No - Each solicitation is independent of one another. It is the responsibility of each offeror to provide the necessary documents, the Government requires for each solicitation. To be considered in this solicitation, all relevant Past Performance Questionnaires (PPQs) must be submitted. The Government will not independently retrieve.

TThe RFP requires that firm-fixed prices be supplied for CLINS. To do this, bidders will have to make assumptions and provide details on how the estimate was prepared. This data will provide the Government with a clear basis for the estimates to determine the reasonableness and risk of each bid received.
Within the RFP Section L5.3, there is no place to include a basis of estimate/cost narrative.is of estimate/cost narrative.
Please indicate where in the Volume IV Price the basis of estimate or price narrative should be included, for example, as part of Section 2: Pricing Documents. The location of the narrative, supporting calculations, or other support for pricing is not clearly specified.
A BOE is not a required document, however if a contractor wants to provide one they may do so as long as it fits in the page limitations of Volume IV.

Tab F-TE-2 has an estimate of 4 curtain replacements and gutter broom replacements for flight-line sweeping. Neither the Grissom MVR May 2023 spreadsheet contained within Attachment 8 nor the serially managed Government Furnished Property in Attachment 3 contain any details relating to the replacement parts.
No other details relating to sweeper specifications are supplied in the request for proposals.
Without sweeper details, bidders cannot accurately price replacement parts. Please indicate if the bidders are to supply the sweeper to perform the pavement clearance PWS F5.3.1.2.1 in addition to the consumables. If the Government supplies the sweeper, please provide details on the model so that the parts can be accurately priced. Without this information, the incumbent will have an unfair advantage over the other bidders.

The PWS (Attachment 1) PWS F5.3.1.2.1 requires that the contractor check all Air Force-owned pavements daily for FOD and perform necessary sweeping. Attachment 10 Tab F-TE-2i indicates the paved area for the runways, aprons, taxiways, vehicle parking, and aircraft wash rack.
The list of Government-furnished property included in Attachment 3 Grissom MVR May 2023 spreadsheet does not list a sweeper. Similarly, the Grissom MVR May 2023 list of Government vehicles to be maintained does not include any vehicle that appears to be a sweeper. Please indicate whether runway sweepers are to be provided by the contractor and if so, what performance specifications for the equipment.
Without this information, the bidders cannot provide accurate pricing and are at a disadvantage to the incumbent.

Without data for the high mast lighting that the contractor is required to maintain, there is no way for bidders, other than the incumbent, to provide a price for this service requirement. Please provide the required data or remove the requirement from the scope of work and Tab F-TE-l.

The construction wage tab has a number of positions, such as a laborer shaded grey, and instructions indicating that there are multiple groups within each labor category for which rates must be provided.
For those labor categories with multiple groups, please provide the percentage splits for the multiple groups. Without this, bidders will have substantially different rates that are not comparable and possibly be deemed unreasonable. Only the incumbent has the historical data and, as such, has an unfair advantage in the development of pricing.
Individual rates in the group should be evenly spread when developing the composite rate. For example if 2 rates make up the composite, split the given rates 50-50 to develop a composite rate.

The Union Collective Bargaining Act (CBA) stipulates the number of vacation days members receive based upon seniority with the preceding contract(s). These vacation days factor into the development of fringe rates and direct working hours in each year. The RFP does not provide any insights into the level of staff seniority, and only the incumbent has this data.
So that all bidders are using a similar basis, please provide an indication of average union employee seniority. If this is not possible, how will the Government determine the reasonableness of the rates?
The list will be provided to the successful offeror at the commencement of the new contract for determining employee eligibility for vacation or other fringe benefits per the FAR.
33 C 1.1 C-1 Ground Transportation hours of operation are 0700-2030 Is the workload data provided reflective of a second shift requirement?
Staffing requirements are the responsibility of the offerors to determine. The Government requirement is for Documented Cargo coverage from 0700-2030 - Monday through Friday.
34 D 1.3 D-2 "Provide Receiving/X-Ray Operation" Language for x-ray operations has been removed from the PWS compared to historical PWS. However, Hours of Operation require x-ray operations. Will it be a KTR duty to provide X-Ray Operations?

35 G 5.2.4.5 G-3 Deicing Fluid- The KTR shall receive, store, and issue ADF. The KTR shall monitor inventory levels and notify the Grissom ARB, 434 LRS/LGRM when ADF levels need to be replenished. The 434 LRS/LGRFM will coordinate 434 MXG to purchase ADF (Government Furnished) when inventory levels dictate.
FTL 23-03 states that the Fuels Management team will relinquish control in the procurement, storage, issuing and accounting for Bulk de-icing fluid. How will this affect workload, overall cost incurred, etc?
Currently the base has no timeframe nor the infrastructure to transition control of procurement, storage, issuing and accounting for Bulk de-icing Fluid.

There are many paragraphs in the contract where both PMTLs and regulation references provide PM inspection criteria. In the following references the equipment to be inspected has both PMTL and UFC or
Manual references to perform PM tasks. There are many of these instances in the PWS. For example:
• paragraph F4.1 Reads: Preventive Maintenance (PM). The KTR shall perform PM/Recurring Work, also referred to Work Priority 2A, on all real property, RPIE, and RPSE IAW AF approved Preventive Maintenance
Task Lists (PMTL), RSMeans or other guidance as stated/provided within this PWS. Perform PM on the items listed in F-TE-6. Notify the CO and COR upon identification of incorrect equipment inventory or identified PM actions, prior to performing PM actions. AF-PMTLs supersede any commercial PMTL variants.
Compulsory standards, to include ETLs, UFCs, NFPA requirements, and other AF-specific mandates are the primary drivers and cannot be overlooked.
• The PWS also says to use UFC 3-601-02 to perform the testing and maintenance of fire systems. The UFC does have Inspection Tables for all types of sprinkler systems, hydrants, etc. BUT there are also AFPMTLs for those same systems. Examples of AFPMTLs are Wet Pipe D4015150195002, Pre Action

When the equipment has both PMTLs and regulation references for inspections, which one is primary and should be used to perform the PM tasks?
