Item 10j/11l. CUI information shall be managed and safeguarded IAW DoDI 5200.48_DAFI 16-1403. The contractor shall monitor CUI aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information.
Item 10.k. The government will provide classified network access to include e-mail and web browser. Contractors will be held accountable for actions they initiate on the network and will conduct business IAW USAF, AFRC, and local base instructions and policies. Sponsoring government agency will provide Information Assurance training prior to contractor access to network services.
Mail Handling: Prior to contractor personnel being allowed to handle and safeguard mail, contractor shall submit to required background investigations, outlined in the PWS, through the company Facility Security Officer. Contractor personnel will not be allowed to handle or

safeguard mail until the contractor has been adjudicated the appropriate security clearance (SECRET), as outlined in the PWS. Contractor personnel will handle and safeguard mail IAW US Postal Service and local Information Protection procedures. The contractor will safeguard First Class (Return Service Requested) mail, Controlled (Registered and Certified) mail, and GSA Vendor-delivered overnight delivery mail as classified material until the mail is opened to determine otherwise. This type of mail will never be left unattended or in the custody of personnel who do not possess a SECRET security clearance. Security violations (inadvertent or otherwise) will be immediately reported to the USAF Program Manager and servicing security manager as a security incident.
USAF Restricted Areas: Prior to contractor personnel being granted unescorted access to USAF Restricted Areas, contractor shall submit to required background investigations, outlined in the PWS, through the 434 ARW/IP. Contractor personnel will not be granted access to the unescorted access to USAF Restricted Areas until the contractor has been granted the appropriate security eligibility (Favorable NACI), as outlined in the PWS. Security incidents and COVERED WAGON up-channel reporting will be immediately reported to the local Security Forces.
SIPR Access: Required to provide Joint Staff, DLA Energy, CCMD, AF/A4LE, AFPA, and the MAJCOMs with summary information to capture capability, damage, and deficiencies affecting bulk petroleum supplies, storage, and distribution. Monthly by the active duty/ANG no later than the first Friday of each month. AFRC will submit quarterly reports for traditional reservists filling JFA7S, JFA7M, and JFA9M UTCs. This requirement is used to support 7-level core task training as prescribed by the 2F0X1 CFETP and submitters will rotate monthly (AFRC quarterly) to ensure proficiency is attained across the FMF. Item 11.a. Contract performance is restricted to the locations identified in item 8a. The highest level of security clearance required for contract performance is Secret. Using activities will provide security classification guidance for performance of this contract. The government will oversee the handling and storage of classified information in support of this contract. The government will provide storage capability for all classified material required for this contract. All classified information shall be returned to the government upon termination of the contract. Contractor will complete government furnished initial and recurring security training as required and maintain training documentation.
Item 11j. Contractor personnel will participate in the OPSEC program locally administered by the AF activity. Contractor will follow base and unit Operations Security guidance (SOPs, OIs, etc) for the locations identified in item 8a. A copy of the local guidance is attached.
Critical Information List (CIL) will be provided to contractor under separate cover and updated as required.

Item 12. Contractor is to submit requests through the Contracting Officer for OPSEC Program Manager review and public release authorization. The Contracting Officer will provide contractor with written approval/disapproval. (T-1) Information requiring AF or DoD– level review will be reviewed by the unit’s OPSEC Program Manager or Coordinator who will in-turn forward to the entry-level public affairs office through the AFIMSC Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690.

Industrial security reviews of integrated visitor groups will be conducted by the 434 ARW/IP while operating on Grissom ARB, IN.
Contractor will comply with the 434 ARW/IP security guidance per AFI 16-1401 provided by the USAF Program/Project Manager. Work will not commence at Grissom ARB, until the security guidance provided by 434 ARW/IP is executed. Any Security Incidents will be routed through the HQ AFRC/Industrial Security Program Manager to DCSA, the Cognizant Security Office DoDAAC: FA4654. Defense Security Service retains cognizance over the cleared contractor facility.

