MEMORANDUM FOR ALL CONTRACTORS

FROM: 452 SFS/CC

SUBJECT: Information for Civilian Contractors (Non-Classified Contracts)

1. The defense of personnel and resources on March Air Reserve Base (MARB) is the primary mission of the 452d Security Forces Squadron. Pursuant to this, stringent base entry and circulation controls are levied on personnel who have reason to visit or work on MARB. Base defense is a collective effort that requires increased security awareness on the part of all personnel, and contractors performing work on the installation are no exception. Contractors and their employees are required to adhere to all base defense and law enforcement policies and procedures established for MARB. All contractor personnel must be identify proofed and vetted to establish fitness for unescorted base access prior to the start of any contract

2. The Office of Primary Responsibility (OPR) for all contractor security matters is the 452 SFS/S3L (Police Services) office. Personnel from this office are available to advise and/or assist you on any matter pertaining to base defense, law enforcement, and installation access. The attached Contractor Handout is provided for your convenience and provides important information, guidance, and policy that applies to all contractors while they perform work on the installation.

3. While the attached Contractor Handout is not a source document, its content is derived from official DAF, AFRC, and Installation-level regulations. As such, all directives contained within this handout are mandatory, but the handout itself is not inclusive of all regulations that apply to base contractors.

4. Thank you in advance for your cooperation. The information contained within this document and all attachments are intended for contracted firms and are not for public release.

5. For questions relating to this subject matter, I encourage you to contact my OPR (452 SFS/S3L, 452d SFS Police Services) at 951-655-4950.

MARB CONTRACTOR PASS REQUEST SHEET 17

Attachment 13 to

1. GENERAL

1.1. During all contract performance, either classified or unclassified, all base defense, law enforcement, and traffic aspects of the contract will be monitored and enforced by the base defense force, the 452d Security Forces Squadron (452 SFS).

1.2. Government contracts contain provisions for the security of tools, equipment, and/or supplies used in the execution of government contracts. The 452 SFS shares your concern for protecting property and are ready to assist you in accomplishing that task. While the 452 SFS provides installation patrol coverage, investigative services, and immediate armed response capability 24 hours per day, 7 days a week, the primary responsibility for the protection of tools, equipment, and supplies rests with the owner/user of said assets. We highly suggest that you secure all high value items/equipment when not in use. MARB is a relatively controlled and secure environment, but the potential for larceny, vandalism, and other property crime is ever present.

2. INSTALLATION ACCESS

2.1. It is the Contracting Office’s responsibility to act as the sponsor and identify all primary and subcontractors in writing prior to their entry onto the installation. The MARB Contractor Pass Request Sheet (attached to this document) is the only acceptable format for identifying all primary and subcontractor personnel, and it must be completed in its entirety. The installation Contracting Office must submit the MARB Contractor Pass Request Sheet to the installation Visitor Control Center (VCC) 10 business days prior to first day of the job, at minimum.

2.2. Contractors and employees seeking unescorted base access must be identity proofed and have their background vetted through authorized government databases to determine fitness for base access. During the vetting process, the Installation Commander (452 AMW/CC) through their designated representatives the Defense Force Commander (452 SFS/CC), the Police Services office (452 SFS/S3L), and/or the VCC may deny base access based upon information obtained during the vetting process that indicates the individual may present a threat to the good order, discipline, and morale of the installation. Behavior and/or criminal records that pose an unacceptable risk to the installation are codified in the MARB Integrated Defense Plan and are reproduced below:

2.2.1. Individual‘s name appears on any Federal agency‘s Watch List or Hit List for criminal behavior or terrorist activity.

2.2.2. Known terrorists, those known to be or reasonably suspected of being a terrorist and those who belong to an organization with known terrorism links/support will be denied access to

MARB.

2.2.3. Inability to verify an individual's claimed identity will result in automatic denial of access to MARB.

2.2.4. Submission of, or reasonable belief that the individual has submitted fraudulent identity information will result in automatic denial of access to MARB.

