Attachment 1 - GARB PWS - 20231102 v1.2, states in paragraph F5.3.1.2.3.3 Snow Plow Blades, Brooms. "The KTR shall be responsible for the purchase, installation, and maintenance of all snowplow blades, shoes, cables, snow brooms and associated parts for all snow equipment as FFP." The purchase of the materials (i.e. snowplow blades, shoes, cables, snow brooms, broom core replacements are FFP and will not be reimbursed by the Government. Quantities can be found in Attachment 10-Tab F - Tech Lib 20231102, Technical Exhibit, F-TE-2 Workload Data, Spreadsheet - F-TE-2k.

Attachment 1 - GARB PWS - 20231102 v1.2, paragraphs F5.3.1.2.3.2, F5.3.1.2.3.4, and F5.3.1.2.3.5 were updated to reflect non-vehicle material for snow and ice control (such as snow marker stakes, hydrant flags, sand barrels/ice melt, E-36 Potassium Acetate, and sand) being ordered under the applicable RPS CLIN of the contract.

How Complete are the Asset Records in NexGen?

BUILDER PM01 data has been uploaded into NexGen IT (NGIT) for the equipment Preventive Maintenance would be conducted on, but the data has not been checked for accuracy and quality. Assets to be incorporated into the PM program are listed in Attachment 10-Tab F - Tech Lib 20231102, -Technical Exhibits - F-TE-2 and F-TE-6.

The last large scale inventory and inspection was conducted in 2020. BUILDER inspections are require on a 5 year basis to capture equipment missed or replaced throughout the period.

No - Each solicitation is independent of one another. It is the responsibility of each offeror to provide the necessary documents, the Government requires for each solicitation. To be considered in this solicitation, all relevant Past Performance Questionnaires (PPQs) must be submitted. The Government will not independently retrieve.

Can the Government please clarify the meeting of "5" Quantity and "Lot" as unit in Section B?

The Government will use one ordering Lot per year to support T&M CLINS. The amount of funded work and work orders may vary per year but will not exceed the total.

19 G G5.2.4.3, G5.2.5.2..1 G3, G4 KTR will issue and maintain IL Keys for authorized base vehicles. When is Grissom scheduled to transfer to EPoS (Energy Electronic Point of sale)? Grissom is tentatively scheduled for the second quarter of 2024.

TThe RFP requires that firm-fixed prices be supplied for CLINS. To do this, bidders will have to make assumptions and provide details on how the estimate was prepared. This data will provide the Government with a clear basis for the estimates to determine the reasonableness and risk of each bid received.

Within the RFP Section L5.3, there is no place to include a basis of estimate/cost narrative.is of estimate/cost narrative.

Please indicate where in the Volume IV Price the basis of estimate or price narrative should be included, for example, as part of Section 2: Pricing Documents. The location of the narrative, supporting calculations, or other support for pricing is not clearly specified.

A BOE is not a required document, however if a contractor wants to provide one they may do so as long as it fits in the page limitations of Volume IV.

Tab F-TE-6 lists a number of compressors, not all of which have part numbers, which will allow bidders to determine the horsepower of each unit to determine the maintenance schedule requirements stipulated in Tab F-AF-PMTL.

Please provide additional data on these compressors such as model numbers or size, so that bidders can determine the maintenance requirements stipulated in Tab F-AF-PMTL.

Please Confirm that there are arresting systems and, if so, how many and which align with the maintenance schedule for BAK-12, BAK-14, and BAK-15 RS Means maintenance data so that bidders can accurately price the requirements that would otherwise only be available to the incumbent.

There are no Aircraft Arresting Systems at Grissom Air Reserve Base. Aircraft Arresting Systems are RESERVED in the PWS and there is no Aircraft Arresting System workload data.

Tab F-TE-2 has an estimate of 4 curtain replacements and gutter broom replacements for flight-line sweeping. Neither the Grissom MVR May 2023 spreadsheet contained within Attachment 8 nor the serially managed Government Furnished Property in Attachment 3 contain any details relating to the replacement parts.

No other details relating to sweeper specifications are supplied in the request for proposals.

Without sweeper details, bidders cannot accurately price replacement parts.

Please indicate if the bidders are to supply the sweeper to perform the pavement clearance PWS F5.3.1.2.1 in addition to the consumables. If the Government supplies the sweeper, please provide details on the model so that the parts can be accurately priced. Without this information, the incumbent will have an unfair advantage over the other bidders.

The PWS (Attachment 1) PWS F5.3.1.2.1 requires that the contractor check all Air Force-owned pavements daily for FOD and perform necessary sweeping.

Attachment 10 Tab F-TE-2i indicates the paved area for the runways, aprons, taxiways, vehicle parking, and aircraft wash rack.

The list of Government-furnished property included in Attachment 3 Grissom MVR May 2023 spreadsheet does not list a sweeper. Similarly, the Grissom MVR May 2023 list of Government vehicles to be maintained does not include any vehicle that appears to be a sweeper. Please indicate whether runway sweepers are to be provided by the contractor and if so, what performance specifications for the equipment.