Local Security Guidance for Classified Contractors on Grissom ARB
Grissom ARB must be listed as a performance work location on the DD254. Block
8.A. or continued in block 13.
If block 7a is filled in you have a SUB, which requires a separate DD254. SUBs require a separate notification of local security policy, which is the responsibility of the PRIME contractor’s FSO.
Ensure specific Security Classification guidance is listed in Block 13 (For contractors handling/storing or processing classified….this includes those with
SIPR access).
A SUBs access to classified cannot be greater level than the prime.
All access to and/or possession of classified material by Contractor personnel, including oral and/or visual at Grissom ARB, will be under the unit’s supervision.
The unit maintains accountability, control, and ownership of all classified information involved under the terms of this contract at all times.
Contractor access to the SIPRNet ‐ AF Forms 2875 must be signed off by the unit
SA for the unit the contractor is integrated into (Item 10.k. on 254 must be marked and comments made ‐ SIPRNet Access Required).
KEY MANAGEMENT LETTER (updated annually) The FSO (on company letterhead) will provide a KML that contains who their lead on base company POC is, who the
COR is and PM and who the on‐base govt rep is.
DISS VISIT REQUEST Issued for one year. COMPANY will pass the visit request in
DISS for visitors coming to the base, not the govt agency the contractor is supporting.
CLOSE‐OUT INSPECTIONS Conducted at the completion of the first or 5 year contract (if required). IP formally records close out inspections via a MFR ensuring all classified possessed by the contractor is returned to the govt.
All Grissom Classified Contractors are Integrated Visitor Group. We have no
Cleared facilities or Intermittent Visitor groups (less than 90 days).
(Integrated Visitor Groups (VG): An on‐base contractor operation, which requires access to classified information and operates under the direct control/supervision of the Air Force. The integrated visitor group is authorized to function in accordance with DOD 5200.01 and AFI 16‐1406. The Air Force maintains control of all classified and provides day‐to‐day supervision over this contractor operation).
All contractors assigned/working on Grissom ARB, will be integrated into the sponsoring units security program.
The unit Security Assistant (SA) and the IP office must have oversight and a relationship established in DISS with the contractor(s).
If a contractor requires an investigation for access to classified information, it is handled by the company’s Facility Security Officer. The contractor is responsible for submitting Security Clearance (T3/T3R and T5/T5R) investigation/reinvestigation requests.
The IP office will submit Security Clearance (T1) investigations on those contactors that DO NOT require a clearance.
Contractor is required to complete all applicable Information Security program training, Initial/Refresher, NATO, Derivative, CUI, C‐InT, etc., provided by the unit
Security Assistant.
Cleared contractor personnel MUST receive all required security training provided by the Unit Security Assistant OR the Unit Security Assistant must verify it has been accomplished, PRIOR to being allowed access to classified material. The parent agency may provide training, however, they must provide verification of the training to the Unit Security Assistant.
Uncleared contractor personnel must also receive required security training, which requires documentation and tracking by the unit SA.
Self‐Inspections are conducted annually on the unit and will include a review of the Contractor under AFI 90‐201 (AF Inspection System). Both the SA and the company will receive a report identifying deficiencies and any corrective action that was found involving the Contractor. If there are any classified incidents involving the contractor, they must be reported to the Cognizant Security Office through AFRC.
Processing Trustworthiness Determinations:
These actions are currently the responsibility of the local Information Protection
Office. This may apply if the contractor will require unescorted entry to restricted areas, access to sensitive unclassified information, or access to government automated information systems (AIS).
Contractor will use and comply with the unit security program OIs, procedures and/or requirements, per this agreement and other applicable DoD or AF directives.
Reproduction of Classified Material. Only AF approved and controlled reproduction equipment will be used by the visitor group, when so authorized, per DoDM5200.01V3_AFMAN16‐1404V3. The visitor group cannot reproduce classified material without the permission of the 434 LRS.
End of Day Security Checks. Visitor group personnel will be scheduled to perform end‐of‐day security checks within their assigned work areas by the 434 LRS per DoDM5200.01V3_AFMAN16‐1404V3 and 434 LRS’s security program standard operating procedures (SOP). These checks will ensure security precautions are taken to protect classified material. The SF 701, Activity Security Checklist, and SF 702, Security Container Check Sheet, will be used to record these checks.
Emergency Protection. If visitor group personnel come in contact with classified material during natural disaster, major accident, civil disturbance, or other emergency, visitor group personnel will make every effort to secure classified material in an approved storage container per DoDM5200.01V3_AFMAN16‐ 1404V3 and AF unit’s security standard operating procedures SOPs. If the area is evacuated and/or the container(s) abandoned, visitor group personnel will, upon termination of the emergency condition, assist the 434 LRS program manager in examining those classified holdings to ensure there has been no compromise or loss of exposed information. In the event of missing or possible compromise, the visitor group employees will, in concert with the 434 LRS program manager, immediately notify the 434 LRS’s unit security assistant.