2.2.5. There is a reasonable basis to believe the individual will attempt to gain unauthorized access to classified documents, information protected by the Privacy Act, information that is proprietary in nature or other sensitive or protected information.

2.2.5.1. Reasonable suspicion of the above will result in automatic denial of access to MARB.

2.2.5.2. Various facts and circumstances can create reasonable suspicion to include, but not limited to, when a DBIDS check indicates previous or current barment from any Federal installation or facility for attempting to gain or successfully gaining access to these types of information.

2.2.6. There is a reasonable basis to believe the individual will unlawfully or inappropriately use an access credential outside the workplace.

2.2.6.1. Reasonable suspicion of the above will result in automatic denial of access to MARB.

2.2.6.2. Various facts and circumstances can create reasonable suspicion to include, but not limited to, when a DBIDS check indicates barment from any Federal installation or facility for unlawfully or inappropriately using an access credential outside the workplace.

2.2.7. Previous or current/present barment from any Federal installation or facility will result in denial of access to MARB.

2.2.8. Any individual with outstanding/active wants or warrants by federal or civil law enforcement authorities, regardless of offense/violation (i.e., an order to arrest has been issued by a judge), will be denied access and may be detained and turned over to appropriate authorities.

2.2.9. Incarceration for 12 months or longer within the past ten years, regardless of offense/violation, unless released on proof of innocence.

2.2.10. Access will be denied to MARB for any individual convicted or found not guilty by reason of insanity, in any jurisdiction, or in any country for any of the following reasons regardless of how long ago the offense was committed.

2.2.18. There is a reasonable basis to believe based on an individual's criminal history or an individual’s history of dishonesty that issuance of a base access credential poses an unacceptable risk to the installation/mission. Access to MARB will be denied based on an individual's criminal history or an individual’s history of dishonesty when there is consistent evidence of criminal history or a history of dishonesty that does not meet any of the other basis for denial identified in the MARB IDP. The 452 SFS/DFC or higher authority must make the decision whether to deny access to MARB for criminal history or a history of dishonesty not provided for in the MARB

IDP.

2.3. Denial Notification Procedures. The VCC will notify the sponsor at the base Contracting Office if and when an individual has been determined to be unfit for unescorted base access. The sponsor at the Contracting Office will then notify the contractor, and the contractor, in turn, is responsible for notifying their individual employees.

2.4. Required Vehicle Documentation. Contractors driving onto the installation must be in possession of the following valid, unexpired documentation. These vehicle-specific requirements are in addition to all individual identify proofing, vetting, and fitness determination requirements mentioned above.

2.4.1. Driver license.

2.4.2. Vehicle registration

2.4.3. Proof of insurance

2.4.4. Proof that their vehicles meet all state smog requirements.

2.5. Unescorted Base Access Credentials. All base passes/cards granting unescorted access to the base will be produced and issued by the Visitor Control Center (VCC) in building #2370. All passes/cards are generated and administered using the Defense Biometrics Identification System (DBIDS). The DBIDS pass/card/AF Form 75 will be used for unescorted entry from/to the MARB Main Gate and job work site and must be retained while on the installation at all times. The VCC will issue a one-day pass to contractor officials during all phases of the acquisition cycle up to the day of actual contract work performance. Once the contract begins, contractors and their employees will need to enter the VCC for DBIDS pass/card issuance for the individual/vehicle for the duration of the contract, up to one year. Contractor officials should ensure that their employees read and understand the instructions printed on the front and back of the DBIDS pass/badge or AF Form 75. Contractor supervisors are responsible for recovering all passes/cards/AF Form 75s from their employees when employment is terminated and/or prior to the expiration date recorded on the pass/card. Passes/cards are not transferable between contractors/employees and are only valid for the specific vehicle(s) registered.

