2.8 Page Limitations
Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and excess electronic copies will be returned to the Offeror as soon as practicable. Page limitations may be placed in responses to Evaluation Notices (ENs) if applicable. The specified page limits for EN responses will be identified in the letters forwarding the ENs to the Offerors. Each page shall be counted except for the following: 1) Cover Pages, 2) Tables of Content, 3) List of Table or Figures, and 4) List of Appendices.
2.9 Page Size and Format
A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it will be counted as two (2) pages. Page size shall be 8.5 x 11 inches. Pages shall be single-spaced. Except for the reproduced sections of the solicitation document, the text size shall be no less than twelve (12) points. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top and bottom and 1-inch side margins. Pages shall be numbered sequentially by volume. These page size and format restrictions shall apply both to responses concerning ENs and to the mandatory electronic copies of the Offeror’s proposal. Legible tables, charts, graphs, and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 14 inches in size. Foldout pages shall fold entirely within the volume and count as a single page. For tables, charts, graphs and figures, the text size shall be no smaller than eleven (11) points. These limitations shall also apply to the mandatory electronic copies of the Offeror’s proposal.
2.10 Pricing Related Data
The Offeror shall complete blocks 14, 15, 16, 17, 19 and 20 of the RFP, Section A, of the SF1442. In doing so, the Offeror accedes to the contract terms and conditions as written in the solicitation. These sections constitute the model contract. Additionally, the Pricing Schedule shall be filled out on the provided Attachment 03 – Coefficient Pricing Worksheet for SABER to reduce administrative burden. Offerors whose price is determined to be unreasonable may not be considered for award.
2.11 Priced Coefficients Factor
The Offeror’s coefficient pricing schedule will be evaluated, based upon the total coefficient proposed for base award coefficients and all options. The USG will evaluate the proposed pricing schedule coefficients to determine which Offerors’ total coefficient represents the best value to the USG. The KO will use price competition and other applicable techniques deemed appropriate IAW FAR 15.404-1 to determine whether an Offeror's overall pricing is fair and reasonable as well as balanced across all option years. Evaluation of options shall not obligate the USG to exercise such options. The USG’s evaluation of the Offeror’s coefficient pricing schedule will breakdown and document the completeness and reasonableness of the proposed coefficients. The price will also be evaluated to determine the Offeror’s understanding of the contract requirements as expressed by the solicitation.
2.12 Cross-Referencing
To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation, which is not found in its designated volume, will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
2.13 Indexing
Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.
2.14 Labeling
Each volume of the proposal should be separated into its own attachment. The Offeror shall apply all appropriate markings including those prescribed IAW FAR 52.215-1(e), Restriction on disclosure and use of data, and FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Price or Proposal Information and Source Selection Information.

4.0 VOLUME II - PAST PERFORMANCE
4.0 General
Each Offeror shall submit a past performance volume with its proposal, containing a past performance narrative IAW the format in Attachment 10 - Past Performance Questionnaire (PPQ) (to be filled out and submitted by previous customers). This information is required for the Offeror and all significant subcontractors, teaming partners, and/or joint venture partners who are proposed to perform aspects of the effort the Offeror considers critical to overall successful performance. Offerors are cautioned that the USG will use data provided by each Offeror in this volume and data obtained from other sources in the evaluation of past performance. PPQs filled out by previous customers, must be delivered by the previous customer directly to the Contracting Office. PPQs completed by previous customers, but delivered from the Offeror, will be discarded. Instruct previous customers to send PPQs to jerimy.bell@us.af.mil and/or michael.vu.7@us.af.mil. Along with the information required in this paragraph, the Offeror shall submit a consent letter in their format executed by each significant subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the Offeror so the Offeror can respond to such information. For each identified effort concerning a commercial customer, the Offeror shall also submit a client authorization letter, authorizing release to the USG of requested information on the Offeror's performance.
4.1 Recent and Relevant Contracts
The Offeror shall submit up to five (5) of the most recent contracts within Attachment 11 – Relevant Contracts FY25SABER, that are considered most relevant in demonstrating the Offeror’s ability to perform the proposed effort. Recent past performance is defined as any relevant work completed within the past three (3) years from the date of issuance of this solicitation. Also, the Offeror may include information for up to five (5) recent contracts performed by each of your teaming partners, Joint Ventures, and/or significant subcontractors that you consider most relevant in demonstrating their ability to perform the proposed effort. Past Performance information on recent contracts performed by teaming partners and significant subcontractors may be included, however the prime contractor’s past performance will be weighted as significantly more important than that of its subcontractors. The Offeror shall include rationale supporting its assertion of relevance. Offerors shall also demonstrate their ability to successfully complete three (3) or more active contracts simultaneously. Examples include, but are not limited to, Simplified Acquisition of Base Engineering Requirements (SABER), Job Order Contracts (JOC), Multiple Award Construction Contracts (MACC), Multiple Award Task Order Contracts (MATOC), or simply evidence of simultaneous work completed on schedule. The Offeror shall include rationale supporting its assertion of relevance. For a description of the characteristics or aspects the USG will consider in determining recency and relevance, see Section M of the solicitation, Performance Confidence Assessment.