The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. USAF Contracting Officer (COR)/ Program Manager: Mr. Thomas Bellamy, (765) 688-3838 Ref 1b. Safeguarding requirements are only required/authorized at the actual contract performance location: Grissom ARB, IN 46971. The contractor's facility is not authorized to generate or store classified information under this contract number.
Item 10j/11l. CUI information shall be managed and safeguarded IAW DoDI 5200.48_DAFI 16-1403. The contractor shall monitor CUI aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information.
Item 10.k. The government will provide classified network access to include e-mail and web browser. Contractors will be held accountable for actions they initiate on the network and will conduct business IAW USAF, AFRC, and local base instructions and policies. Sponsoring government agency will provide Information Assurance training prior to contractor access to network services.
Mail Handling: Prior to contractor personnel being allowed to handle and safeguard mail, contractor shall submit to required background investigations, outlined in the PWS, through the company Facility Security Officer. Contractor personnel will not be allowed to handle or safeguard mail until the contractor has been adjudicated the appropriate security clearance (SECRET), as outlined in the PWS. Contractor personnel will handle and safeguard mail IAW US Postal Service and local Information Protection procedures. The contractor will safeguard First Class (Return Service Requested) mail, Controlled (Registered and Certified) mail, and GSA Vendor-delivered overnight delivery mail as classified material until the mail is opened to determine otherwise. This type of mail will never be left unattended or in the custody of personnel who do not possess a SECRET security clearance. Security violations (inadvertent or otherwise) will be immediately reported to the USAF Program Manager and servicing security manager as a security incident.
USAF Restricted Areas: Prior to contractor personnel being granted unescorted access to USAF Restricted Areas, contractor shall submit to required background investigations, outlined in the PWS, through the 434 ARW/IP. Contractor personnel will not be granted access to the unescorted access to USAF Restricted Areas until the contractor has been granted the appropriate security eligibility (Favorable NACI), as outlined in the PWS. Security incidents and COVERED WAGON up-channel reporting will be immediately reported to the local Security Forces.
SIPR Access: Required to provide Joint Staff, DLA Energy, CCMD, AF/A4LE, AFPA, and the MAJCOMs with summary information to capture capability, damage, and deficiencies affecting bulk petroleum supplies, storage, and distribution. Monthly by the active duty/ANG no later than the first Friday of each month. AFRC will submit quarterly reports for traditional reservists filling JFA7S, JFA7M, and JFA9M UTCs. This requirement is used to support 7-level core task training as prescribed by the 2F0X1 CFETP and submitters will rotate monthly (AFRC quarterly) to ensure proficiency is attained across the FMF. Item 11.a. Contract performance is restricted to the locations identified in item 8a. The highest level of security clearance required for contract performance is Secret. Using activities will provide security classification guidance for performance of this contract. The government will oversee the handling and storage of classified information in support of this contract. The government will provide storage capability for all classified material required for this contract. All classified information shall be returned to the government upon termination of the contract. Contractor will complete government furnished initial and recurring security training as required and maintain training documentation.
Item 11j. Contractor personnel will participate in the OPSEC program locally administered by the AF activity. Contractor will follow base and unit Operations Security guidance (SOPs, OIs, etc) for the locations identified in item 8a. A copy of the local guidance is attached. Critical Information List (CIL) will be provided to contractor under separate cover and updated as required.
Item 11.m. Must complete and maintain required training.
Item 12. Contractor is to submit requests through the Contracting Officer for OPSEC Program Manager review and public release authorization. The Contracting Officer will provide contractor with written approval/disapproval. (T-1) Information requiring AF or DoD–level review will be reviewed by the unit’s OPSEC Program Manager or Coordinator who will in-turn forward to the entry-level public affairs office through the AFIMSC Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690.