2.5.1. Individuals requiring unescorted base access for 1-60 days will be issued a DBIDS paper pass with a photograph.

2.5.2. Individuals requiring unescorted base access for 61-365 days will be issued a DBIDS identification card.

2.5.3. An AF Form 75, Temporary Visitor/Vehicle Pass, will be used temporarily when the DBIDS system is down for system maintenance or is temporarily nonoperational. When the DBIDS system is restored, the contractor/employees will be required to return to the VCC and have a DBIDS pass/card issued for the duration of the contract.

2.5.4. Pass/Card Time and Date Restrictions. Passes/cards are valid during normal work hours as determined by the Contracting Office. If contractors determine they need to work after normal hours, weekends, or holidays, the contractor is responsible for communicating this need to the Contracting Office. The Contracting Office will forward a revised work schedule to the VCC authorizing the revised work schedule.

3. CONTROLLED AREAS

3.1. A Controlled Area is a marked facility, building, or area within the installation where entry is limited to specific personnel and where more stringent circulation controls are established. Controlled areas are bounded by the walls, roof, and floor of existing facilities or may be fenced-in areas with a single entry/exit point. Controlled areas can be identified by controlled area signage affixed to the exterior of their boundaries. Owner/user personnel are primarily responsible for the day-to-day protection, entry control, surveillance, and circulation controls of controlled areas. Access to these areas is based upon official need, and owner/user personnel maintain entry/exit and circulation control of visitors by escorting visitors and by keeping them under constant surveillance while they are in the controlled area. Contracts may require contractors/employees to enter controlled areas.

Each controlled area has unique entry control and escort procedures that are determined by individual owner/user personnel. In all cases, the contractor must coordinate with individual Controlled Area Monitors and owner/users prior to beginning work that affects a controlled area. The 452 SFS/S3L (Police Services) office can assist with this coordination. Unless granted unescorted entry authority by the controlled area owner/user Commander or equivalent, contractors must be escorted by owner/user personnel when the former performs work within a controlled area.

3.1.1. The MARB flight line is designated as a controlled area, and contractors and their employees must check in at building #395/Airfield Management before entering the flight line.

Additionally, unless granted unescorted entry authority by the flight line controlled area owner/user Commander, contractors and their employees must be escorted at all times while performing work in the flight line controlled area. Additional restrictions apply to areas of the flight line designated as a Controlled Movement Area (CMA). No vehicle operator or pedestrian shall enter the CMA without specific approval from the Air Traffic Control Tower, and personnel not trained and certified to operate in the CMA are prohibited from entering unless accompanied by a trained, qualified, and certified CMA escort official IAW DAFI 13-213, Airfield Driving and DAFI 13-213_AFRCSUP_MARCHARBSUP, MARB Airfield Driving. Contractors and the base Contracting Office must ensure that coordination takes place with the MARB Airfield Management office prior to beginning any work that affects the MARB flight line.

4. RESTRICTED AREAS

4.1. A Restricted Area is a marked facility, building, or area within the installation with strict controls over personnel, materials, and vehicles. Entry and circulation controls for restricted areas are even more stringent that those for controlled areas. Restricted areas may be bounded by the walls, roof, and floor of existing facilities. Alternatively, they may be fenced-in, bounded by painted red lines on the ground, or bounded by elevated red ropes with a single Entry Control Point (ECP). In all cases, restricted areas can be identified by restricted area signage affixed to the exterior of their boundaries.

If you are unfamiliar with the area, please ask before you cross any red boundary line or any elevated red rope. Anyone who enters or is found within a restricted area without the proper credentials or without an escort will be challenged and detained by Security Forces.

4.1.1. Unescorted Restricted Area Access. Unescorted entry into MARB restricted areas is strictly prohibited without the written authorization of the MARB Base Commander (452 AMW/CC).

