L2. GENERAL INFORMATION
L2.1. General Instructions:
This section of the instructions to offerors (ITO) provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror’s proposal shall include all data and information requested by the ITO and submitted in accordance with (IAW) these instructions. Any offeror who submits an incomplete proposal or does not conform to these instructions may be considered non-responsive and may not be evaluated or considered eligible for award. The offeror is required to meet all solicitation requirements, including the terms, conditions, representations, and certifications. Failure to meet a solicitation requirement may result in an offeror’s proposal being ineligible for award. The offeror shall be compliant with the requirements as stated in the RFP.
NOTE: The offeror shall make no changes or modifications outside of Section L instructions to the solicitation or its attachment(s). Any such changes or modifications will be rejected and may render the proposal ineligible for award.
The Procurement Contracting Officer (PCO) has determined there is a high probability of adequate price competition in this acquisition. Therefore, the offeror is advised to submit their best pricing and technical information up-front; Multiple offers will not be accepted. Upon examination of initial offers, the PCO will determine if adequate price competition exists. If the PCO determines that adequate price competition exists, no additional price information will be requested and certification under FAR 15.406-2, Certificate of Current Cost or Pricing Data, will not be required. However, if at any time during this competition the PCO determines that adequate price competition no longer exists, offerors may be required to submit certified cost or pricing data, to the extent necessary for the PCO to determine the reasonableness and affordability of the price.
The proposal shall be clear, concise, and include sufficient detail for effective evaluation and substantiation of stated claims. The proposal shall not simply rephrase or restate the USG’s requirements but shall provide convincing rationale to address how the offeror intends to meet these requirements. The offeror shall assume that the USG has no prior knowledge of their capabilities and experience and will base its evaluation on the information presented in the offeror’s proposal. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
Proposals shall demonstrate a comprehensive understanding of the nature and scope of work required. The USG will not search for data to cure problems or address inconsistencies in proposals. Each offeror shall submit a complete proposal IAW these instructions. The USG may consider any failure to comply with these instructions to be indicative of what could be expected from the offeror during performance and may render the proposal ineligible for evaluation purposes. General statements (e.g., “will comply,” “noted and understood,” "IAW industry best practices or standards,") without supporting narratives are not acceptable.
Cursory responses or responses that merely reiterate or paraphrase the language contained within the Statement of Work (SOW) does not satisfy the requirements of the solicitation.
L2.1.1. Acceptance Period:
The USG requires a minimum acceptance period of 180 calendar days from the date of USG offer receipt;
however, the offeror may specify an acceptance period exceeding the USG’s minimum requirement. The offeror’s proposal shall affirmatively state an acceptance period equal to, or greater than, 180 calendar days.
Failure to affirm may render proposal ineligible for evaluation purposes.
L2.1.2. Retainability or Disposal:
IAW FAR Subpart 4.8, Government Contract Files, the USG will retain electronic copies of any proposals.
L2.2. Government Point of Contact (POCs):

Page size shall be 8.5 x 11 inches. Pages shall be single-spaced. Except for the reproduced sections of the solicitation document, the text size shall be no less than twelve (12) points. Tracking, kerning, and leading values shall not be changed from the default values of the word processing or page layout software. Use at least 1-inch margins on the top and bottom and 1-inch side margins. Pages shall be numbered sequentially by volume. These page size and format restrictions shall apply both to responses concerning ENs and to the mandatory electronic copies of the offeror’s proposal. Legible tables, charts, graphs, and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11x14 inches in size. The offeror’s coefficient pricing schedule will be evaluated, based upon the total coefficient proposed for base award coefficients and all options. The USG will evaluate the proposed pricing schedule coefficients to determine which offerors’ total coefficient represents the best value to the USG. The PCO will use price competition and other applicable techniques deemed appropriate IAW FAR 15.404-1 to determine whether an offeror's overall pricing is fair and reasonable as well as balanced across all option years. Evaluation of options shall not obligate the USG to exercise such options. The USG’s evaluation of the offeror’s coefficient pricing schedule will breakdown and document the completeness and reasonableness of the proposed coefficients. The price will also be evaluated to determine the offeror’s understanding of the contract requirements as expressed by the solicitation.