Without this information, the bidders cannot provide accurate pricing and are at a disadvantage to the incumbent.

N/A Tab F-TE-2l has a table indicating pole number, heads, height, and wattage for High Mast lighting, which presumably exists at the base. However, there is no data contained in the table.

Without data for the high mast lighting that the contractor is required to maintain, there is no way for bidders, other than the incumbent, to provide a price for this service requirement. Please provide the required data or remove the requirement from the scope of work and Tab F-TE-l.

Construction Wage Rates

The construction wage tab has a number of positions, such as a laborer shaded grey, and instructions indicating that there are multiple groups within each labor category for which rates must be provided.

For those labor categories with multiple groups, please provide the percentage splits for the multiple groups. Without this, bidders will have substantially different rates that are not comparable and possibly be deemed unreasonable.

Only the incumbent has the historical data and, as such, has an unfair advantage in the development of pricing.

Individual rates in the group should be evenly spread when developing the composite rate. For example if 2 rates make up the composite, split the given rates 50-50 to develop a composite rate.

The Union Collective Bargaining Act (CBA) stipulates the number of vacation days members receive based upon seniority with the preceding contract(s). These vacation days factor into the development of fringe rates and direct working hours in each year. The RFP does not provide any insights into the level of staff seniority, and only the incumbent has this data.

So that all bidders are using a similar basis, please provide an indication of average union employee seniority. If this is not possible, how will the Government determine the reasonableness of the rates?

The list will be provided to the successful offeror at the commencement of the new contract for determining employee eligibility for vacation or other fringe benefits per the FAR.

33 C 1.1 C-1 Ground Transportation hours of operation are 0700-2030 Is the workload data provided reflective of a second shift requirement?

Staffing requirements are the responsibility of the offerors to determine. The Government requirement is for Documented Cargo coverage from 0700-2030 - Monday through Friday.

34 D 1.3 D-2 "Provide Receiving/X-Ray Operation" Language for x-ray operations has been removed from the PWS compared to historical PWS. However, Hours of Operation require x-ray operations. Will it be a KTR duty to provide X-Ray Operations?

35 G 5.2.4.5 G-3 Deicing Fluid- The KTR shall receive, store, and issue ADF. The KTR shall monitor inventory levels and notify the Grissom ARB, 434 LRS/LGRM when ADF levels need to be replenished. The 434 LRS/LGRFM will coordinate 434 MXG to purchase ADF (Government Furnished) when inventory levels dictate.

FTL 23-03 states that the Fuels Management team will relinquish control in the procurement, storage, issuing and accounting for Bulk de-icing fluid. How will this affect workload, overall cost incurred, etc?

Currently the base has no timeframe nor the infrastructure to transition control of procurement, storage, issuing and accounting for Bulk de-icing Fluid.

36 G G5 G-1 Performance Requirements Are there any waivers in Fuels? If yes, please explain and/or provide a copy of the fuel waivers.

There are no Fuels waivers.

The KTR shall accomplish repairs and scheduled maintenance of seasonal equipment during the off-season such as snow removal and deicing equipment IAW DAFI 24-302, TO 36-1-191, and the base Snow Plan. If equipment will not be in service before season start or falls below MEL during the season, the KTR shall notify the AO and COR. The KTR shall ensure completed work information is input into DPAS as a work order “SLPR”

Will the Government reimburse the Contractor for replacement, worn or unusable snow blades?

Attachment 1 - GARB PWS - 20231102 v1.2, states in paragraph F5.3.1.2.3.3 Snow Plow Blades, Brooms. "The KTR shall be responsible for the purchase, installation, and maintenance of all snowplow blades, shoes, cables, snow brooms and associated parts for all snow equipment as FFP." The purchase of the materials (i.e. snowplow blades, shoes, cables, snow brooms, broom core replacements are FFP and will not be reimbursed by the Government. RSMeans Facilities Maintenance & Repair Cost Data shall be the primary source for WT requiring an estimate as it better describes the repair work accomplished on this contract and the format requested. If this standard is inadequate, the next source for standard hours is the RSMeans Construction Cost Data. No cost estimating material is provided by the Government.

While excel is the preferred format, there is no specified 'program' required, estimates shall be in a RSMeans format providing the task name, number, crew size, labor hours etc., so estimates can be reviewed by the Government.

How does the BCE determine if the skillset is a specialty?

Any skillset necessary to repair Real Property, that is beyond the normal day to day maintenance and repair. The skillsets are tied to the nature of work in the commercial industry and shall follow state certifications/licenses for the required work.

Can the government provide a list of CM and PM work that REQUIRES the KTR to use subcontractors due to existing agreements or contracts?

There are only two known systems that are proprietary at this time, Industrial Controls Systems and generator control systems. Neither are FFP requirements and would be invoiced under the applicable reimbursable CLIN of the contract.