Unescorted entry into restricted areas will not be granted to persons for the sole purpose of avoiding the inconvenience of escorted entry. The AF Form 2586, Unescorted Entry Authorization Certificate, is utilized to document, coordinate, and approve unescorted entry authority IAW the MARB IDP. Personnel requesting unescorted access to restricted areas must have a favorably completed investigation IAW DAFI 31-101 and DoDM 5200.02/AFMAN 16- 1405, Air Force Personnel Security Program. Requesting officials are responsible for ensuring that this investigation has taken place and will indicate same when completing the AF Form 2586.

Eligibility and access to classified information requires a separate investigative process. A security clearance is not required for unescorted entry to MARB restricted areas.

4.1.2. Escorted Restricted Area Access. Contractors and their employees who are not granted unescorted access to a restricted area must be escorted and kept under constant surveillance by owner/user personnel at all times while they are in the restricted area IAW the MARB IDP unless a free zone is established beforehand.

5. NEW HIRES

5.1. The hiring of contractor employees must be conducted outside the confines of this installation.

This includes referrals from Federal/State Employment Offices. Employment candidates who request visitor passes and do not know the location of the work site will be directed off base and told to contact the person who hired him/her. All new employees must be identified to VCC personnel through submission of an additional MARB Contractor Pass Request Sheet (attached to this document)—the only acceptable format for identifying all contractor/employee personnel. New employees must be accompanied to the VCC by a member of the base Contracting Office so that the latter can act as the sponsor for the new hire. All new hires will be identity proofed and vetted to determine their fitness for unescorted installation access. If deemed fit for unescorted base access, the new hire will be issued a DBIDS pass/card.

6. JOB SEEKERS

6.1. Personnel seeking entry to the installation for the sole purpose of seeking employment with contractors will be directed to the contractors off base address location.

7. DELIVERIES TO CONTRACTORS PERFORMING WORK ON THE BASE

7.1. All delivery personnel must either be escorted by a qualified escort official or sponsored, identity proofed, and vetted for base access to receive a DBIDS pass for unescorted base access. Contractors performing work on the installation who need delivery of goods, materials, or equipment to an on-base work site should ensure that delivery drivers know the on-base delivery location (area or building number) and should ensure that delivery personnel are in possession of a phone number for a designated Point of Contact (POC) who can sponsor or escort them onto the installation. The delivery driver should have a bill of delivery/lading with POC contact information and one that shows the location of the delivery. Upon their arrival at the MARB Main Gate, the delivery driver must submit to an inbound Commercial Vehicle Inspection (CVI) at building #2369 and contact their POC so that they can be escorted or sponsored/vetted/identity proofed to enter the installation. A DBIDS pass can be issued to delivery personnel if both the sponsor and the delivery driver present themselves at the VCC and if the delivery driver can be identity proofed and vetted to determine their fitness for unescorted installation access. Alternatively, a person with escort authority for the installation can escort the delivery driver onto the installation. If escorting, the escort official must keep the delivery driver within their physical control and under surveillance for the entire duration that they are on the installation, and the escort official must stay with the delivery driver until they physically depart the installation through the Main Gate upon conclusion of the delivery. The Main Gate phone number is

(951) 655-4200.

8. NON-ESSENTIAL VISITORS

8.1. Friends, family members, and the like of contractors or contractor employees who are not performing work in fulfillment of an established contract are considered non-essential visitors and are not permitted onto the installation unless a member of the Contracting Office sponsors or escorts the non-essential visitor(s) onto the installation. Coordination with the base Contracting Office must take place before base access.

9. BASE DRIVING

9.1. Operating a motor vehicle on the installation is a privilege granted by the Base Commander (452 AMW/CC). Any person accepting this privilege must comply with the MARB Base Traffic Code (MARCHARBI 31-116). Members of the 452d Security Forces Squadron enforce the Base Traffic Code and issue citations for non-compliance. Contractors and their employees are encouraged to review this traffic code prior to contract commencement. Key excerpts of the Traffic Code are reproduced below for your convenience but note that this is an incomplete list of traffic regulations.