L2.15. Cross-Referencing:
To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation, which is not found in its designated volume, will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.
L2.16. Indexing:
Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.
L2.17. Labeling:
Each volume of the proposal should be separated into its own attachment. This may include a discussion of efforts accomplished by the offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a limited or no confidence rating, since the problems encountered may have been on a more complex program, or an offeror may have subsequently demonstrated the ability to overcome the problems encountered. The offeror is required to clearly demonstrate management actions employed in overcoming problems and the effects of those actions in terms of improvements achieved or problems rectified. This may allow the offeror to be considered a higher confidence candidate. For example, the offeror shall be required to submit quality performance indicators or other management indicators that clearly support that the offeror has overcome past problems.
L5.3.1. The offeror shall forward a copy of the PPQ (Attachment 22) to their most recent references, for whom the offeror has contracted similar services with Federal, State, and Local Governments. If the offeror does not have Federal, State, or Local Government references, the offeror shall provide references from private industry sources that are not prohibited from furnishing information to the USG. The PPQs must be forwarded to a verified POC at each of those agencies or business organizations for completion.
L5.3.2. Prior to forwarding the PPQ to each reference, the offeror shall complete the Section entitled “Contractor Information”. Offerors may include with their proposal information on problems encountered on the identified contracts and the offeror’s corrective actions. The USG will consider this information as well as information obtained from any other sources when evaluating the offeror’s past performance information. The PPQs completed by the offeror’s referenced sources and sent directly to the 452d Operational Contracting Office in response to this RFP will not be considered part of the Past Performance Volume 15-page limitation.
L5.3.3. A cover letter sent by the offeror with the PPQ should request the referenced source(s) to complete the PPQ and email it to jon.aaron@us.af.mil and michael.dorsey.14@us.af.mil. PPQs must be received no later than the proposal due date and time. Offerors shall be responsible for ensuring their referenced source(s) receive the PPQs in time to complete and return the PPQ to the 452d Contracting Office and must be received by the USG no later than the proposal due date.
L6. VOLUME IV – PRICE/COST
L6.1. Section B – Contract Line-Item Number (CLIN) Coefficient Prices:
The offeror shall complete Attachment 19 – Coefficient Pricing Worksheet. In order to be considered for award, the offeror shall submit coefficients for all CLINs and SubCLINs (SLINs) identified in Section B.
In lieu of filling out Section B, Supplies or Services Prices, offerors shall be required to submit pricing on the attached pricing worksheet in order to meet the requirements outlined in Section M of the solicitation.
Offerors shall round to the nearest hundredth (i.e. 0.91) on the pricing schedule. Offerors should then place that worksheet at the end of Volume IV.
NOTE: The coefficient is the price multiplier that the offeror employs in its price proposal. The USG uses this multiplier to determine the price of work for each tasker on individual task orders (TOs). Bare Costs (i.e., material, equipment, labor without any markups for subcontractors, sales tax, overhead, profit, etc.), are multiplied by the coefficient to arrive at the actual price for a unit of work. The coefficient shall be represented as a net decrease from, or a net increase to, the prices listed in the Unit Price Book (UPB). An offer of net would be represented as 1.00. An example of a net decrease from the prices in the UPB would be 0.98. An example of a net increase from the prices in the UPB would be 1.06.
L6.1.1. The offeror shall insert proposed coefficients for each CLIN or SLIN, including all option periods.
The quantities listed for each CLIN/ SLIN represent the average number of projects based on five (5) years of historical data. CLINs with a quantity of one (1) have no historical data. These quantities are listed only to assist in proposal preparation and do not constitute or guarantee actual quantities under any circumstance. Additionally, all offerors shall provide additional documentation regarding the rationale used to determine their coefficients.