4.2 Specific Content
Offerors shall be required to explain what aspects of the contract are deemed relevant to the proposed effort and to what aspects of the proposed effort they relate to. This may include a discussion of efforts accomplished by the Offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a limited or no confidence rating, since the problems encountered may have been on a more complex program, or an Offeror may have subsequently demonstrated the ability to overcome the problems encountered. The Offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions in terms of improvements achieved or problems rectified. This may allow the Offeror to be considered a higher confidence candidate. For example, the Offeror shall be required to submit quality performance indicators or other management indicators that clearly support that the Offeror has overcome past problems.
4.2.1 The Offeror shall forward a copy of the PPQ (Attachment 10) to their most recent references, for whom the Offeror has contracted similar services with Federal, State, and Local Governments. If the Offeror does not have Federal, State, or Local Government references, the Offeror shall provide references from private industry sources that are not prohibited from furnishing information to the USG. The PPQs must be forwarded to a verified point of contact at each of those agencies or business organizations for completion.
4.2.2 Prior to forwarding the PPQ to each reference, the Offeror shall complete the Section entitled “Contractor Information”. Offerors may include with their proposal information on problems encountered on the identified contracts and the Offeror’s corrective actions. The USG will consider this information as well as information obtained from any other sources when evaluating the Offeror’s past performance information. The PPQs completed by the Offeror’s referenced sources and sent directly to the 452d Contracting Flight in response to this RFP will not be considered part of the Past Performance Volume 15-page limitation.
4.2.3 A cover letter sent by the Offeror with the PPQ should request the referenced source(s) to complete the PPQ and email it to jerimy.bell@us.af.mil. PPQs must be received no later than the proposal due date and time. Offerors shall be responsible for ensuring their referenced source(s) receive the PPQs in time to complete and return the PPQ to the 452d Contracting Flight and must be received by the USG no later than the proposal due date.
5.0 VOLUME III - PRICE AND ADMINISTRATIVE DOCUMENTS
5.1 Representations and Certifications
The purpose of this volume is to provide information to the USG for preparing the MARB SABER IDIQ contract document and supporting files. The Offeror's proposal shall include a signed copy of the completed solicitation, completed Attachment 03 - Coefficient Pricing Worksheet, and Section K, Representations, Certifications, and other Statements. Offerors shall be required to complete all blocks requiring Offeror information. Signatures by the Offeror constitutes an offer, which the USG may accept. The "original" copy should be clearly marked. In lieu of filling out Section B, Supplies or Services Prices, Offerors shall be required to submit pricing on the attached pricing schedule in order to meet the requirements outlined in Section M of the solicitation. Offerors shall round to the nearest hundredth (i.e. 0.91) on the pricing schedule. Offerors should then place that document at the end of Volume III where Section B would normally be placed. Offerors shall be required to complete ALL required representations and certifications in Section K.
NOTE: Be sure to sign and date where required.
5.2 Solicitation/Contract Form SF1442
The Offeror shall be required to complete blocks 14, 15, 16, 17, 19 and 20 of the RFP, Section A, of the SF1442. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP, Sections A through J. These RFP sections constitute the model contract. The Offeror shall be required to insert proposed coefficients concerning Section B for each Contract Line-Item Number (CLIN) or Sub CLIN (SLIN), to include all option periods. Additionally, the Offeror shall provide additional documentation regarding the rationale used to determine their coefficients. The Offeror shall be required to complete the necessary fill-ins and certifications in Sections I through K. The Offeror shall be required to return Section K in its entirety. In regard to Sections C through I, the Offeror shall submit only those pages that require a fill-in.
NOTE: Sections K, L, and M will be removed from the resulting MARB SABER IDIQ contract award but will be considered incorporated by reference.
5.3 Section B – CLIN Coefficient Prices
The Offeror shall complete Attachment 03 - Coefficient Pricing Worksheet. In order to be considered for award, the Offeror shall submit coefficients for all CLINs and SLINs identified in Section B.
NOTE: The coefficient is the price multiplier that the Offeror employs in its price proposal. The USG uses this multiplier to determine the price of work for each tasker on individual TOs. Bare Costs (i.e., material, equipment, labor without any markups for subcontractors, sales tax, overhead, profit, etc.), are multiplied by the coefficient to arrive at the actual price for a unit of work. The coefficient shall be represented as a net decrease from, or a net increase to, the prices listed in the Unit Price Book (UPB). An offer of net would be represented as 1.00. An example of a net decrease from the prices in the UPB would be 0.98. An example of a net increase from the prices in the UPB would be 1.06.
5.3.1 The Offeror shall insert proposed coefficients for each CLIN or SLIN, including all option periods. The quantities listed for each CLIN/ SLIN represent the average number of projects based on five (5) years of historical data. CLINs with a quantity of one (1) have no historical data. These quantities are listed only to assist in proposal preparation and do not constitute or guarantee actual quantities under any circumstance. Additionally, all Offerors shall provide additional documentation regarding the rationale used to determine their coefficients.
5.4 Section K - Representations, Certifications, and other Statements of Offerors The Offeror shall complete representations, certifications, acknowledgments, and statements of Offerors.
5.5 Other Information Required
The Offeror shall provide a copy of the letter from the Small Business Administration (SBA) showing proof of Section 8(a) status.
5.6 Authorized Offeror Personnel