See MARCHARBI 31-116 for more information.

9.1.1. Implied Consent. Any person operating a motor vehicle on MARB is considered to have consented to evidential tests for alcohol or drug content of their blood, breath, or urine when lawfully stopped, apprehended, or cited for an alcohol or drug related traffic offense while driving or in physical control of a motor vehicle on MARB to determine the influence of intoxicants. This is known as the Implied Consent doctrine.

9.1.2. Speed Limits. All vehicles will be operated within existing speed limits on established roadways of the installation. The speed limits specified apply to areas outside of the airfield and constitute maximum allowable speeds.

9.1.2.1. Twenty-five (25) mph, unless otherwise posted or stated herein.

9.1.2.2. Fifteen (15) mph along traffic routes within 100 yards of all Installation Access Control Points (IACPs)—both entering and exiting the installation. Note: all inbound drivers must come to a complete stop at all IACPs unless directed otherwise by the SF Installation Entry Controller.

9.1.2.3. Fifteen (15) mph on B Street between the B Street/Graeber Street and B Street/Q Street intersections.

9.1.2.4. Ten (10) mph for special purpose vehicles (e.g., tractors, tugs, forklifts, sweepers, etc.).

9.1.2.5. Ten (10) mph when nearing, passing, or meeting troop formations that are upon a roadway.

9.1.2.6. Five (5) mph within all parking lots.

9.1.2.7. Five (5) mph within warehouse and loading areas.

9.1.2.8. Five (5) mph when towing two or more maintenance stands/equipment.

9.1.2.9. During periods of inclement weather or reduced visibility, vehicle operators will reduce the speed of their vehicles to a maximum of fifteen (15) mph unless driving upon a motorway that features a lower maximum allowable speed. In such cases, the lower maximum allowable speed prevails.

9.1.3. Restraint Systems/Seat Belts. Drivers and passengers will have seat belts fastened at all times while the vehicle is in motion on the installation.

9.1.4. Driver Distractions. Drivers shall not drive any motor vehicle while holding a handheld wireless telephone or a wireless electronic communications device unless the wireless telephone or electronic wireless communications device is specifically designed and configured to allow voice-operated and hands-free operation, and it is used in that manner while driving.

9.1.5. Headphone/Earphone Use. It is prohibited for a motor vehicle operator to wear a headset covering, earplugs in, or earphones covering, resting on, or inserted in, both ears or one ear.

9.1.6. Traffic Signs, Signals, and Road Marking. Vehicle operators will comply with all traffic lights, stop signs, other regulatory signs, road markings, lane markings, police signals, other civilian authorities on traffic duty, and other traffic control personnel.

9.1.7. Turn Signals. Drivers must signal their intention to make a left or a right turn. The said turn signal shall be given continuously during the last 100 feet traveled by the vehicle before turning.

9.1.8. U-turns. U-turns are prohibited on MARB except for designated emergency vehicles responding to an emergency.

9.1.9. Overtaking and Passing. Overtaking and passing are prohibited on MARB except under the following conditions:

9.1.9.1. The driver of a designated emergency vehicle may pass any other vehicle when responding to an emergency with lights and sirens/horn activated.

9.1.9.2. The driver of a vehicle may pass an SF-escorted convoy or other authorized procession travelling in the same direction only if directed to do so by a member of the SF escort. Note: this restriction does not apply to designated emergency vehicles responding to an emergency.

9.1.9.3. The driver of a vehicle seeking to pass an Off-Highway Vehicle (OHV), Low-Speed Vehicle (LSV), Or Government Vehicle Other (GVO) shall sound their vehicle horn and receive clearance to pass from the operator of the OHV, LSV, or GVO before passing.

9.1.10. Alcoholic Beverages and Open Alcoholic Containers. No person shall consume any alcoholic beverage in the vehicle or possess an open container of alcoholic beverage in the vehicle on MARB.

9.1.11. Stopping for Reveille and Retreat.
