will NOT be made. Please thoroughly review the SABER Statement of Work (SOW) prior to proposing.
H. Please transfer coefficients from the table above into the table below and calculate the estimated annual price for each coefficient, ending with the Total Evaluated Price (TEP). The TEP, listed in DIAGRAM II below, will be used to determine the lowest offerors.
